This standard specifies the technical requirements for the extraction, preservation and delivery of human blood for examination in road traffic law enforcement activities. This standard applies to road traffic law enforcement activities suspected of drinking, drunkenness, blood collection, suspected of smoking, injecting drugs or taking state control of other psychotropic, narcotic drugs, blood collection can be referred to. The public security organs to handle other cases need to collect blood can also refer to the implementation.

2 Blood Collection

2.1 Extraction of Live Blood

2.1.1 The extraction of live blood samples should be carried out in medical institutions, and if there are no conditions for the extraction of blood samples in medical institutions, the blood samples can be extracted in the field.

2.1.2 The extraction of live blood samples should be carried out by medical personnel, forensic doctors or other professionals with appropriate qualifications and abilities.

2.1.3 When extracting live blood samples, it is appropriate to use special disposable blood collection equipment, see Appendix A.

2.1.4 When extracting blood samples, it is appropriate to use alcohol-free povidone-iodine skin disinfectant, 0.1% benzalkonium chloride, 0.1% benzalkonium bromide, 1.0% chlorhexidine acetate, hydrogen peroxide (20%) and ethanol-free iodine solution. solution, disinfectants containing alcohols or other volatile organic compounds should not be used.

2.1.5 Blood sample extraction containers should be dry, stoppered test tubes with anticoagulant within the expiration date.

2.1.6 Blood samples should be extracted from peripheral veins of the upper extremities. The blood sample should be divided into tube A and tube B, one tube for testing and one tube for review, and the volume of blood collected in each tube should be not less than 2 mL. Blood samples extracted into the plugged dry test tube should be gently shaken, and the anticoagulant should be fully contacted, and then loaded into the sealed bag of evidence on the spot and sealed.

2.2 cadaver blood extraction

2.2.1 cadaver blood sample extraction should be carried out by the forensic pathologist or other professionals with the appropriate qualifications and capabilities.

2.2.2 When extracting blood samples from corpses, blood collection equipment should be kept clean; containers for blood samples should be clean and dry, with good sealing.

2.2.3 When extracting blood samples from cadavers, the sampling site should be cleaned from the skin, avoiding the use of disinfectants containing alcohols or other volatile organic compounds.

2.2.4 Blood samples should be extracted from the femoral venous blood, when the femoral venous blood can not be extracted or the amount of extraction is insufficient, the blood in the intact heart cavity can be used. When anatomical extraction is required, the sampling site and extraction method can be found in Appendix B.

2.2.5 The extracted blood samples should be divided into tube A and tube B, one of which is used for testing and the other is used for review and backup, and the volume of blood collected in each tube should be not less than 2mL. The extracted blood samples should be packed into the sealed bag of the evidence on the spot, and sealed and stored. If the amount of blood can not meet the demand for testing, the blood collection personnel should make a written statement.

2.3 Preservation of blood samples

Extracted blood samples should be placed in the refrigerator freezer storage, the freezer temperature should be maintained at a low temperature between 2 ℃ ~ 8 ℃. After the completion of the test, review samples should be placed in a low-temperature refrigerator frozen storage, freezing temperature should be maintained at -10 ℃ ~ -18 ℃, the preservation period of not less than 3 months. Test samples and review samples of the remaining samples by consensus, can be preserved by the testing organization or the case unit with sample preservation conditions.

2.4 Delivery of blood samples

The process of delivering blood samples for testing should be kept at a low temperature.
