1.2 This standard applies to the management of the health industry, the classification of health institutions, health statistics and information consulting, and the registration of licenses for the practice of medical institutions.

3 Health institutions (organizations) definition
Health institutions (organizations) refers to health units and health social groups that have obtained the License to Practice as a Medical Institution from the health administrative department or the registration certificate of a legal entity from the departments of civil affairs, industrial and commercial administration, and establishment management, and that provide the community with services such as medical care, disease control, and health supervision, or are engaged in medical scientific research and medical education. Excluding health administrative agencies, Hong Kong and Macao Special Administrative Regions and Taiwan affiliated health institutions (organizations).
4 Classification principles
4.1 Classification principles refer to GB/T4754 and other relevant national standards.
4.2 Classification of institutions according to the principle of homogeneity of economic and social activities prevailing in the country.
4.3 Compatible with the current stage of development of health institutions in China.
4.4 The classification of medical institutions is based on the "Basic Standards for Medical Institutions", a document accompanying the "Regulations on the Administration of Medical Institutions" issued by Decree No. 149 of the State Council in 1994.
5 Classification of Health Institutions
Health institutions are classified according to four attributes: administrative division, type of registration, type of health institution (organization), and classification and management of institutions.
5.1 The administrative divisions and types of organization registration fully refer to national standards and the Common Statistical Classification (CSC).

6.1 Code structure
Health institutions (organizations) code consists of 22 digits (or letters), including 9 organizational code and 13 institutional attribute code. Institutional attribute code consists of administrative division code (6 bits), economic type code (2 bits), health institutions (organizations) category code (4 bits) and institutional classification and management code (1 bit) four parts. The relevant departments will also be "organization code" known as "corporate code".
6.2.1.1 The vast majority of health legal entities in the country have obtained the National Organization Code Certificate. Health institutions that have not yet applied for the National Organization Code Certificate (except for medical institutions that are not independent legal persons), apply for the Certificate from the local Organization Code Management Center according to the principle of territoriality, in order to obtain the organization code of the unit.
6.2.1.2 GB/T 11714 stipulates that "PDY00001- PDY99999" is a customized area for each industry to compile internal organization code, and it is not used as the basis for inter-industry information exchange. Therefore, the code for practicing
non-independent legal person medical institutions is given by the administrative department of health, and its coding rules are as follows:
a. The code structure is "PDYXXXXX - X". Where "PDY" is fixed; "XXXXXX" is a five-digit code, from 00001-99999, by the county (district) level health administrative department in accordance with the order of registration of the license to practice medical institutions unified number; "X" is the check code, the calculation method is consistent with the corporate code.
b. "Agency code" + "administrative code" as the unchanging, unique legal code of such institutions. The code of the organization that has been canceled (withdrawn) shall be abolished and shall not be re-assigned to other organizations.
6.2.2 Institutional attribute code **** 13-digit, consisting of six administrative division code, two agency registration type code, four health agency category code, one agency classification and management code of four parts.

6.2.2.3 Health institutions (organizations) category code is the main code of this standard, composed of 4 digits (or letters) (see Appendix A). This standard uses linear classification and hierarchical coding method, the health institutions (organizations) according to the nature of their services are divided into large, medium and small categories.
a. Large categories are coded with a single letter of the alphabet, i.e., using the letters ABC ... in turn, representing the different categories. In order to avoid confusion between the letter "I" and the number "1", the letter "I" is not used for major categories.
b. Medium and small categories are represented by two levels of three Arabic numerals according to the hierarchical system and full decimal system. Medium category is represented by a single digit, starting from 1 in ascending order of coding, up to 9. Small category is represented by three digits, the first code indicates that the medium category of digital; the second and third digits for the small category of digital, starting from 10 in ascending order of coding.
