★ Overview
Shanghai Institute of Measurement and Testing (SIMT) is one of the earliest professional organizations established in China for measurement and testing. SIMT is one of the earliest professional institutes for metrological testing in China, and the only state-authorized public welfare and comprehensive national legal metrological testing institution in Shanghai, which has gone through more than 80 years of history so far.
SIMT is located in Shanghai, the most important economic, financial, trade and shipping center in China, and its development has always been accompanied by Shanghai's industrialization, scientific and technological progress and the city's comprehensive ability to improve the level of the process. Since the sixties of the last century, with the continuous development of Shanghai's industry and science and technology, the measurement and testing technology to put forward many issues and requirements. With the strong support of the state and local governments, SIMT's equipment strength has been gradually strengthened, and its technical capability has been continuously upgraded. SIMT has carried out the formulation and revision of a large number of technical specifications, accomplished a large number of scientific research projects, and participated in the construction of many major projects and major projects, and the measuring instruments for the transfer of value (traceability) have amounted to more than 600,000 units (pcs.) annually, which have played a strong role of technological protection in economic construction and social development. In 1985, after the official promulgation of the Measurement Law of the People's Republic of China, SIMT's East China National Measurement and Testing Center base in Shanghai Caohejing Emerging Technology Development Zone was built and put into use, and in the twenty years since then, SIMT's overall scale, strength, and level of laboratory management have seen more rapid development and progress. At present, SIMT has established 2 national measurement benchmarks, 203 social public measurement standards, 474 items through the national authorized verification, 717 items through the National Laboratory Accreditation (CNAS) project calibration and testing.
In 2006, SIMT's new base in Zhangjiang Hi-Tech Park in Pudong, Shanghai was formally completed and put into use, forming a two-winged pattern of Pudong and Puxi. At present, the total area of SIMT's laboratory has reached 40,000m2, and the total value of the instruments and equipments has reached nearly 400 million RMB, with many equipments representing the international advanced scientific and technological achievements in metrology and testing. SIMT's comprehensive technical capabilities and equipment strength, etc. have reached the level of the domestic first-class measurement and testing organizations.

★ Institutional Qualifications
In 1985, after the Measurement Law of the People's Republic of China was promulgated and put into effect, SIMT passed the assessment and evaluation of institutions organized by the State in that year, and was approved to be one of the first institutions set up by the State according to the law. SIMT was approved to be one of the first provincial legal metrological verification institutions set up and recognized by the state according to the law.
In 1984, SIMT was approved by the Ministry of Science and Technology of the People's Republic of China as one of the first batch of national analytical testing centers in China, and was officially named: China Shanghai Testing Center.
In 1986, SIMT was approved by the State Bureau of Weights and Measures (now the State General Administration of Quality Supervision, Inspection and Quarantine) and named as: East China National Measurement and Testing Center.
SIMT has been qualified in metrology, calibration, inspection and analytical testing, and has been authorized by national and local government functions to carry out legal metrology, transfer of quantity and value (traceability), quality supervision and inspection.
The secretariat of the International Organization for Legal Metrology's Technical Committee on Medical Devices Sub-Technical Committee on Sphygmomanometers (TC18/SC1) is located in SIMT; SIMT's Ionizing Radiation Laboratory is a member of the SSDLs Network, which is affiliated with the IAEA and WHO; approved by the Ministry of Personnel of the People's Republic of China, the company has established a nationally recognized post-doctoral research workstation, which has been approved by the Ministry of Personnel of the People's Republic of China. The Laboratory is a member of the SSDLs Network, a network of secondary standards laboratories belonging to the IAEA and WHO. A number of national academic societies and the secretariats of professional and technical committees on metrology and standardization are permanently located in SIMT.
★ Personnel
SIMT has 592 professional and technical personnel and managers of various types, including a number of doctoral and master's degree holders, who have been working in SIMT for many years. Among them, there are a number of professional engineers and technicians with doctoral and master's degrees, as well as leaders of disciplines.The structure ratio of SIMT's professional and managerial personnel is as follows:

The profound accumulation of decades of heritage is continuously creating a new generation of professionals in SIMT. The professional and technical personnel publish hundreds of academic papers in domestic professional journals every year, and a new generation of discipline leaders keeps emerging, and there are dozens of experts in SIMT who participate in the work of domestic related academic organizations or professional and technical committees.
★ Scientific research
SIMT has long been committed to measuring technology, testing technology, analytical testing technology and methods, technical specifications and methods, and applied technology and other aspects of scientific research. On average, SIMT undertakes and carries out about 50 scientific research projects every year. Since the 1980s, SIMT has completed more than 1,000 scientific research results, among which, it has won 3 National Science and Technology Progress Awards, and more than 50 Science and Technology Progress Awards of State Ministries and Shanghai Municipality, and many research results have filled the gaps in the country and reached the international advanced level in the same period.
SIMT has always insisted on the close integration of science and technology with economic construction, and actively participated in the scientific and technological research in many important national and local construction projects. The first watch independently produced in China, the localization of silicon materials for large-scale integrated circuits, and the localization of Volkswagen Santana cars all have SIMT's participation. SIMT has made outstanding contributions in the construction of major projects and modern facilities such as Nanpu Bridge, Jinmao Tower, Shanghai International Shipping Center, Shanghai Stock Exchange and Pudong International Airport.
In order to improve China's metrological verification and testing technology level, SIMT has also made continuous achievements in the development and establishment of metrological base standards. Some of the metrological bases and metrological standard devices developed and established have reached the advanced level of similar devices in China or the international arena.SIMT has been committed to the research and development of standard substances for a long time, and more than 200 national-level and second-level standard substances have been developed and approved by the state for distribution to the society.
★ Resources and equipment
SIMT, as an important platform for providing technical support for government administration and public **** services to the society, has a complete range of resources and equipment, and some laboratories and large precision instruments have joined the platform of Shanghai R&D public **** platform, which can provide a wealth of instrumental resources and services to all sectors of the society.
Over the years, under the support of the state and Shanghai Municipal Government, SIMT has introduced a large number of instruments and equipments with international advanced level in the same period. The first electron microscope and the first mass spectrometer in China were introduced by SIMT. At present, SIMT has more than 100 sets of various types of advanced large and medium-sized physical and chemical analytical instruments; an international first-class acoustic metrology laboratory and supporting instruments and equipment; an advanced electromagnetic compatibility (EMC) laboratory; the only 50-meter-long laboratory in China for the calibration of optical measuring instruments; the most advanced super-large non-guideway coordinate measuring system in the world; and the international advanced fully automatic precision gear measuring equipment. precision gear measuring equipment, etc.

★ Measurement and Testing Services and Consulting
SIMT as the state set up by law, the public welfare of the measurement and testing institutions, and actively committed to improving the service capacity and quality of service, access to a large number of domestic and foreign customers trust. At present, SIMT only in Shanghai has reached more than 20,000 customers. For the convenience of customers, in Shanghai Pudong and Puxi and other places were set up customer service centers and instrument testing acceptance center, and in Shenzhen, Guangdong, Kunshan, Jiangsu and other areas with service outlets, and strive to provide customers with a full range of one-door convenient service, but also for customers to provide online testing and calibration, instrument maintenance and other services.
