Article 3 The term “civilized behavior” as mentioned in these Regulations refers to behavior that abides by the provisions of the Constitution, laws and regulations, embodies the core socialist values, complies with the requirements of socialist morality and public order and good customs, leads social fashion, and promotes the progress of social civilization. Article 4: The promotion of civilized behavior adheres to the principle of government leadership and social coordination, gives full play to the main role of citizens, and forms a long-term mechanism for the construction, governance, and enjoyment of civilization. Article 5 The municipal and county (city, district) people's governments shall incorporate the promotion of civilized behavior into the national economic and social development plans and annual plans as an important part of the target responsibility system assessment, and the required funds shall be included in the fiscal budget at the same level. .
Relevant departments of the municipal and county (city, district) people's governments should do a good job in promoting civilized behavior in accordance with their respective responsibilities.
Township people’s governments and sub-district offices are responsible for promoting civilized behavior within their respective jurisdictions. Article 6: Municipal and county (city, district) spiritual civilization construction steering committees and their working agencies are responsible for the guidance and coordination, supervision and inspection, evaluation and assessment, publicity and commendation of the promotion of civilized behavior within their respective administrative regions. Article 7 State agencies, social groups, enterprises and institutions, grassroots mass autonomous organizations, other organizations and individuals shall actively participate in the promotion of civilized behavior based on their own actual conditions.
State agency staff and public figures should play an exemplary role in promoting civilized behavior. Chapter 2 Advocacy and Standardized Behavior Article 8 Citizens should practice the core socialist values, carry forward the traditional virtues of the Chinese nation, strengthen social morality, professional ethics, family virtues, and personal moral cultivation, and abide by laws, regulations, public order and good customs. Article 9 advocates the following civilized behaviors:

(6) Advocate volunteer services, encourage and support volunteer service activities;
(7) Advocate and encourage individuals to donate blood and voluntarily donate human tissues and organs;
(8) Promote low-carbon life, green travel, and save public resources such as water, electricity, and gas;
(9) Advocate the classification of garbage and consciously develop the habit of sorting and placing garbage;
(10) Advocate other behaviors that are beneficial to the progress of social civilization. Article 10 Citizens should abide by the etiquette and management regulations in public places, and consciously abide by the following regulations:
(1) Observe public etiquette, dress neatly, speak and behave in public places Be civilized;
(2) Observe public order, be respectful to each other when waiting for public services, using public facilities, taking public transportation and participating in public activities. Be courteous and line up in turn;
(3) Observe venue order, obey on-site management, and watch movies, sports games, theatrical performances, etc. in a civilized manner;
(4) Travel in a civilized manner and respect local customs , cultural traditions and religious beliefs, and protect cultural relics, historic sites, and public facilities;

Article 11 Citizens shall abide by public environmental management regulations and consciously abide by the following provisions:
