Chapter I General Principles
Article 1 In order to meet the needs of the development of health undertakings under the socialist market economic system, strengthen and standardize the construction of general hospitals, improve the level of decision-making and construction of general hospitals and scientific management of construction projects, correctly grasp the construction standards and give full play to the effectiveness of the investment, the formulation of this construction standards.
Second This construction standard is for the decision-making of general hospital construction projects and scientific, reasonable determination of the level of project construction services of the national unified standard, is the preparation, assessment and approval of the feasibility study report of the general hospital construction projects, is the relevant departments to review the project design and the construction of the project the whole process of supervision and inspection of the yardstick.
Article 3 This construction standard applies to the construction scale of 200 to 1000 beds in the new general hospital construction projects. In general, it is not appropriate to build more than 1,000 beds of mega-hospital. Need to build more than 1,000 hospital beds can refer to the implementation. Alteration and expansion projects can be implemented with reference.
Article IV of the construction of general hospitals, must comply with national laws and regulations on economic construction and the development of national health technology and economic policy, should be adapted to the project area of social and economic development, and correctly deal with the status quo and the development of the relationship between the need and the possibility.
Article 5 The construction of general hospitals should adhere to the principle of people-oriented, patient-friendly, in order to meet the needs of various functions at the same time, pay attention to improve the conditions of patients and staff working conditions, so as to achieve a reasonable function, process science, safety and health, and affordable.
Article VI of the construction of general hospitals should be in line with the region's overall urban planning, regional health planning and medical institutions set up planning requirements, make full use of the existing health resources, to avoid duplication or too centralized construction.
Existing general hospital renovation, expansion, should be reasonable use of the original facilities, and practice economy, avoid waste.
Article VII of the construction of general hospitals, should seriously do a good job of the project's preliminary preparatory work, in accordance with the current, taking into account the development of the principle of moderately ahead of time, according to the requirements of the local health development plan and the actual situation of the construction unit, and effectively do a good job of demonstrating the feasibility of the feasibility study report, the preparation of the work.
Article VIII of the construction of general hospitals, should be the hospital district for the overall planning, after approval, according to the needs and investment possibilities, can be implemented at once or in stages.
Article 9 The construction of general hospitals, in addition to the implementation of this construction standard, should also be in line with the current national standards, norms and quotas, indicators of the relevant provisions.
Chapter II Construction Scale and Project Composition
Article 10 of the construction scale of general hospitals, according to the number of beds can be divided into 200 beds, 300 beds, 400 beds, 500 beds, 600 beds, 700 beds, 800 beds, 900 beds, 1,000 beds of nine.
Article XI of the construction scale of new general hospitals should be based on the local urban master plan, regional health planning, medical institutions set up planning, the proposed hospital in the region's level of economic development, the state of health resources and demand for health care services, as well as the number of beds of the region's existing hospitals to determine a comprehensive balance.
Article XII of the general hospital daily outpatient (emergency) clinic volume and the number of beds in the establishment of the ratio of 3:1, can also be determined by the region of the same size hospitals in the previous three years, the average of daily outpatient (emergency) clinic volume statistics.
Article XIII of the general hospital construction projects, shall consist of emergency department, outpatient department, inpatient department, medical and technical departments, security systems, administration and hospital living quarters and other seven facilities.
To undertake medical research and teaching tasks of the general hospital, should also include the corresponding research and teaching facilities.
Article XIV of magnetic *** vibration imaging device, X-ray computed tomography device, nuclear medicine, hyperbaric oxygen chamber, hemodialysis machine and other large-scale medical equipment, as well as Chinese and Western medicine preparation room and other facilities, should be in accordance with the arrangements of the regional health care development plan and according to the hospital's level of technology and the actual need for a reasonable setup, the area of the room is calculated separately.
Article 15 of the construction of supporting facilities for general hospitals should adhere to the principle of professional collaboration and socialized services, make full use of urban public **** facilities or centralized construction, unified supply.
Chapter III floor area index
Article XVI of the comprehensive hospital in the emergency department, outpatient department, inpatient department, medical and technical departments, security system, administration and hospital living room and other seven facilities of the bed average floor area index, shall comply with the provisions of Table 1.

Article XVIII of the building area of preventive health care rooms in general hospitals should be configured according to the establishment of each preventive health care staff 20m2.
Article 19 of the medical research tasks undertaken by the general hospital, should be 70% of the total number of deputy high and above professional and technical personnel as the base, according to the standard of 32m2 per person to increase the scientific research room, and should be based on the need for intermediate experimental animal room in accordance with the relevant provisions of the supporting construction of a moderate size.
Article 20 of the medical school hospitals, teaching hospitals and internship hospitals affiliated with the configuration of teaching rooms, shall comply with the provisions of Table 3.

Article 22 of the new general hospitals should be supporting the construction of motor vehicles and non-motorized parking facilities. The number of parking and the area of parking facilities indicators, according to the relevant provisions of the region where the construction project.
Article 23 According to the actual situation in the area where the construction project is located, the need to support the construction of heating boiler room (heat exchange station) facilities shall be implemented in accordance with the relevant norms.
Article 24 The health check-up facilities and their required area index shall be submitted for approval according to the actual needs.
Chapter IV Planning Layout and Construction Land
Article 25 The site of the general hospital should meet the requirements of the hospital function and environment, the site should be selected in the patient's convenience, quiet environment, the terrain is more regular, better engineering hydrogeological conditions of the location, and as far as possible to make full use of the urban infrastructure, should be avoided sources of pollution and flammable and explosive substances in the production and storage sites.
Selection of general hospitals should be given full consideration to the special nature of medical work, in accordance with the relevant requirements of the public **** health, and the coordination of the relationship with the surrounding environment.
Article 26 of the planning and layout of general hospitals and layout, shall comply with the following provisions:
One, the building layout is reasonable, saving land.
Two, to meet the basic functional needs, and give due consideration to future development.
Third, the functional partition is clear, scientific organization of human and logistics, to avoid or reduce cross-infection.
4. According to the climatic conditions of different regions, the orientation, spacing, natural ventilation, lighting and greening of the buildings should meet the relevant standards to provide a good medical and working environment.
V. The topography should be fully utilized, without affecting the use of function and meet the safety and health requirements, hospital buildings can be appropriate centralized arrangement.
Sixth, should be supporting the construction of motor vehicles and non-motorized parking facilities.
Article 27 of the construction of general hospitals, including the emergency department, outpatient department, inpatient department, medical and technical departments, security systems, administration and hospital living room and other seven facilities of the construction of land, road land, green land, land for stacking and drying (used for coal-burning stacking and drying of washing items) and medical waste and daily garbage storage and disposal of land.
The index of the average construction land per bed shall be in accordance with the provisions of Table 5.

Note: When the stipulated indexes really can't satisfy the needs, it can be increased according to the indexes of no more than 11m2//bed indicator to increase the land area for preventive health care, the construction of separate project rooms and the development of hospital land.
Article 28 of the medical research tasks of general hospitals, should be 70% of the total number of deputy high and above professional and technical personnel as the base, according to 30m2 per person, and teaching tasks of general hospitals should be 30m2 per student, in addition to the bed average land area indicators, and increase the construction of land for scientific research and teaching facilities.
Article 29 of the new general hospital motor vehicles and non-motorized parking lot area, should be in addition to the bed average land area indicators, determined in accordance with the relevant local regulations.
Article 30 The green space rate of the new general hospital shall not be less than 35%; the green space rate of the reconstructed and expanded general hospital shall not be less than 30%.
Chapter V Construction Standards
Article 31 The construction of general hospitals shall carry out the principles of safety, applicability, economy, and attention to aesthetics where possible, and the construction standards shall be reasonably determined in accordance with the economic conditions of different regions.
Article 32 of the general hospital should be multi-storey buildings.
The structural form of the outpatient and emergency building, medical building, ward building and other major buildings, should consider the flexibility of use and the possibility of transformation.
The ward building should not be set up balconies.
The various kinds of rooms and supporting facilities of the general hospital should ensure the safety of the building structure and should meet the requirements of the relevant national anti-seismic code.
Article 33 of the building decoration and environmental design of general hospitals should be conducive to the physiological and psychological health of patients, reflecting the freshness, elegance and simplicity of the industry.
The color design and indoor lighting of general hospital buildings shall meet the requirements of hygiene.
Article 34 of the construction of general hospitals, shall meet the national "urban roads and buildings barrier-free design specifications" requirements, should also take into account the special characteristics of the service object, set up genderless restrooms.
Article 35 The buildings of the general hospital shall comply with the relevant national standards for building energy conservation. General hospital outpatient emergency room, ward, intensive care unit, operating room, maternity ward and other departments of the building design should be consistent with the basic principles of hospital infection prevention and control.
Article 36 of the emergency department, outpatient department, inpatient department, medical and technical departments and laboratories and other medical business rooms of the interior decoration, shall comply with the following provisions:
One, the indoor ceiling should be easy to clean, anti-dust accumulation; lighting is appropriate to use the ceiling light fixtures.
Second, the interior wall walls should not use easy to crack, flammable, easy to absorb moisture, easy to corrode, not resistant to collision, not easy to hang the material; there are pushing the bed (car) through the door and the wall, should take measures to prevent collision.
Three, in addition to special requirements, there are patients through the floor should be paved with non-slip materials.
Four, all sanitary ware, washing pool, should be corrosion-resistant, difficult to stain, easy to clean building accessories.
Fifth, should not use easy to produce dust, particles, fibrous materials.
Article 37 of the food preparation, disinfection, toilet bath, dirty washing and other use of steam and easy to produce condensation of the room, should be used solid, durable, difficult to stain, easy to clean the material decoration to the top; and should take effective measures to make the steam emissions smooth, smooth drainage of the floor and the ground does not appear leakage.
Article 38 of the hospital district pipeline network of general hospitals, should be used in the zoning of special line supply. Inside the main building, piping wells should be set up and set up equipment layer as needed. The main pipeline trench should be easy to maintain and ventilation, should take waterproof measures.
Article 39 of the comprehensive hospital power supply facilities should be safe and reliable, to ensure uninterrupted power supply, and it is appropriate to set up self-supplied power supply.
Comprehensive hospitals should adopt double circuit power supply.
The hospital area should be used in a split circuit power supply.
Article 40 of the comprehensive hospital building fire resistance level and the configuration of fire-fighting facilities shall comply with the provisions of the relevant national building fire design codes.
Article 41 of the general hospital operating rooms, maternity wards, radiology, functional examination, laboratory, laboratory and other rooms should be set up air conditioning and ventilation facilities.
Clean surgical department air purification facilities shall comply with the "Hospital Clean Surgical Department Construction Standards".
Article 42 of the comprehensive hospital shall be configured with its construction scale and business technology, administrative management of information systems, communication systems and security technology prevention system.
Article 43 The comprehensive hospital shall be configured with a perfect, clear and eye-catching signage system.
Article 44 of the comprehensive hospital shall set up medical gas supply system.
Article 45 Comprehensive hospitals shall build facilities for the treatment of sewage and dirt, and the discharge of sewage and the classification, collection, storage and disposal of medical waste and domestic garbage shall be carried out in accordance with the Regulations on the Management of Medical Waste and other relevant state laws and regulations.
Chapter VI Medical Equipment
Article 46 The configuration of general medical equipment shall be in accordance with the different functions of the hospital, specialty expertise and health care tasks undertaken, with reference to the provisions of the relevant standards for the configuration of basic medical equipment.
Article 47 of the configuration of large medical equipment, should be in accordance with the Ministry of Health, the National Development and Reform Commission, the Ministry of Finance, "the configuration and use of large-scale medical equipment management approach" and the Ministry of Health, "the National B large-scale medical equipment configuration planning guidance," the provisions of the implementation. Chapter VII Relevant Indicators
Article 48 The investment estimate of a general hospital shall be compiled in accordance with the current relevant national regulations. When evaluating or approving the feasibility study report, the average construction and installation project cost of facilities such as the emergency department, outpatient department, inpatient department, medical and technical departments, etc., may be determined with reference to two to three times the average construction and installation project cost of dwellings of the same building grade standard and structural form in the area where the construction is to be carried out. There are special functional requirements of the building, its construction and construction cost can be appropriately increased according to the actual situation.
Article 49 of the general hospital staff establishment in accordance with the relevant provisions of the Ministry of Health organization.
Article 50 The economic evaluation of the general hospital shall be carried out in accordance with the provisions of the current national economic evaluation methods and parameters of construction projects.
