Article 2 These Measures apply to medical institutions and personnel engaged in pre-hospital medical emergency work.

Article XIV of the first aid center (station) communication system should have the system integration, ambulance positioning and tracking, call number and location display, computer-aided command, mobile data transmission, wireless trunking voice communication and other functions.

Article XV of the local health planning and administrative departments at or above the county level shall strengthen the pre-hospital medical emergency professional training, and regularly organize first aid centers (stations) and emergency network hospitals to carry out drills, promote new knowledge and advanced technology, improve pre-hospital medical emergency and emergency medical rescue capacity and level of emergencies.

Article XVI of the local health and family planning administrative departments at or above the county level shall, in accordance with the relevant provisions, according to the number of people in the administrative area, the geographical scope, economic conditions and other factors, to strengthen the first aid center (station) of the emergency reserve. Article 20 The relevant paramedical rescue work that medical ambulancemen can be engaged in includes:

(1) on-site preliminary treatment of common emergencies;

(2) ventilation, hemostasis, bandaging, bone fracture fixation and other preliminary treatment of patients;

(3) carrying and escorting patients;

(4) on-site cardiopulmonary resuscitation;

(v) Instructing the public in self-rescue and mutual aid at the scene.

Article 21 of the first aid center (station) shall be equipped with special personnel 24 hours a day to accept "120" pre-hospital medical emergency call. "120" pre-hospital medical emergency call acceptance of personnel should be qualified by the municipal first aid center training.

Article 22 The first aid center (station) shall receive "120" pre-hospital medical emergency call, according to the pre-hospital medical emergency needs to send or from the emergency network hospitals to send ambulances and pre-hospital medical emergency professionals. Article 24 The first-aid centers (stations) and first-aid network hospitals shall do a good job of "120" pre-hospital medical emergency call acceptance, command and control records and custody, and in accordance with the relevant provisions of the management of medical records, do a good job of on-site rescue, guardianship and transportation, on the way to the hospital and hospital acceptance of such records and custody.

Article 25 The emergency centers (stations) and emergency network hospitals in accordance with the relevant provisions of the state pre-hospital medical emergency service fees, shall not be due to the cost of refusing or delaying pre-hospital medical emergency services.

Article 26 The first-aid centers (stations) shall do a good job in accordance with the relevant provisions of the emergency medical emergency rescue and information reporting.

Article 27 The first-aid centers (stations) and first-aid network hospitals shall not use ambulances for non-pre-hospital medical emergency services.

Except for the first-aid centers (stations) and first-aid network hospitals, any unit or individual shall not use ambulances for pre-hospital medical emergency work.

Article 28 The first-aid centers (stations) shall, in accordance with the relevant provisions of the management of emergency reserve materials and other related work.

Article 29 The first aid center (station) and emergency network hospitals shall provide the public with first aid knowledge and skills of popular science publicity and training, improve public awareness and ability to first aid. Article 30 The local health planning and administrative departments above the county level shall strengthen the supervision and management of pre-hospital medical emergency work.

Article 31 The local health planning and administrative departments above the county level shall strengthen the first aid center (station) and first aid network hospitals set up management, inspection and guidance on their practice.

Article 32 The local health and family planning administrative departments at or above the county level found that the jurisdiction of any unit and its internal institutions, individuals unauthorized use of the name of the emergency center (station) or ambulance to carry out pre-hospital medical emergency work, shall be dealt with seriously in accordance with the rules and regulations of the law, and to the public security organs at the same level to inform the situation.

Article 33 The higher-level health and family planning administration shall strengthen the supervision and inspection of lower-level health and family planning administration, and found that the lower-level health and family planning administration fails to fulfill its duties, it shall order it to rectify or directly be corrected.

Article 34 The first aid centers (stations) and emergency network hospitals shall manage, train and assess the business level, work performance and professional ethics of the practitioners of this institution, and give appropriate recognition, rewards, treatment and so on in accordance with the rules and regulations. Article 35 Any unit or individual without the approval of the administrative department of health planning without authorization to carry out pre-hospital medical emergency services, by the county level and above the local health planning administrative department in accordance with the "Regulations on the Management of Medical Institutions" and other relevant provisions shall be dealt with.

Article 36 The first aid centers (stations) and emergency network hospitals use non-health professional and technical personnel to engage in pre-hospital medical emergency services, by the local health and family planning administrative departments at or above the county level in accordance with the "Practicing Physicians Law", "Regulations on the Administration of Medical Institutions" and "Nurses Regulations" and other relevant laws and regulations shall be dealt with.

Article 37 If a medical institution has one of the following circumstances, the local health planning administrative department at or above the county level shall order correction, notify and criticize, and give a warning; for the directly responsible supervisory personnel and other personnel directly responsible, depending on the severity of the case, shall be given a warning, demerit, reduction of post level, dismissal, expulsion and other sanctions according to law:

(1) unauthorized use of the "120" pre-hospital medical emergency call number or other pre-hospital medical emergency call number with the nature of the number;

(2) unauthorized use of ambulances to carry out pre-hospital medical emergency services;

(3) emergency centers (stations) due to the command of scheduling or the cost of factors such as refusing, shirking or delayed Pre-hospital medical emergency services;

(4) violation of other provisions of these measures.
