Family education as mentioned in these Regulations refers to the education and influence of parents and other adult family members on minors. Article 3 Family education should adhere to the principle of moral education, follow the law of physical and mental development of minors, respect their personal dignity and protect their legitimate rights and interests.
The main contents of family education include:
(1) Socialism with Chinese characteristics's ideals and beliefs;
(2) Socialist core values, Chinese excellent traditional culture and Zhejiang spirit;
(3) Social morality, family virtue and personal morality;
(four) life knowledge, scientific knowledge, legal knowledge and safety knowledge;
(five) labor literacy, behavior habits, mental health;
(six) other education that is conducive to the all-round development and healthy growth of minors. Fourth to promote family education, we should adhere to the leadership of the party and implement the working mechanism of government leading, family responsibility, school guidance and social coordination.
The term "school" as mentioned in these Regulations refers to kindergartens, ordinary primary and secondary schools and secondary vocational schools. Article 5 People's governments at all levels should advocate good family rules, good family training and good family style, commend units and individuals who have made outstanding achievements and contributions in family education in accordance with relevant state regulations, and guide the whole society to pay attention to family, family education and family style.
The week of International Family Day on May 15 every year is the whole province's family education publicity week. Chapter II Family Article 6 Parents are the main body of family education, and should fulfill their family education obligations and take direct responsibility for family education. Other adult family members shall assist their parents in fulfilling their family education obligations.
If parents die or lose their guardians, other guardians determined according to law shall fulfill their family education obligations. Article 7 Parents should strengthen their self-cultivation, pay attention to teaching by example, and educate and influence minors with healthy thoughts, good conduct and appropriate methods.
Parents should guide and accompany minors to participate in activities beneficial to physical and mental health, and ensure the time for sleep, entertainment and physical exercise of minors. Eighth parents should prevent and stop minors from committing the following acts:
(a) playing truant, school bullying, staying out at night, running away from home, addicted to the Internet, smoking, drinking, fighting, gambling, drug abuse, etc. ;
(2) Watching, reading, listening, collecting or disseminating audio-visual products, books, newspapers, electronic publications, obscenity, pornography, violence, cults, superstitions and other online information that endanger national security. ;
(three) to participate in feudal superstitious activities;
(four) to participate in commercial activities harmful to their physical and mental health;
(five) other bad behaviors such as violation of discipline and law. Article 9 Newly-married couples, pregnant couples, parents of infants and children, and parents of students shall participate in public welfare family education guidance activities carried out by relevant state organs, people's organizations, schools, social organizations, villagers' committees and residents' committees and accept family education guidance. Chapter III Government Article 10 People's governments at all levels shall incorporate the development of family education into national economic and social development plans, formulate special plans for family education, develop public services for family education, and organize family education evaluation and inspection. Eleventh people's governments at all levels should include family education funds in the fiscal budget, co-ordinate the family education funds of relevant departments and people's organizations, and gradually increase the investment in family education according to the financial situation.
People's governments at all levels can provide public services for family education by purchasing services from the government. Article 12 The Women and Children Working Committee of the people's government at or above the county level shall be responsible for organizing, coordinating, guiding and urging relevant departments and units to do a good job in family education guidance and management. The office of the Working Committee on Women and Children is located in the Women's Federation and undertakes related daily work.
The administrative department of education shall do a good job in the guidance and management of family education in schools.
Civil affairs departments should do a good job in the guidance and management of family education such as marriage registration agencies, child welfare agencies, and minor relief and protection agencies.
The administrative department of health shall do a good job in the management of family education guidance such as infant care service institutions and maternal and child health care institutions.
Guiding institutions for spiritual civilization construction should incorporate family education into mass spiritual civilization creation activities and the ideological and moral construction system for minors, so as to promote the construction of family style.
Other relevant departments, such as public security, judicial administration, human resources and social security, culture and tourism, sports, radio and television, press and publication, online information, etc. Trade unions, the Communist Youth League, the Federation of Disabled Persons, the Association for Science and Technology, the Committee for the Care of the Next Generation, the township (town) people's government and the sub-district offices shall, according to their respective functions and duties, cooperate in family education. Article 13 People's governments at the provincial level shall organize women's federations, education, health and other departments to compile family education guidance books for different ages according to the national family education guidance program, and formulate corresponding family education guidance work norms and evaluation norms.
