A few days ago, with the consent of the State Council, the National Health and Wellness Commission, Publicity Department of the Communist Party of China, the Central Political and Legal Committee, the Central Information Office, the Ministry of Education, the Ministry of Science and Technology, the Ministry of Public Security, the Ministry of Civil Affairs, the Ministry of Finance, and the State Administration of Radio, Film and Television jointly issued the Implementation Plan for Stopping the Spread of AIDS (20 19-2022) (hereinafter referred to as the "Implementation Plan"). The relevant contents are now explained as follows.
I. Drafting background of the implementation plan
With the joint efforts of all regions, departments and the whole society, China's AIDS prevention and control work has achieved remarkable results. The transmission of AIDS through blood transfusion has been basically blocked, injecting drug use and mother-to-child transmission have been effectively controlled, and the overall AIDS epidemic has been continuously controlled at a low epidemic level. At present, sexual transmission has become the main route of transmission, with a wide range of sexual transmission, complex influencing factors, difficult intervention, severe epidemic situation and arduous task of AIDS prevention and control.
In 20 16, the Central Committee of China and the State Council issued the "Healthy China 2030 Program", proposing that the prevention of AIDS and other major diseases should be given priority, combined with prevention and treatment, joint prevention and control, and group prevention and control. 20 17 The General Office of the State Council issued the 13th Five-Year Plan of Action to Contain and Prevent AIDS in China, proposing the prevention and control objectives of the 13th Five-Year Plan and the prevention and control measures of "four improvements and four implementation". In 20 19, the State Council launched the "Healthy China Action (20 19-2030)", which further clarified the goal of controlling the AIDS epidemic at a low epidemic level and emphasized the responsibilities of the government, society and individuals. In order to implement the decision-making arrangements of the CPC Central Committee and the State Council, promote the United Nations sustainable development goal of ending the AIDS epidemic in 2030, solve the key and difficult problems in the current AIDS prevention and control work, curb the upward trend of AIDS sexual transmission, control the epidemic at a low epidemic level, and further promote the prevention and control work, the National Health and Wellness Commission and relevant departments have formulated this implementation plan.
Second, the main features of the "Implementation Plan"
The "Implementation Plan" proposes to focus on people's health, adhere to the policy of health and health work in the new era, strengthen the main responsibility of the government, clarify departmental responsibilities, mobilize all social forces, focus on the sexual transmission of AIDS on the basis of consolidating the existing prevention and control effects, establish the concept that everyone is the first responsible person for their own health, highlight key areas, key populations and key links, pay equal attention to disease prevention and control and social governance, innovate prevention and control strategies, and accurately implement prevention and control projects to curb the AIDS epidemic.
First, the government plans as a whole and the departments divide their work. Local governments at all levels take overall responsibility for AIDS prevention and control in their respective jurisdictions, improve the joint prevention and control mechanism, and implement the target responsibility system and accountability system. Clarify departmental responsibilities and integrate departmental tasks.
The second is prevention first, combining prevention with treatment. Strengthen AIDS prevention and sexual health education, do a good job in comprehensive intervention, and reduce unsafe sex. Maximize the discovery, treatment and service of infected people, and do a good job of seamless docking between disease control institutions and medical institutions.
The third is comprehensive management, group prevention and group control. Adhere to the two-pronged approach of disease prevention and control and social governance, and find a three-pronged approach to managing the source of infection, blocking the route of transmission and protecting susceptible people. Carry out the idea that everyone is the first person responsible for their own health, and mobilize enterprises, social organizations, volunteers and other social forces to participate extensively.
The fourth is to highlight key points and blaze new trails. Focus on key areas, vulnerable groups and key groups of AIDS risk behaviors, and key influencing factors, and make accurate efforts according to local conditions. Innovate prevention and control strategies, play the role of comprehensive AIDS prevention and control demonstration zone, and reduce new infections.
Three. The core content of the implementation plan
The "Implementation Plan" clearly puts forward the overall goal of enhancing AIDS prevention awareness, avoiding and reducing unsafe sex, finding and treating AIDS-infected people to the maximum extent, curbing the upward trend of AIDS sexual transmission, promoting the elimination of mother-to-child transmission, and maintaining a low epidemic level of AIDS, as well as 16 quantifiable work indicators, and implementing the "six major projects" around the goals.
The first is the AIDS prevention publicity and education project. Led by coordination mechanism offices at all levels. Highlight the awareness of personal health responsibility, improve the level of publicity technology, and strengthen the pertinence and effectiveness of publicity and education for residents, floating population, the elderly and people susceptible to AIDS high-risk behaviors.
The second is the comprehensive AIDS intervention project. Led by the Ministry of Health. We will implement full coverage of condom placement in hotels and other public places, increase the comprehensive intervention of online and offline AIDS on the Internet, promote pre-exposure and post-exposure preventive measures on a pilot basis, establish and improve the convergence mechanism of community detoxification, compulsory isolation detoxification, community rehabilitation and drug maintenance treatment, and carry out comprehensive intervention on families with one spouse infected with AIDS.
The third is to expand AIDS testing and treatment programs. Led by the Ministry of Health. Give full play to the role of social organizations and mobilize AIDS-prone people for testing by using voluntary counseling networks. Provide testing for patients in key departments of medical institutions, and promote Internet appointment and self-test. Strengthen the epidemiological investigation of infected people and inform their spouses, implement the treatment strategy of infected people, and continuously improve the quality of antiviral treatment services.
The fourth is the comprehensive social management project to prevent AIDS. Led by the political and legal departments. Severely crack down on illegal and criminal acts related to the harm of AIDS transmission according to law, conduct AIDS testing on all those who are caught for prostitution and gathering people for fornication, strengthen key management on infected people found in the inspection, and carry out antiviral treatment. Strengthen the control of synthetic drugs and other substances that are easy to promote the spread of AIDS, and use special activities such as "Net 20 19" to clean up illegal social media and online platforms.
Fifth, the project to eliminate mother-to-child transmission of AIDS. Led by the Ministry of Health. Strengthen the health management and guidance of women of childbearing age infected with AIDS, and find pregnancy in time and incorporate it into project management. Encourage pre-marital medical examination and pre-pregnancy eugenics health examination to carry out AIDS testing and counseling services. Improve the comprehensive service level in areas with serious epidemic situation, and gradually realize the elimination of mother-to-child transmission of AIDS by province.
Sixth, students' AIDS prevention education program. Led by the education department. Strengthen the cooperation between education and health departments, improve and implement the epidemic notification mechanism, and set up leading groups for AIDS prevention and control led by school leaders in ordinary universities and vocational colleges. Ordinary middle schools and secondary vocational schools strengthen education on sexual health and AIDS prevention, and ordinary colleges and vocational colleges implement the teaching task of AIDS prevention. Schools should carry out various forms of AIDS prevention publicity and education and comprehensive intervention activities.
Four. Effective implementation of the implementation plan
In order to ensure the realization of various goals, the implementation plan requires all localities to strengthen organizational leadership, and local governments at all levels should take overall responsibility for AIDS prevention and control work in their respective jurisdictions, strengthen departmental responsibilities, strengthen team building, rationally arrange the funds needed for the implementation plan, and gradually increase investment. Strengthen the prevention and control of key areas, take the fourth round of comprehensive AIDS prevention and control demonstration zone as the starting point, and innovate the management mechanism and working mode. Strengthen scientific research and innovation, carry out international cooperation, establish and improve the supervision and evaluation mechanism, and evaluate the implementation of measures.
