Ministry of Labor, Ministry of Light Industry, the State Administration of Medicine, the Ministry of Machinery and Electronics Industry on the issuance of "mercury thermometer production of anti-drug regulations" notice Chapter I General Provisions Article 1 In order to conscientiously implement the "safety first, prevention first" policy, to eliminate or reduce the production of mercury (mercury) thermometers in the process of mercury hazards and occupational diseases, to protect the health of workers, specially formulated these provisions. Article 2 The mercury thermometers referred to in these provisions include all thermometers and thermometers that use mercury as the temperature-sensitive liquid. Article 3 The competent departments of enterprises and labor departments at all levels shall supervise and inspect the production of mercury thermometers in accordance with their respective areas of responsibility. Chapter II Basic Conditions for Enterprises Article 4 The factory site should be far away from residential areas and scenic spots; the location of the mercury workshop should be located on the downwind side of the year-round dominant wind direction of the factory, and should be separated from the living quarters of the factory. Article 5 The layout of the production process shall minimize the surface of operations with mercury, so that operations with mercury and operations without mercury, and operations with heavy mercury and operations with light mercury are separated from each other. Article 6 Workshops with mercury shall generally be constructed in the form of multi-storey single rows with integral cast-in-place floor slabs. Its indoor walls, ceilings, floors and other internal structures should be made of dense materials that do not adsorb mercury, and its external surface should be coated with epoxy resin or perchloroethylene protective layer; the floor should be sloped from the center to both sides at a slope of 1 to 1.5%, and open ditches should be set up on the side of the walls to communicate with its sewage piping and mercury-collecting pools (tanks). Article 7 Mercury workshop should be based on the mercury operation of the equipment characteristics of each process and operational requirements, to take effective airtight and mechanical ventilation and natural ventilation, and should be configured with perfect mercury-containing gas, water, slag purification and treatment facilities. Article 8 enterprises must be examined and approved by the county and municipal departments in charge of enterprises and labor departments, with the provisions of the basic conditions before production. Chapter III Management and Supervision of Article IX enterprises should be full-time technical safety management and monitoring of technical personnel responsible for mercury management and detection, and improve the monitoring means, and often test the mercury operation of the mercury vapor concentration of the production site, found to exceed the standard to be resolved in a timely manner. Article 10 The competent departments of enterprises at all levels and enterprise leaders have the leading responsibility for production safety. Enterprises shall, in accordance with the relevant provisions of the state, formulate a variety of mercury prevention systems and operating procedures in the light of the specific circumstances, and regularly inspect and supervise the implementation of the systems. Article 11 the production of thermometers in addition to certain transit links, the main mercury processes should be mechanized and automated production lines; industrial thermometer production should be based on different varieties of production characteristics, as far as possible to achieve closed and semi-machinized mass production. Article 12 often check all kinds of mercury operation special production equipment and anti-mercury facilities operation performance, make it keep in the best working condition. Article 13 enterprises to organize the processing outside the factory, with mercury work part shall not leave the factory. Article 14 Enterprises shall regularly conduct anti-drug education and technical examination for workers, and new workers or workers changing job types shall undergo technical training and be allowed to operate on duty only after passing the examination. Article 15 Mercury operation workshops (places) should carry out comprehensive cleaning and ground washing after work, and factories should set up employee (shower) bathrooms, changing rooms and coat and hat boxes; employees should wear special work clothes and shoes and hats before going to work, and should take showers and store their work clothes and shoes and hats in the factories after work, and should not wear them back home. Chapter IV Disposal of Mercury-Containing Gas, Water and Slag Article 18 Mercury workshops shall take effective measures to eliminate secondary pollution caused by dispersed mercury and adsorbed mercury in the production process in a timely manner. Article 19 Mercury-containing gas shall be purified and treated so that it meets the standards set by the state before it is discharged; the treatment method shall maximize the use of cyclone plate tower potassium permanganate chemical solution absorption method. Article 20 Mercury-containing wastewater shall enter the treatment system through special pipeline to make it reach the national emission standard before discharge, and shall not be allowed to flow in the workshop or factory area. Article 21 The mercury-containing glass slag shall be cleaned up every shift and stored in the special indoor impermeable pool (tank) outside the workshop and closed with a cover. Article 22 The factory should set up mercury-containing glass slag roasting purification system to achieve the month glass slag month recycling and disposal; roasting purification of the whole process should be carried out under closed negative pressure, recovery and purification of mercury-containing glass slag residual mercury should be controlled within the scope of the 1mg of mercury/kg slag, roasting and purification of exhaust gas should meet the national emission standards before discharge. Chapter V Protection of Employees Article 23 Do a good job of pre-employment physical examination, who suffers from oral disease, obvious liver and kidney disease, mental illness, serious neurasthenia, shall not engage in mercury operations. Article 24 Regular physical examination of workers working with mercury. For workers who are diagnosed with mercury absorption and mild mercury poisoning by occupational disease medical institutions in the current year, mercury-expelling treatment shall be arranged within half a year in general; workers who have been subjected to multiple mercury-expelling treatments shall be transferred out of the mercury operation workshop or work type. Article 25 Female workers shall not be engaged in heavy mercury work such as mercury pouring, purifying mercury, repairing tightening and loosening, etc.; female workers must be transferred out of heavy and medium mercury work immediately during pregnancy and lactation.
