When it comes to the primary symbol of an internationalized and modern metropolis, the term CBD comes to mind for many people. The decision pointed out that in order to adapt to the further development and opening up of the Binhai New Area and to undertake the development of high-end modern service industry, and as an important initiative of the Development Area to build China's new economic platform, the 9th Director's Office Meeting of the Management Committee of the TEDA decided to start the development and construction of the "Development Area Modern Service Industrial Zone" (abbreviated to as MSD) after the study by the Director's Office Meeting of the Management Committee of the TEDA in 2008. (MSD). The decision formally used the concept of MSD, i.e., the construction of the "Development Zone Modern Service Industrial Zone", and also delineated the scope of construction of the MSD.
