In this reform, while canceling the drug addition, a new medical service fee item was set up to compensate part of the operating costs of medical institutions and reflect the technical labor value of medical staff. Take a tertiary hospital as an example, the general outpatient medical service fee is 50 yuan, the deputy chief physician 60 yuan, the chief physician 80 yuan, the famous expert 100 yuan, the emergency medical service fee is 70 yuan, and the inpatient medical service fee is 100 yuan/bed day. Other items, such as nursing fees, acupuncture fees and other items whose service prices are obviously lower than the labor value, have also increased.

It is foreseeable that this new medical reform policy removes the direct conflict between doctors and patients, and the unreasonable phenomena such as "feeling a little and taking a pack of medicine" will gradually disappear. However, some experts believe that after all the three policies of the new medical reform are put in place, although the total medical expenses of patients have declined, the comprehensive decline will not be great.

The root cause of various medical problems in China lies in the relative lack and uneven distribution of medical resources.
