4. Regarding the disclosure of procurement intentions

5. Basis and time for disclosure of procurement intentions
Procurement intentions shall be disclosed by the budget unit on a regular or irregular basis. Procurement intentions disclosed before the department budget is approved shall be based on the "Second Upper Level" content of the department budget; procurement intentions disclosed after the department budget is approved shall be based on the department budget. Procurement intentions for new procurement projects during budget execution should be disclosed in a timely manner. Procurement intentions should be disclosed as early as possible, and in principle, they should be disclosed no later than 30 days before the start of the procurement activity. For procurement projects that are urgently needed due to unforeseen reasons by the budget unit, the procurement intention may not be disclosed.
