Taifeng Communication Laboratory is a comprehensive laboratory specialized in communication product quality inspection, safety inspection, communication instrument calibration and testing technology research authorized by the Ministry of Information Industry and accredited by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China and China Laboratory National Accreditation Board. Taifeng Communications Laboratory was established on the basis of National Telephone Exchange Quality Supervision and Inspection Center, Telephone Quality Supervision and Inspection Center of the Ministry of Information Industry, and Shanghai Communications Metrology Station of the Ministry of Information Industry. Established in 1988, National Telephone Exchange Quality Supervision and Inspection Center has been undertaking the acceptance test of imported exchanges when they are used in China's public network for the first time, and the identification test of various types of switching equipments as well as the test of entering into the network, while Telephone Quality Supervision and Inspection Center of the Ministry of Information Industry (MII) established in 1997 undertakes the quality supervision and sampling inspection of telecommunication terminal equipments and quality inspection of telecommunication terminal equipments for the application of entering into the network as designated by the MII. The Quality Supervision and Inspection Center of Telephones of the Ministry of Information Industry (MII) was established in 1997, which is responsible for the quality supervision and sampling inspection of telecommunication terminal equipment designated by MII and the quality inspection of telecommunication terminal equipment applying for network access. Shanghai Telecommunication Measurement Station of the Ministry of Information Industry was established in 1986, which is a secondary measurement station specialized in testing telecommunication and general instrumentation by the State Bureau of Technical Supervision. The Shanghai Office of the Qualification Management Center for Mobile Fixed Telephone Maintenance of the Ministry of Information Industry and the Shanghai Office of the Complaint Center for Mobile Fixed Telephone Product Quality of the Ministry of Information Industry are also located in this laboratory.
The Taifeng Communications Laboratory consists of a comprehensive business office, a switching equipment testing room, a terminal equipment testing room, a calibration laboratory, an electromagnetic compatibility (EMC) testing room and an environmental testing room. The laboratory has a team of experts who have been engaged in testing technology research for a long time and a group of engineers and technicians with rich experience in inspection/calibration. There are 31 employees in the laboratory, including 1 professor-level senior engineer, 6 people with senior titles, 12 people with intermediate titles and 12 people with junior titles.
The National Telephone Exchange Quality Supervision and Inspection Center was established in 1988, and was authorized as the National Telephone Exchange Quality Supervision and Inspection Center in March 1993 through the examination and approval of the State Bureau of Technical Supervision and metrological authentication, and was authorized as the Shanghai Municipal Exchange Quality Supervision and Inspection Station in May 1993 with the approval of Shanghai Municipal Bureau of Technical Supervision.
In order to adapt to the environment of joining the WTO and to be in line with the international standards as early as possible, the Switching Equipment Inspection Laboratory of the First Institute of Telecommunication Science and Technology was established in April 1998 (affiliated to the First Institute of Telecommunication Science and Technology), with the same institutional setup and members of the leadership as that of the National Quality Supervision and Inspection Center for Telephone Exchanges and the Laboratory of the China Laboratory Accreditation Council was passed in May 1999 At the same time, the "Center" also passed the State Bureau of Technical Supervision institutional review and accreditation and metrological certification review.

There are cesium atomic frequency standard device, high-frequency voltage standard device, high-frequency impedance standard device, level calibration device, attenuation standard device, modulation system calibration device, microwave power calibration device, BER calibration device, oscilloscope calibration device, and other analog and digital measurement standards. Responsible for the Ministry of Information Industry in East China and the communications system under the unit for the transfer of quantitative values and instrumentation measurement and testing work.
