The State Council's Opinions on Promoting the Healthy Development of Maritime Industry (Guo Fa [2014] No.32, hereinafter referred to as Maritime Opinions) establishes the position of maritime industry as an important basic industry for economic and social development, and clearly puts forward the development goal of basically building a safe, convenient, efficient, green and internationally competitive modern maritime system by 2020. In order to actively promote the construction of a maritime power, in accordance with the requirements of legal implementation, open implementation and creative implementation, the following implementation plans are put forward:

First, speed up the adjustment of shipping structure

(1) Strive to build a modern shipping fleet.

1. Earnestly implement the implementation plan of scrapping and updating old transport ships and single-hull tankers in advance, speed up the elimination of a number of old transport ships and single-hull tankers, and encourage the construction of ships that meet new international norms and standards.
