The State Council's Opinions on Promoting the Healthy Development of Maritime Industry (Guo Fa [2014] No.32, hereinafter referred to as Maritime Opinions) establishes the position of maritime industry as an important basic industry for economic and social development, and clearly puts forward the development goal of basically building a safe, convenient, efficient, green and internationally competitive modern maritime system by 2020.
