Minggang Airport Civil-Military Joint-Use Project is to utilize the existing resources of the Air Force Minggang Airport for refurbishment and reconstruction, and after the implementation of the project, the airport will become a civil-military joint-use airport, which is a domestic regional airport with a 4C rating. The project is located on the original site of the Air Force Minggang Field Station. This phase of the renovation project is designed according to the 2020 Xinyang Minggang Civil-Military Joint-use Airport annual passenger throughput of 500,000 people, 6,173 takeoffs and landings, 268 passengers in the peak hour, and 4,000 tons of cargo and mail throughput. The main project includes new terminal building, 4 new station aprons, new working and living rooms, new parking lot, new ATC building, tower, runway cover, No. 1 liaison road cover, lengthening, terminal area roads and car parks, flight area drainage improvement, new sewage treatment station, new fuel depot and other content. The total investment estimate of this project is 389,261,800 Yuan. The land acquisition for this phase of the project is 237 acres. The total investment of the project is 389,261,800 yuan, and the planned construction period is two years.

Second, the main construction content of this phase of the project

Existing runway surface cover 135,000 square meters, the existing No. 1 liaison road lengthening, cover 10,176 square meters, the flight area drainage remediation; four new civil aviation apron (1B3C) 22,000 square meters, a new terminal building 5,000 square meters, a new air traffic control building, tower 1,500 square meters, 18,000 square meters of road and car park in the terminal area; New working and living room 12,525 ㎡, a new parking lot of 2,500 ㎡; ancillary projects mainly include air traffic control project, power supply project, water supply project, oil supply project, sewage treatment station and so on.

Minggang Airport is a 4c-level airport after completion, docking Boeing 737 and other large passenger planes. Passenger radiation Yuzhong, Henan Zhoukou, Luohe, Nanyang, Pingdingshan, Hubei Suizhou and other cities, will enhance the rapid transportation capacity of Xinyang and surrounding cities and urban taste, but also for Zhengzhou Xinzheng International Airport and Wuhan Tianhe International Airport provides a good backup airport, the economy of Xinyang, political, social and cultural exchanges have a positive impact.

On September 30, 2011, the Mingang Airport Civil-Military Joint-Use Project was approved and agreed by the State Council and the Central Military Commission, and on May 3, 2012, the feasibility study report was evaluated by China Consulting Corporation.

At the meeting, after listening carefully to the design unit's report on the flight procedure design program of Xinyang Minggang Airport at the feasibility study stage, the participants, after careful study and discussion, reached a unanimous agreement on the relevant issues, and considered that the opening of Xinyang Minggang Airport for civilian aircraft operation was feasible in terms of flight procedures, and agreed in principle to open the three approach and departure routes, and indicated that it would support and care for the construction of the airport, and promote the betterment of Xinyang economic and social conditions, and would support and care for the construction of the airport, and promote the development of the airport. A new 3,000-square-meter terminal building, a 5-place apron, a new 3,000-square-meter parking lot, a tower and a 600-square-meter ATC building (the tower and the ATC building will be built together), and supporting construction of communications, meteorology, power supply, water supply and drainage, heating, cooling, fuel supply, firefighting, rescue and other facilities. Also built and remodeled part of the military aviation facilities.

At 9:00 p.m. on November 11, 2015, Xinyang City and Zhumadian City jointly held a press conference on the commencement of the Minggang Airport civil-military joint-use project. The conference announced the official opening of Minggang Airport.

Xinyang Minggang Airport is one of the newly built regional airports in the Twelfth Five-Year Plan for the Development of Civil Aviation in China, and one of the two airports built in the Twelfth Five-Year Plan for the Development of National Economy and Society of Henan Province and the Ten-Year Plan for the Development of Civil Aviation in Henan Province (2011-2020). The airport is reconstructed and expanded on the original Air Force Minggang Field Station, which is located 8.5 kilometers northeast of Minggang Town, and was built in November 1958 as a third-grade permanent military airport. It covers a total area of 5,263.1 acres, including 4,088 acres of outfield, and the main runway is 2,700 meters long and 50 meters wide. Minggang Airport is strategically located, the east end of the runway is 1,380 meters away from the Beijing-Hong Kong-Macao Expressway, which can be used to reach the two city centers of Xinyang and Zhumadian directly through the expressway, and is 5 kilometers away from Minggang Station of Beijing-Guangzhou Passenger Dedicated Line in the south, 11 kilometers away from Minggang Station of Beijing-Guangzhou Railway, 7.7 kilometers away from Provincial Highway No. 333, and 6 kilometers away from National Road No. 107 in the west.

Xinyang Minggang Airport military-civilian joint-use project estimated total investment of 356 million yuan, the construction standard for the 4C domestic regional airport, the construction content: 2700 meters × 50 meters of the runway, parallel taxiway and No. 2-5 liaison road to cover, the No. 1 liaison road to cover and widen; new civilian facilities including 5,000 square meters of the terminal building. After the project is completed and put into operation, it is planned to use Xinzhou-60, B737 series, A320 series and other aircraft types. It is proposed to open airlines from Xinyang to Beijing, Shanghai, Guangzhou, Shenzhen, Chengdu, Chongqing, Hefei, Xi'an, Guilin, etc., with the farthest range considered at 1,500km, and in the long term, it is proposed to add Shenyang, Hangzhou, Fuzhou, Kunming, Dalian, Qingdao, Hong Kong, Macao, Taipei, etc., to the routes, with the farthest range considered at 3,000km. It is expected that by 2020, the annual passenger throughput and cargo and mail throughput of Minggang Airport will reach 300,000 passengers and 2,500 tons respectively; by 2040, the annual passenger throughput and cargo and mail throughput of Minggang Airport will reach 1.25 million passengers and 9,500 tons respectively.
