The import license of second-hand machinery, that is, automatic import license and O certificate, must be handled as long as the machinery has this regulatory condition in the customs, whether it is new or old. In order to monitor and analyze the import situation of mechanical and electrical products, automatic import license management is implemented for some mechanical and electrical products that are not subject to import prohibition and import restriction management. When importing mechanical and electrical products subject to automatic import license management, the importer shall apply for automatic import license to the Ministry of Foreign Trade and Economic Cooperation or the mechanical and electrical office of the local foreign trade department before going through the customs declaration formalities, and go through the customs clearance formalities with the automatic import license.
Operation flow of second-hand machinery import
1 & gt； First of all, we must determine the customs code (commodity code) of imported equipment, because only by obtaining the accurate customs code can we determine the supervision conditions of imported equipment, that is, whether the automatic import license is approved by the Ministry of Commerce or the provincial or local Ministry of Commerce. Note: It is best for the customer (buyer or supplier) to provide the customs code, because as an import and export agent, we are familiar with the customs declaration technology, but we don't know much about the product itself, so we are at the product customs.
2> The next thing to do is to prepare materials and start the commodity inspection and filing of imported second-hand equipment. This action should be handled at the inspection and quarantine bureau at the import and export port, because a lot of materials are needed (packing list, ticket issuance, trade contract, filing application, equipment pictures, Chinese functional instructions, etc.). ), so it takes 15 working days from the document review to the issuance of the filing certificate.
3> Because it takes at least 20 days for the goods to be transported from the United States to China port, Hong Kong's intermediate inspection (pre-shipment inspection and quarantine of used mechanical and electrical products) can make a forecast first, so the above-mentioned time for commodity inspection filing is just the same as that for export shipping in the United States, so the export shipment in the United States is actually carried out at the same time as that for commodity inspection filing and intermediate inspection forecast in China, so the time connection is relatively tight and will not waste too much time. As soon as the cabinets arrive in Hong Kong, they will be sent to the freight yard of Hong Kong China Inspection Company, and the company personnel will arrange them on the spot.
4> After the goods arrive at the Hong Kong terminal, they will be exchanged according to the terminal, which will be provided by China Inspection Company and actually inspected. The China inspection here will not be too strict. As long as the goods are not rubbish, they can pass the customs smoothly and get the China inspection certificate. However, it should also be noted that the nameplate and safety label of the goods should be clear and accurate. It takes 2-3 days here.
5> After the intermediate inspection is completed, the goods will be temporarily stored in our Hong Kong warehouse, and then it will take 20 working days to apply for automatic import license (approval) from the national or provincial Ministry of Commerce.
6> After obtaining the license, you will book the warehouse and lease the cabinets from the shipping company. It takes 3-4 days to arrange barges in Hong Kong Port-inland port. For the old equipment, it is recommended to barge to the small inland port, because the small port is relatively flexible, relatively close, easy to control in an emergency, highlighting the local advantages and the strength of import and export agents.
7> After the goods arrive at the inland river wharf, they shall submit inspection data to the port commodity inspection bureau, and the personnel of the commodity inspection bureau will send people to the wharf to unpack and inspect the goods. Note: this is the most prone to problems in all links, because inspection is human inspection, not machine inspection, so any small problem can be an excuse for commodity inspection personnel. Obviously, it takes 3-4 working days to get the OK customs clearance form.
8> After getting the customs clearance form, you can make the customs declaration form and carry out the customs declaration action. You can check the form and price from the customs. If there is no accident, it will take 4 working days to declare the customs, and then you can open the tax bill, pay the tax and release it.
