Article 1 In order to strengthen the macro-management of welfare homes throughout the country and promote the regularization of welfare homes, the evaluation criteria for state-level welfare homes are formulated.
Article 2 This standard applies to social welfare homes, children's welfare homes and mental patients' welfare homes invested by the state and managed by civil affairs departments at or above the county level. The evaluation criteria for welfare homes invested by collectives and individuals shall be formulated separately.
Article 3 The general requirements of state-level welfare homes are:
(a) to implement the line, principles and policies of the party and the state, serve the adopters and recuperators wholeheartedly, and establish socialist interpersonal relations of equality, unity, friendship and mutual assistance with the adopters and recuperators.
(two) adhere to the purpose of running the hospital and complete the adoption task of the "three noes" (homeless, helpless and without a source of livelihood) arranged by the local people's government.
(3) Deepening reform. Realize the transformation from welfare type to welfare management type, closed type to open type, support type to support rehabilitation type.
(four) management and service standards, remarkable benefits, play a backbone and demonstration role in urban social welfare institutions.
Article 4 National welfare homes are divided into national first-class welfare homes and national second-class welfare homes. The declaration of state-level welfare homes must be audited by the provincial civil affairs department (bureau), and the Ministry of Civil Affairs approves the naming.
Article 5 National welfare homes must have a certain scale. The total number of beds in national first-class welfare homes is 150, and the total number of beds in national second-class welfare homes is 100.
Article 6 There must be a professional team that meets the needs of work, among which there must be professional and technical personnel with senior titles in the medical rehabilitation professional team. Medical staff in state-level welfare homes should account for more than 70% of the total number of employees in the hospital, and state-level welfare homes should account for more than 65%.
Article 7 There are relatively complete living service guarantee facilities.
Article 8 There are basic modern medical rehabilitation equipment.
Article 9 Have the ability to provide medical treatment, care and rehabilitation for the elderly, disabled children and mental patients.
Tenth, we should expand the service field and have the ability to radiate to community rehabilitation.
Eleventh with professional training and scientific research ability.
Article 12 Have the ability of self-development. We can make use of existing facilities and medical conditions to open up to the society, increase income, continuously improve the lives of adopters and convalescents, and improve the service facilities of welfare homes.
Thirteenth, we must have sound leadership. Leading members are enterprising, honest and trustworthy, United and cooperative, realistic and innovative, and have made outstanding achievements.
Article 14 There should be a competent management organization.
Fifteenth there are feasible long-term development plans and annual implementation plans approved by the competent authorities.
Sixteenth perfect rules and regulations with the post responsibility system as the main content.
Article 17 The hospital has a good appearance and a beautiful and comfortable living environment. National first-class welfare homes should be regional garden-style units, and national second-class welfare homes should be advanced units for regional greening.
Eighteenth remarkable achievements have been made in the construction of spiritual civilization.
Nineteenth to provide quality services for adoption and rest. Carefully arrange food, clothing, housing, treatment and rehabilitation for adopters and convalescents. The living standards of adopters and convalescents are not lower than the general living standards of local people. The satisfaction rate of adopters, convalescents and their families in first-class welfare homes and second-class welfare homes nationwide reached 95% and 90% respectively.
Twentieth conscientiously do a good job in medical and health work. Regular health check-ups for adoption and convalescent personnel, establishment and improvement of medical records, and timely treatment of diseases. There were no medical accidents for three consecutive years. The cure and improvement rate of single disease in national first-class welfare homes is higher than 95%, and that of single disease in national second-class welfare homes is higher than 90%.
Twenty-first seriously take care of sick adopters and convalescents. All nursing staff on duty must be trained. The qualified rate of basic nursing, nursing technical operation and nursing procedure reached the specified proportion.
Twenty-second rehabilitation activities for adopters and convalescents have achieved remarkable results. The rehabilitation participation rate and rehabilitation efficiency of adopters and convalescents in national first-class welfare homes reached 98%, while those in national second-class welfare homes reached 90% and 85% respectively.
Article 23 The utilization rate of beds is high. The utilization rate of beds in national first-class welfare homes is over 98%, and that in national second-class welfare homes is over 95%.
Twenty-fourth staff and adoption, rest and recuperation personnel ratio is reasonable. National welfare homes should meet the following standards: the ratio of staff to normal elderly people is1:4; The ratio with the elderly who can't take care of themselves is1:1.5; The ratio with healthy children is1:6; The ratio with infants and disabled children is1:1.5; The ratio of patients with mental illness is 1: 2.5.
Twenty-fifth business expenses are reasonable. The business expenses allocated by the state are mainly used for adoption and rest. The annual living expenses of adopters and convalescents in national first-class welfare homes account for 80% of the annual operating expenses, while those in national second-class welfare homes account for 70%.
Twenty-sixth strong income-generating ability. According to the total number of employees, the average annual income of national first-class welfare institutions is 4000 yuan, and the average annual income of national second-class welfare institutions is 3000 yuan.
Twenty-seventh provinces, autonomous regions and municipalities directly under the central government's civil affairs departments (bureaus) may, in accordance with this standard, formulate the classification standards and implementation rules for welfare homes in their respective regions.
Article 28 This standard shall be implemented as of the date of promulgation.
Article 29 The Ministry of Civil Affairs shall be responsible for the interpretation of this standard.
