Legal basis: Article 38 of the Detailed Rules for the Implementation of the Regulations on Hygiene Management in Public Places. Where operators in public places arrange employees who have not obtained valid health certificates to directly serve customers, the health administrative department of the local people's government at or above the county level shall order them to make corrections within a time limit, give them a warning and impose a fine of not less than 500 yuan but not more than 5,000 yuan. If no correction is made within the time limit, a fine of not less than 5,000 yuan but not more than 15,000 yuan shall be imposed.
