Investigation report on geological exploration industry in Beijing

According to the requirements of the Notice of the Ministry of Land and Resources on Strengthening the Management of Geological Exploration Industry (No.288 [2006] of the Ministry of Land and Resources) and the Notice on Carrying out the Investigation of Geological Exploration Industry (No.25 [2007] of the Ministry of Land and Resources), our bureau earnestly carried out its work and submitted the annual work plan to the Ministry at the end of June 2007. On March 6, 2007, Document No.25 was forwarded to Beijing 5 1 local and other qualified geological prospecting units (excluding color, coal, building materials, metallurgy and petrochemical). The survey materials were collected at the end of March. After statistics, summary, arrangement and analysis, the basic situation, reform and development, implementation of relevant preferential policies, existing problems and suggestions of Beijing geological prospecting industry are reported as follows.

I. Basic information of the industry

By the end of 2006, Beijing * * * had awarded 85 geological exploration qualifications, and after unified inspection, there were 269 businesses, of which * * * awarded 17 geological exploration unit qualifications in 2006. The qualifications of 85 units are as follows:

There are 42 units with more than one Grade A qualification, accounting for 49.4%; There are 23 units with more than one Grade B qualification, accounting for 27%; Twenty units have obtained more than one Grade C qualification, accounting for 23.6%. Of the 269 transactions, 8 1 is Grade A, accounting for 30.1%; Grade B 12 1, accounting for 45%; 67 items are Grade C, accounting for 24.9%.

The main targets of this survey are 5 1 geological prospecting units managed by Beijing and other qualified units registered in Beijing (excluding geological prospecting units and scientific research institutes of central ministries and commissions such as color, coal, building materials, metallurgy and petrochemical), including state-owned geological prospecting units 19 and other geological prospecting units 32. (1) personnel of geological prospecting units

In 2005, the respondents were 4 1. Among them, there are 8 state-owned geological prospecting units/kloc-0, with a total of 4,957 employees, 23 professional technicians12, 695 senior technicians and 877 intermediate technicians. Workers' remuneration/kloc-0.0073 million yuan, and 2337 retirees. Retirement fee is 4 1.46 million yuan. There are 23 other geological exploration units, with 2379 employees and 990 professional and technical personnel. Among them, there are 455 senior technicians and 485 intermediate technicians, and the workers' remuneration is 52.43 million yuan.

In 2006, the respondents were 5 1. Among them, there are 9 state-owned geological prospecting units/kloc-0, with a total of 5,232 employees, 2,599 professional technicians, 802 senior technicians and 993 intermediate technicians, and the salary of employees1273,000 yuan; 2,599 retirees, with a retirement fee of 47.7 million yuan; There are 32 other geological prospecting units, with 276 employees1person, 65,438 professional technicians+0 154 senior technicians, 569 intermediate technicians, and 596 workers' remuneration of 64.46 million yuan.

(two) the basic economic situation of geological prospecting units

In 2005, there were 465,438+0 respondents. Among them, there are 0/8 state-owned geological prospecting units, with total assets of 2164120,000 yuan, productive fixed assets of 505.96 million yuan, special instruments and equipment for geological exploration of 0/626100,000 yuan, and total liabilities of 887.98 million yuan. Owner's equity1245.94 million yuan, total assets of other 23 geological prospecting units1675.72 million yuan, productive fixed assets of 461820 million yuan, special instruments and equipment for geological exploration18071056.24 million yuan, total liabilities/kloc.

In 2006, there were 5 1 interviewees. Among them, there are 0/9 state-owned geological prospecting units, with total assets of 2,722.47 million yuan, productive fixed assets of 560,265.438+million yuan, special instruments and equipment for geological exploration of 65,438+943.5 million yuan, total liabilities of 0/280,654.38+0.3 million yuan and owners' equity of 0/kloc. Total assets are 278,654.38+0.46 million yuan, productive fixed assets are 793.43 million yuan, special instruments and equipment for geological exploration are 236.07 million yuan, total liabilities are/kloc-0.9956 million yuan, owners' equity is 857.39 million yuan, and savings and benefits are/kloc-0.6709 million yuan.

