Plastic machinery and equipment for plastic machinery certification standards

With the continuous development of the plastic machine production industry, plastic machine export sales continue to rise, the export of countries from the original Southeast Asia, the Middle East to Europe, the United States, such as developed countries and regions. In order to better cope with the technical barriers to trade, expanding China's international market share of plastic machines, many plastic machine companies have carried out CE, UL and other safety certification. However, due to the safety certification is not well understood, resulting in the selection of certification bodies and certification process has many problems, and even cheated and deceived. As the only plastics machinery, a national plastics machinery inspection agency, shouldering the heavy responsibility of guiding the development of the industry, the obligation to have the need to use the center's professional and technical capabilities for the majority of plastic machine manufacturers to introduce the knowledge of safety certification, thereby promoting the plastic machine industry to better overcome technical barriers to trade and improve international competitiveness. Considering that most of the enterprises are in need of safety certification for the European Union's CE safety certification, the following will be the focus of this introduction.

CE is the French abbreviation for Conformitē Europēeme (European Conformity Assessment), which is a mandatory safety marking specific to the European Union. The European Union market assesses whether a product can circulate based on whether the product has been affixed with the CE marking. Once the product is affixed with the CE marking, it indicates that the product meets the EU's basic public **** safety, health, environmental protection and consumer protection requirements. The existing 27 member states of the European Union: Belgium, Cyprus, the Czech **** and the country, Denmark, Germany, Greece, Spain, Estonia, France, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Austria, Poland, Portugal, Romania, Slovakia, Slovenia, Finland, Sweden and the United Kingdom, and the eagerness to join the European Union Turkey. Up to now, the EU*** has issued 22 directives (directives can be defined as European laws, higher than the technical regulations of each member state), involving products such as: electronic and electrical products, machinery and equipment, simple pressure vessels, toys, construction products, personal protective equipment, medical equipment, gas stoves, pressurized equipment and so on. Plastic machinery by manual loading and unloading of plastic injection or compression molding machine because of its high degree of danger by the EU Machinery Directive as dangerous machinery, must be Notified Body (EU authorized institutions) to implement EC inspection of the product to be qualified to post CE marking and sales and use in the EU.

(a) Self-declaration: is the enterprise through their own testing equipment, according to the EU's corresponding directives and standards for their own company's products to test and improve, and in the name of the enterprise's own name to their own certificates, and at the same time, to prepare some of the necessary technical documents and save them for the future view of the relevant EU organizations.

Summary: Self-declared form of obtaining CE certificates, certificates come easily, but later the enterprise is also to bear a great deal of risk. For domestic manufacturers, the self-declared certificate is extremely ineffective in the market. Generally only used for low-risk products. Third-party certification (certification bodies without EU authorization) issued by the disadvantages of the certificate: the certificate in the EU market, including customs do not recognize this certificate, that is, the effectiveness of such a certificate is also extremely low, and in the future, if product quality problems lead to the consequences of the enterprise to assume more responsibility, no authorization body to assume less responsibility.

(3) third-party certification (certification bodies authorized by the EU): is authorized by the EU institutions (such as SGS, EVPU and other certification bodies), through them to test and issue certificates, this mode is the highest mode of CE marking, the certificate is highly effective, the European Union regulations on the scope of application of the mechanical part of the first chapter of the machinery, placed on the market and the free circulation of the fourth written in the article "The Member States of the European Union shall not prohibit, restrict or impede the placing on the market and the use in their territory of products which have been audited by a third party authorized by the European Union." According to the content of the EU regulation, the validity of the certificate issued by a third party authorized by the EU is quite high. And if the certified products in the future in the use of the process of quality problems, the EU authorized third-party body to assume significant responsibility.
