Setting and management of garbage transfer stations
1. Domestic waste transfer stations should be close to the center of the service area or places with large domestic waste production and convenient transportation. They should not be located in public *** Areas with concentrated facilities and areas close to areas with concentrated flow of people and vehicles. ?
2. When the transportation distance of domestic waste exceeds the economic transportation distance and the transportation volume is large, it is appropriate to set up secondary transfer stations outside the urban built-up areas and can be set up across regions.
3. The setting standards for domestic waste transfer stations should comply with the provisions of the following table?
Table: The setting standards for domestic waste transfer stations?
Note: (1) The land area in the table does not include land for garbage classification and stacking operations. (2) The land area includes land for green belts set along the perimeter. (3) When the selected land use index is the overlapping part of two grades, the green belt index of the lower grade can be used. (4) When using non-motorized vehicles for collection and transportation, the service radius of domestic waste transfer stations should be 0.4 to 1km; when using small motor vehicles for collection and transportation, the service radius should be 2 to 4km; using large and medium-sized motor vehicles for collection and transportation , its service scope can be determined according to the actual situation.
4. Garbage transfer station opening hours: Corresponding to the garbage collection time. Due to the large amount of garbage, the opening hours of the garbage transfer station may be appropriately advanced or delayed to allow for collection, entry and transfer time.
5. The garbage transfer station should have facilities to prevent dust and garbage from flying, prevent the spread of pollution, and have a sewage collection and treatment system to prevent sewage from contaminating surface water and groundwater.
6. Deodorization facilities should be provided within the waste transfer station and remain activated during opening hours.
7. The inside and outside of the garbage transfer station should be well ventilated and free of stench. The walls, windows and mechanical parts should be free of dust, cobwebs, and debris. They should be clean and tidy, free of random stickers, graffiti, and management rules and regulations posted in the station. There are no objects that may hinder the view of the city, such as drying clothes or hanging clothes, within 5 meters, and the greening is good.
8. Garbage transfer stations should be managed by dedicated personnel. Administrators and operators must undergo safety, operation and other related vocational training, hold certificates to work, and should remain relatively stable.
9. The use functions of all facilities and equipment in the transfer station are not allowed to be arbitrarily changed, and personal debris is not allowed to be piled. The items, tools, and operation desks in the station should be orderly and tidy, kept clean and free of dirt, and should be stacked neatly so as not to affect the viewing experience and the entry and exit of vehicles. and operations.
10. If garbage is classified, the sorting personnel should wear badges when working. The sorted items should be neatly stacked in designated locations and should not be piled up in disorder. Transfer station managers must strengthen management of the sorting personnel.
11. All garbage storage facilities should be covered and sealed. Garbage collection trucks and transport vehicles are prohibited from running, dripping, leaking, etc. All garbage should be unloaded in the transfer station.
12. During the process of garbage unloading and compression, the air purification system should be activated to deodorize and reduce dust to ensure fresh air inside and outside the station. Noise nuisance to residents should be controlled when garbage transfer vehicles are operating.
13. Open the sewage valve when loading garbage, check whether the sewage valve is closed and reset before leaving the station, and ensure that the garbage bin is sealed to ensure that no dripping, overflowing, or throwing occurs during transportation.
14. During the loading process of the garbage bin, the box must be cleaned when it leaves the ground, and the inside of the station must be cleaned after the garbage bin leaves the station.
15. The rear door of the container must be fastened with the rear hook, and the upper cover must be tightly closed to prevent dirt and hanging objects. Containers should be clean and intact, without damage, and should be oiled regularly. In case of major events, the frequency of oiling can be increased.