(three) the income and expenditure of the unit

In 2005, among the 4 1 survey objects, the total income of 18 state-owned geological prospecting units was10/086000 yuan. Among them, the income of geological prospecting industry is 99.83 million yuan, the income of mining right transfer is 6.5438+00/kloc-0.56 million yuan, the income of engineering investigation is 282.98 million yuan, and the income of other industries is 447.97 million yuan. The total expenditure is 769.46 million yuan, and the geological exploration expenditure is 186 10000 yuan. The total income of the other 23 geological prospecting units is 6.5438+0.65438+0.7606 million yuan, including 50.23 million yuan for geological exploration, 268.65438+0.000 yuan for exploration services (6.5438+0.29 million yuan for foreign affairs), 6.5438+0.4679 million yuan for engineering exploration and 92300 yuan for other industries. The total expenditure is 924,654.38 million yuan, including geological exploration expenditure107,000 yuan.

In 2006, among the 5 1 respondents, the total income of 19 state-owned geological prospecting units was 1, 336,654,380+0.6 million yuan. Among them, the income of geological exploration industry103190,000 yuan, the income of mining right transfer148.79 million yuan, the income of engineering exploration 406.32 million yuan, and the income of other industries 545.53 million yuan. The total expenditure is1118160,000 yuan, and the geological exploration expenditure is 32.34 million yuan. The total income of other 32 geological prospecting units is 6.5438+0.80308 million yuan, of which: geological prospecting income is 88.38 million yuan, exploration labor income is 84.49 million yuan (foreign-related 7.06 million yuan), engineering exploration income is 254.2 million yuan, and other industries income is 6.5438+0.42723 million yuan. Total expenditure147.742 million yuan, including geological exploration expenditure of 6,065.438+million yuan.

Two. Implementation of various preferential policies of state-owned geological prospecting units

1999 according to the circular of the general office of the State Council on printing and distributing the reform plan for the management system of geological exploration teams, in 2000, the Beijing Bureau of Geology and Mineral Resources implemented localized management, and the central unit in Beijing was placed under Beijing management, and the geological exploration units under the Bureau of Geology and Mineral Resources were also placed under Beijing management. In addition, Shougang Geological Exploration Institute was also placed under the local management of Beijing. In 20001year, the Notice of General Office of the State Council on Forwarding the Implementation Plan of Management System Reform of Geological Exploration Units under the State Economic and Trade Commission and the Notice of General Office of the State Council on Deepening the Reform of Geological Exploration Team in 2003 pointed out the direction for the reform of geological exploration team, provided policy basis for geological exploration work, provided impetus for the reform and development of geological exploration units, and made the geological exploration industry flourish. At the same time, they also found a large number of mineral resources for the country and provided a reliable basis for the sustained and stable development of national economic construction. In recent years, relying on national policies and combining with the needs of national public welfare undertakings, basic geological work and market work, geological prospecting units have greatly improved their ranks and economic development, and their employees' income has steadily increased.

In 2005, 18 state-owned geological prospecting units * * * received geological exploration fees from the central and local governments, and the compensation fees for land resources investigation and mineral resources from the central and local governments totaled 99.83 million yuan, which increased to103190,000 yuan in 2006, an increase of 3.36 million yuan.

(two) the price of mining rights into state capital

In recent years, there are few solid mineral exploration rights in Beijing, which are basically mineral resources compensation projects, with a year 1 to 2. Others are mainly geothermal resources exploration, which is invested by social funds, and state-owned geological prospecting units have no exploration rights. Therefore, there is no problem of transferring the price of mining rights to state-owned assets.

(3) Financial discount policy and preferential tax policy for lending.

There are basically no preferential policies.

Pension protection policy

Because some geological prospecting units in Beijing have been commercialized, they have participated in the overall planning of social pension in Beijing and implemented according to the Beijing pension insurance policy. However, the geological prospecting units affiliated to Beijing Geological Exploration Bureau failed to participate in Beijing's old-age insurance and achieve social co-ordination because they were not restructured into enterprises. They still implement the retirement policy of public institutions and enjoy the treatment of retirees from public institutions.

(five) basic medical insurance, unemployment, work injury and maternity insurance policies.

The medical problems of geological prospecting units under Beijing Geological Exploration Bureau are basically free medical care, and unemployment, work injury and maternity insurance can basically be guaranteed. Geological prospecting units of other enterprises have participated in basic medical insurance, unemployment insurance and industrial injury insurance, and all policies have been basically implemented.

(6) increase wages

The salary increase of Beijing Geological Exploration Bureau and its subordinate geological exploration units shall be implemented in accordance with the policies of Beijing public institutions, including the salaries of retirees, and shall be uniformly implemented in accordance with Beijing policies.

