After research and decision by the Xingtai City Air Pollution Prevention and Control Leading Group Office, the Level II emergency response will be launched from 16:00 on November 24, 2021, and the lifting time will be notified later.
In accordance with the relevant requirements of the "Xingtai City Heavy Pollution Weather Emergency Plan", during the heavy pollution weather warning period, the county governments, development zones, Xingdong New District Management Committee and relevant municipal departments have implemented various emergency emission reduction measures measure. Emergency management departments at the city and county levels should do a good job in safe production of industrial enterprises during heavy pollution weather.
1. Control measures for industrial enterprises. Industrial enterprises strictly follow the requirements of Level II emergency response emission reduction measures in the "Xingtai City 2021-2022 Heavy Pollution Weather Emergency Emission Reduction Industrial Source List" and strictly implement them; gas-related enterprises that are not included in the Emergency Emission Reduction Industrial Source List are required to implement Level II emergency response measures. Implement shutdown measures during the response period. For enterprises included in the positive list of ecological and environmental supervision, as long as the pollution prevention and control facilities are operating normally and pollutants are discharged stably and up to standard, production will not be restricted or suspended in principle. Enterprises are encouraged to reduce emissions independently and strictly prevent "one size fits all". Key enterprises must strictly implement the total emission control requirements of air pollutants.
2. Construction site control measures. Emergency rescue, major livelihood projects and key construction projects can be constructed normally under the premise of strictly implementing "seven hundred percent" and "two full coverages". Earthwork operations, building demolition, spray painting, slope protection spray grouting, on-site concrete mixing, welding, cutting and other processes should be prohibited at other construction sites in the built-up area. Other processes can be constructed normally.
3. Mobile source control measures. Green channels will be opened for vehicles related to epidemic prevention and control and life support, as well as special vehicles for medical waste disposal, to ensure their normal passage. The use of non-road mobile machinery of National Grade II and below is prohibited in construction sites, industrial enterprise factories and industrial parks. Trucks, three-wheeled vehicles, low-speed trucks and tractors with an approved load capacity of more than 2 tons are prohibited from passing through the city's main urban and county areas. Guide transit vehicles to avoid driving in the main urban area of ??the city. Mines, coal washing plants and other units involved in the transportation of bulk raw materials and products are prohibited from using National IV and below heavy-duty trucks for transportation.
4. Road cleaning. According to the temperature, humidity and weather conditions, scientific and reasonable arrangements should be made for machine sweeping, wet sweeping and cleaning operations on the city's main and secondary arterial roads and dust-prone road sections.
5. It is prohibited to set off fireworks and firecrackers at all times within the city’s administrative areas.
6. It is recommended that children, the elderly and patients with respiratory, cardiovascular and cerebrovascular diseases and other chronic diseases stay indoors as much as possible, avoid outdoor activities, and minimize the time of opening windows for ventilation; medical and health institutions should strengthen the prevention and control of respiratory diseases. Medical guidance and diagnosis and treatment guarantee for patients; the general population reduces or avoids outdoor activities; personnel working outdoors, on duty, doing operations, activities, etc. can take necessary protective measures such as wearing masks and shortening outdoor working hours.
7. Encourage the public to travel green and try to travel by public transport or electric vehicles; stop the vehicle and turn off the engine in time to reduce the idling time of the vehicle; consciously stop driving for National IV and below Fuel vehicles. Promote green consumption, and units and the public should try to reduce the use of paints, paints, solvents and other raw materials and products containing volatile organic compounds.
