Chapter 1 General Provisions Article 1 In order to strengthen the management of combined sewage treatment facilities in this city, ensure the integrity and normal operation of combined sewage treatment facilities, and protect the health and personal safety of citizens and managers, in accordance with relevant national regulations The regulations stipulate that these measures are formulated based on the specific conditions of this city. Article 2 The combined sewage treatment facilities referred to in these Measures refer to:

(1) The interception main pipe of the combined sewage (including inspection wells, high-level wells, ventilation wells, pressure wells, and reserved gate wells);

(2) Midway pumping stations, outlet pumping stations, pretreatment plants, emergency discharge pipes, Yangtze River discharge pipes, riser nozzles of combined sewage, and 100 meters on each side of the center line of the Yangtze River extension pipe Protective embankment.

(3) Combined sewage interception pumping stations, interception wells and interception drainage systems, interception branch line nozzles, gate wells, and special detection wells;

(4) Combined sewage treatment facilities control system channel. Article 3 Any unit or individual that discharges sewage and wastewater into combined sewage treatment facilities or engages in related activities must comply with these Measures. Article 4 The Shanghai Municipal Engineering Administration (hereinafter referred to as the Municipal Municipal Bureau) is the department in charge of combined sewage treatment facilities in this city, and its subordinate Urban Drainage Management Office (hereinafter referred to as the Municipal Drainage Office) is specifically responsible for the management of combined sewage treatment facilities. . Article 5: The city’s planning, environmental protection, water conservancy, land, environmental sanitation, sanitation, waterway, port (navigation) supervision and other relevant departments should combine their respective responsibilities and cooperate with the Municipal Municipal Bureau to implement these measures. Article 6 Administrative law enforcement personnel must abide by laws, regulations and rules and enforce the law impartially. When administrative law enforcement officers perform official duties, they should wear signs, carry certificates, be loyal to their duties, and serve in a civilized manner. Article 7: Combined sewage treatment facilities shall be used for a fee with a license. Article 8: Combined sewage treatment facilities are protected by national law, and no unit or individual may damage, occupy or destroy them. Chapter 2 Facility Use Management Article 9 Any unit that discharges sewage and wastewater into combined sewage treatment facilities should set up a dedicated detection well with monitoring instruments, grilles and gates with a gap of no more than ten centimeters at the sewage and wastewater discharge outlet. If sewage and wastewater are directly discharged into combined sewage treatment facilities without pretreatment, the grille gap of the special detection well installed at the sewage and wastewater discharge outlet shall not be larger than 1.5 cm.

Special detection wells and special pipelines shall be maintained and repaired by the emission units themselves, and shall be ensured to be in good condition. Special detection wells are not allowed to be dismantled or abandoned without authorization. Article 10: In order to ensure the normal operation of combined sewage treatment facilities, under special circumstances, the Municipal Drainage Department may take measures to limit discharge time or discharge volume for discharge units. Discharge orders must comply with the schedule and no forced discharge is allowed.

If the Municipal Drainage Department takes measures to limit discharge time or discharge volume, it must notify the discharge unit in advance. Article 11 In order to protect the combined sewage treatment facilities, the following acts are prohibited:

(1) Vessels are prohibited from operating between the Yangtze River outlet protective embankment warning sign and the Merged No. 1 light pile, as well as between the center line of the Yangtze River extension pipe Stop sailing or anchor within a water area of ??100 meters on each side.

(2) Build a new wharf or engage in other activities that are detrimental to the extension pipe along the protective embankments of 100 meters on each side of the center line of the Yangtze River extension pipe and within the land area used for the combined sewage treatment facilities.

(3) Build or expand buildings, pile objects or engage in activities that damage the main interception pipe and sewage connecting pipes within ten meters of the outer edge of the combined sewage interception main pipe or within six meters of the outer edge of the sewage connecting pipe.

(4) Dumping garbage, feces, and easily clogged objects into inspection wells, water inlets, ventilation wells, and gate wells of combined sewage treatment facilities, or discharging easily settling solid matter, flammable and explosive substances, and harmful substances gas. Article 12 The management department of combined sewage treatment facilities shall set up warning signs or obvious signs at both ends of the main interception pipe crossing the river. Article 13: When the Municipal Drainage Department inspects, repairs and maintains combined sewage treatment facilities, relevant units and individuals shall cooperate. Article 14 All units and individuals carrying out construction operations on both sides of the center line of combined sewage pipes shall provide relevant plans to the Municipal Drainage Department in advance according to the following provisions, and construction can only be carried out after approval:

(1) When piling construction is carried out within 50 meters on each side of the center line of the combined sewage pipe, relevant plans for pile foundation design, piling process procedures and measures to control soil displacement during piling should be provided in advance.

(2) If a foundation pit project is implemented on both sides of a combined sewage pipeline, and the distance between the edge of the foundation pit and the center line of the pipeline is less than four times the excavation depth, a foundation pit design plan should be provided in advance.

(3) If a building is constructed or objects are piled within 20 meters on either side of the center line of the combined sewer pipe, so that the ground load is greater than or equal to two tons per square meter, an operation plan should be provided in advance. Article 15 If various types of construction operations require temporary discharge of sewage and wastewater into the combined sewage treatment facilities, the discharge unit shall be responsible for simple sedimentation; if the combined sewage pipeline is blocked or blocked due to the discharge of sediment, the discharge unit shall follow maintenance requirements. Responsible for clearing. Article 16 If the discharge unit causes an unexpected accident due to improper management of sewage and wastewater overflowing, which endangers the personal safety and health of the management personnel or damages the combined sewage treatment facilities, the discharge unit shall immediately take emergency measures; at the same time, it shall report to Report to the Municipal Drainage Department and accept investigation and handling. Chapter 3 Sewage Discharge Management Article 17 The Municipal Drainage Department shall perform the following duties:

(1) Accept and approve applications for sewage and wastewater discharge takeover from newly built, expanded and relocated units.

(2) Issue the "Shanghai Combined Sewage Treatment Facilities Use Certificate" (hereinafter referred to as the "Use Certificate").

(3) Inspect, monitor and control the discharge volume and quality of sewage and wastewater from discharge units.

(4) Investigate and handle emergencies.

(5) Punish units or individuals that violate these Measures.