Three, the reform and development of state-owned geological prospecting units

By the end of 2006, there were 85 qualified geological prospecting units in industries and economic types such as geology and mineral resources, nonferrous metals, metallurgy, building materials, coal, oil and gas, scientific research, universities and foreign capital in Beijing, among which 42 were state-owned geological prospecting units (excluding state-owned holding units), most of them worked outside Beijing, and some of them worked abroad. With the strong support of national policies, the geological prospecting team has been growing and the strength of geological prospecting units has been increasing. The assets of 5/kloc-0 geological prospecting units surveyed reached more than 5.5 billion yuan in 2006, with 8,000 employees. In particular, some newly established geological prospecting units have abundant funds, and many units have registered capital of more than 50 million yuan. Zhongdi Overseas Construction Engineering Co., Ltd. was established at the end of 2002. At the beginning of 2005, it obtained the Grade A qualification of exploration engineering construction, and has more than 60 middle and senior technicians with a registered capital of 2 1 10,000 yuan. Since its establishment, the company has mainly carried out exploration engineering construction and energy development in Africa and Asia, especially in Nigeria, and has become the second largest foreign company in Nigeria with more than 2,000 employees. By the end of 2006, the total number of employees exceeded 300 and the total assets exceeded 2 billion yuan. China Geo-University (Beijing) obtained the qualification of geological prospecting in 2005, gave full play to its advantages, broke through the main battlefield of national prospecting, and showed its talents in theory and practice. By the end of 2006, there were more than 800 technicians engaged in geological exploration, with total assets exceeding 654.38+0.4 billion yuan and annual income of 450 million yuan, which not only trained a large number of talents for the country, but also made great contributions to national geological prospecting and scientific research.

In the process of reform and development of geological prospecting industry, we should adhere to the guidance of Deng Xiaoping Theory and Theory of Three Represents, guide all work with Scientific Outlook on Development, thoroughly implement the spirit of the State Council's decision on strengthening geological work, focus on Beijing's urban geological work, enhance the accuracy and depth of basic and public welfare geological work, serve the economic and social development of the capital, vigorously explore the commercial geological market, encourage scientific and technological innovation, and practice "internal strength" to continuously improve market competitiveness.

The State Council's "Decision on Strengthening Geological Work" specifically proposes to speed up the development of geological talents, which provides a good policy guarantee for the development of geological talents. According to their own reality, each unit put forward the strategic development plan of talents in the 11th Five-Year Plan, taking major geological exploration and major scientific and technological projects as an opportunity, and taking relevant talent policies as a guarantee to cultivate and introduce all kinds of management and technical talents.

Four. Problems and suggestions

(1) ask questions

(1) There are many registered geological prospecting units in Beijing, but there is little geological prospecting work in Beijing. Most of the units registered in Beijing are powerful, including ministries, research institutes and universities. However, due to the high degree of geological work in Beijing in the past, in order to adapt to the adjustment of Beijing's industrial structure, the municipal party Committee and municipal government decided to strengthen environmental governance and have rectified and closed a considerable number of solid mining enterprises. Therefore, the geological work in Beijing has decreased, and the geological prospecting units registered in Beijing mainly work in other places or overseas. The units working in Beijing are mainly subordinate units of Beijing Geological Exploration Bureau, mainly focusing on Beijing urban geology and environmental geology, serving Beijing's urban construction and new rural construction, and improving Beijing's urban environment and ecological environment.

(2) Institutional problems. The reform of the classification system of public institutions in China has been carried out in an all-round way, and the direction of separating public welfare geological work from commercial geological work is basically clear. In order to further promote the system reform of geological prospecting units and thoroughly implement the "Decision of the State Council on Strengthening Geological Work", the two teams of "building solid and strengthening" need the support of relevant supporting policies.

(3) Shortage of professional and technical personnel. Due to the depression of geological work in the 1990s, few graduates were trained in geological colleges, and some old comrades retired due to brain drain. Although some graduates have been admitted in these years, it still takes a process to shoulder heavy responsibilities and be independent.

(2) Proposal

(1) Strengthen the education and training of professional and technical personnel, improve the overall professional and technical level of professional and technical personnel, and solve the shortage of professional and technical personnel as soon as possible.

(2) Further formulate and improve relevant policies and accelerate the system reform.

(3) According to the current development and management status of geological exploration industry, regulations on geological exploration qualification management suitable for China's actual situation should be promulgated as soon as possible, so as to achieve administration according to law.
