Liaoning Province Vector Organism Prevention and Control Management Measures (2020 Revision)

Article 1 In order to prevent and control the harm caused by vector organisms to human health, prevent the spread of diseases, improve the environment and improve the quality of life, in accordance with the "Patriotic Health Management Regulations of Liaoning Province" (hereinafter referred to as the "Regulations" ) and other relevant regulations, these measures are formulated based on the actual conditions of our province. Article 2 The term “vector organisms” as mentioned in these Measures refers to mosquitoes, flies, cockroaches and other sanitary pests and rodents that spread human diseases and threaten human health. Article 3 All units and individuals within the administrative region of our province must abide by these measures. Article 4 The prevention and control work of vector organisms should adhere to the principles of combining source prevention with drug elimination, government organizations and the participation of the whole society, mass governance and professional governance, and centralized governance and daily governance. Article 5 The provincial, city, and county (including county-level cities and districts, the same below) Patriotic Health Campaign Committee (hereinafter referred to as the Patriotic Health Campaign Committee) leads and coordinates the prevention and control of vector organisms in their respective administrative regions, and assigns the vector organism prevention and control office to Funding needs to be included in the work budget.

The department responsible for the daily work of the Patriotic Association at the same level (hereinafter referred to as the working department of the Patriotic Association) is responsible for the specific work of vector prevention and control. Other relevant departments shall carry out work related to the prevention and control of vector organisms in accordance with their respective responsibilities. Article 6: The density control standards for vector organisms shall be formulated, adjusted and announced by the Provincial Patriotic and Health Council.

Technical guidance on vector surveillance and prevention and control is the responsibility of disease prevention and control agencies. Disease prevention and control institutions should, in accordance with relevant technical specifications, conduct regular regional monitoring of vector organisms and report the monitoring results to the CPAF work department. Article 7 Hospitals, hotels, airports, ports, railway stations, long-distance bus stations and other places where people are concentrated, as well as food production and operation units, construction sites, farmers' markets, waste collection stations, garbage transfer stations, garbage disposal sites, grain depots, etc. Places that attract or breed vector organisms should establish and improve a vector prevention and control system, set up vector prevention and disinfecting facilities, and designate personnel to be responsible for the prevention and control of vector organisms. Article 8 The township (town) people's government, sub-district offices, and residents' (villages) committees shall organize units and residents (villagers) to carry out vector disinfecting activities in accordance with the arrangements of the Patriotic Health Association. Article 9: Units and residents (villages) must participate in vector-disinfecting activities organized uniformly in their area. The drugs and equipment required for disinfection activities are provided by the local anti-corruption association. The expenses incurred are borne by the people's governments at all levels, except for urban public areas (including residents' public corridors and courtyards) and villagers' residences and courtyards. Other areas are borne by the beneficiaries. The specific measures for responsibility shall be stipulated by the provincial finance department in conjunction with the provincial Patriotic Association work department. Article 10: Units and residents in urban areas shall take measures to control the density of vector organisms within the management scope of their units or in residences. If you are unable to control it, you can entrust a vector-disinfecting service unit to carry out the disinfecting.

The vector-disinfecting service unit shall sign a contract with the entrusting unit or individual. If the service quality fails to meet the contract requirements, the party shall bear the agreed responsibilities. Article 11 A vector-disinfecting service unit shall meet the following conditions:

(1) Have a fixed office space and warehouse;

(2) Have sound service quality, Safety management system;

(3) Personnel with pest control personnel qualifications;

(4) The disinfection drugs and equipment used meet the prescribed requirements. Article 12: Units that comply with the provisions of Article 11 of these Measures can only provide vector disinfecting services after being registered with the market supervision and administration department. Article 13 The production, operation and management of disinfectant drugs shall be implemented in accordance with the relevant provisions of the State Council's "Regulations on the Administration of Pesticides" and the "Regulations on the Safety Management of Hazardous Chemicals", and specific implementation measures will be stipulated separately. Article 14 Disinfection drugs sold and used must have quality certificates, and their packaging must comply with the requirements of laws, regulations, rules and national standards. The packaging must be accompanied by safety technical instructions that are consistent with the product, and the outer packaging must be Attach or hang a safety label consistent with the product in the package.

The safety technical instructions must state the following contents:

(1) Company name, address, production license number or approval number;

(2) Product name, registration certificate number and batch number;

(3) Content, weight, performance, toxicity and active ingredients;

(4) Purpose, usage and precautions;

(5) Production date and validity period, etc.

Article 15 The working departments of the Patriotic Health Association shall strengthen the supervision and management of the use of disinfectant drugs, and inspect the prevention and control of vector organisms by units and individuals.

The persons being inspected shall accept supervision and inspection. If the refusal or obstruction of supervision and inspection constitutes a public security management penalty, the public security organs shall handle it in accordance with the public security management penalty provisions; if it constitutes a crime, criminal responsibility shall be pursued in accordance with the law. Article 16 Any unit that commits any of the following acts shall be ordered by the CPSA working department to make corrections within a time limit, and may be fined in accordance with the following provisions: (1) The density of vector organisms exceeds the control standard, and Those who cause impact and harm to the environment and human health shall be fined not less than 100 yuan but not more than 3,000 yuan;

(2) Those who refuse to participate in unified vector disinfecting activities shall be fined not less than 500 yuan but not more than 1,000 yuan. Article 17 If a vector-disinfecting service unit no longer meets the conditions stipulated in these Measures, the CPSA work department shall order it to make corrections within a time limit. If it fails to make corrections within the time limit, it is recommended that the market supervision and management department handle it in accordance with the law.
