By continuously pushing forward and deepening the reform of the cadre and personnel system, by 20 10, a set of cadre and personnel system should be established to meet the economic, political and cultural needs of Socialism with Chinese characteristics, so as to provide institutional guarantee for building a high-quality cadre team that meets the requirements of "Theory of Three Represents". The basic objectives are:
Establish a dynamic employment mechanism with ability to go up and down, ability to enter and exit, effective incentive, strict supervision and competitive selection;
Improve the macro-management system of cadre and personnel work with unified leadership, hierarchical management and effective regulation;
Form a scientific classified management system that conforms to the different characteristics of party and government organs and state-owned enterprises and institutions, and establish management systems with their own characteristics;
Improve the legal system of cadre personnel management, strive to manage cadre personnel work according to law, and effectively curb unhealthy practices and corruption in employment;
Creating a social environment that respects knowledge and talents is conducive to the emergence and healthy growth of outstanding talents and the all-round development and rational allocation of human resources.
During the Tenth Five-Year Plan period from 2000/KLOC-0 to 2005, the reform of the cadre and personnel system should focus on promoting cadres' ability to go up and down, enter and leave, and initially establish a cadre and personnel system that is suitable for building Socialism with Chinese characteristics's economy, politics and culture, so as to provide organizational guarantee and talent support for realizing the Tenth Five-Year Plan for national economic and social development.
2. Principles and principles for deepening the reform of the cadre and personnel system.
We must adhere to the guidance of Marxism–Leninism, Mao Zedong Thought and Deng Xiaoping Theory and obey and serve the Party's basic line. It adapts to the establishment of socialist market economic system, the development of socialist democratic politics and the construction of socialist spiritual civilization, and obeys the overall situation of reform, development and stability.
We must adhere to the ideological line of emancipating the mind and seeking truth from facts. Take "Theory of Three Represents" and "Three Benefits" as the fundamental criteria to measure the success or failure of the reform. Adhere to the unity of inheritance and innovation, adhere to and carry forward the fine tradition of cadre and personnel work formed by our party for a long time, and be brave in reforming all systems and methods that do not meet the requirements of the new situation and new tasks. Adhere to the combination of top-down and bottom-up reforms, and actively encourage and support all regions and departments to explore and innovate.
We must adhere to the policy of "four modernizations" of cadres and the principle of having both ability and political integrity. Adhere to meritocracy and oppose cronyism. Discuss talents by quality and use cadres by performance. Promote the healthy growth of young cadres and institutionalize new and old members of the leading group.
We must adhere to the principle of the Party governing cadres. At the same time, adapt to the new situation and actively improve the party's methods of managing cadres. Adhere to the principles of public recognition, openness and equality, and competition for the best, and expand the participation and supervision of the masses in the work of cadres.
We must adhere to the principle of handling affairs according to law. By strengthening legislation and improving the system, we will continuously consolidate the achievements of reform and guide and promote the gradual deepening of reform.
