People's governments at all levels shall give full play to the public **** video system in maintaining public **** security, dealing with emergencies, disaster prevention and mitigation, and services to social management and other aspects of the role of the public **** services for the public to provide lawful, effective and convenient public ****. Article IV public **** video system should follow the unified planning, hierarchical construction, local management, resources **** enjoy the principle of building public **** security prevention and control system, basic public **** services and management systems compatible. Article 5 The public security organs of the people's governments at or above the county level is responsible for the administrative region of the public **** video system of unified management.
The people's governments at or above the county level development and reform, economic and information technology, finance, science and technology, housing and urban and rural construction, transportation, quality and technical supervision and other competent departments in their respective areas of responsibility to do a good job in the public **** video system related work.
Electricity, communications, finance and other units should assist in doing a good job of public **** video system. Article 6 the people's government at or above the county level shall, according to the administrative region of the public **** security, public **** services and management needs, the preparation of public **** video system construction planning, and in accordance with the planning and implementation of the organization.
Public **** video system planning, construction should make full use of existing video information resources, to avoid duplication of construction. (d) kindergartens, schools and scientific research, medical institutions, museums, archives and key cultural relics protection units;
(e) large-scale trade, logistics, material reserve centers, large plazas, parking lots, parks, tourist attractions, culture and entertainment, sports and fitness, catering, Internet cafes and other venues;
(f) the research and development, production, sales, storage of dangerous goods or experiments, preservation of Infectious strains and poisonous species of units;
(7) the national defense science and technology industry, the development and production of important products unit;
(8) the entrance and exit of the residential area, the main corridor and the main utility areas;
(9) prone to or frequent occurrence of criminal and public security cases in the area;
(10) laws and regulations provide for other places and areas. Article 8 The following places and areas involving personal privacy are prohibited from constructing and installing public **** video systems:
(1) in the guest rooms of the hotel industry;
(2) in the rooms of group dormitories and apartments;
(3) in breastfeeding rooms, public **** bathrooms, dressing rooms, dressing rooms and toilets;
(4) in financial, insurance and securities institutions that may disclose Areas of customers' personal information;
(v) Election boxes, reporting boxes, voting points and other nearby areas where the expression of will or behavior of individuals may be observed;
(vi) Other places and areas involving personal privacy or involving the legitimate rights and interests of citizens, legal persons and other organizations. Article IX public **** video system construction, installation shall comply with relevant national and provincial regulations, in line with industry specifications, to ensure its safety, applicability and effective operation.

Constructed public **** video system no longer belongs to the provisions of Article 7 of the construction, installation of the scope of its construction unit can be removed, but should be reported to the public security organs of the people's governments at or above the county level for the record within 30 days before removal. Article XII of the public **** video system is a government investment in the construction of its operation and maintenance by the management and use of the unit is responsible for; the government is leased, its operation and maintenance by the construction unit is responsible for.
