Fifth all kinds of salt allocation, unified organization by the Municipal Salt Company in accordance with the national plan. County (city) salt company shall not engage in salt allocation business. Sixth all kinds of salt wholesale business, by the city and county (city) salt company unified management. The scope of supply of each salt company shall be designated by the municipal administrative department of salt industry.
Without the approval of the municipal administrative department of salt industry, salt making enterprises or foreign salt companies may not purchase salt products. Seventh units or individuals engaged in the retail business of edible salt must apply to the local administrative department of salt industry for the "salt retail license". No "salt retail license", shall not sell edible salt. Where other licenses are required by laws, regulations and rules, they shall be handled in accordance with laws, regulations and rules.
Units or individuals engaged in the retail business of edible salt must purchase from local salt companies. Article 8 It is forbidden to sell the following salt products in the edible salt market:
(a) the raw salt or processed salt does not meet the hygienic standard of edible salt;
(2) Pot salt, soil salt and nitrate;
(3) Salt production from industrial waste residue and waste liquid. Article 9 Sellers of edible salt are prohibited from doping, adulterating or shoddy when selling edible salt. Article 10 Edible salt for residents, salt for food processing, salt for catering industry and salt for aquaculture must be iodized salt.
The iodine content of iodized salt must meet the national standards. Eleventh sales of iodized salt should be packaged in small packages and marked with qualified iodized salt. Twelfth small package of edible salt processing must accept the supervision of the administrative department of salt industry. It is forbidden to forge the producer mark of edible salt in small packages. Article 13 Engaged in the processing business of adding nutritional fortifiers or drugs to edible salt shall be approved by the administrative department of salt industry of the city or county (city), and reported to the provincial administrative department of health and the administrative department of salt industry for approval. Fourteenth edible salt retail units or individuals must take edible salt as an essential commodity, maintain a reasonable inventory, ensure supply, and not out of stock. Fifteenth units or individuals engaged in salt products must strictly implement the price stipulated by the state, and shall not raise the sales price without authorization. Article 16 Industrial salt shall not be sold or used as edible salt. Without the consent of the municipal administrative department of salt industry, salt units shall not resell industrial salt. Seventeenth inter provincial and municipal transportation of salt products, must hold a certificate stamped with the "special seal for transportation of China Salt Industry Corporation"; Transportation in this province must hold a transportation license issued by the provincial salt administrative department.
Units or individuals that transport salt products without the certificates specified in the preceding paragraph have the right to investigate and deal with them. Eighteenth acts in violation of these measures, any unit or individual has the right to stop and report. To stop and report meritorious persons, the administrative department of salt industry shall commend and reward them in accordance with the relevant provisions. Article 19 Units or individuals that commit any of the following acts shall be ordered by the administrative department of salt industry to stop selling, confiscate the illegal salt products and illegal income, and may be fined less than five times the illegal income or less than three times the value of the illegal salt products; The person directly responsible for the unit may be fined two thousand yuan:
(a) engaging in the wholesale business of salt products or engaging in the retail business of salt products without the approval of the administrative department of salt industry;
(two) in violation of the provisions of article thirteenth of these measures;
(3) reselling industrial salt without authorization. Twentieth units or individuals that have one of the following acts shall be ordered by the administrative department of salt industry to make corrections, confiscate the illegally purchased salt products, and may be fined less than two times the value of the illegal salt products; The person directly responsible for the unit may be fined up to 1,000 yuan:
In violation of the provisions of article fifth of these measures;
(two) in violation of the provisions of the second paragraph of article sixth of these measures;
(three) in violation of the provisions of the second paragraph of article seventh of these measures. Twenty-first units or individuals that have one of the following acts shall be ordered by the administrative department of salt industry to make corrections, confiscate the illegally sold salt products and illegal income, and may be fined up to two thousand yuan:
In violation of the provisions of article eighth of these measures;
(two) in violation of the provisions of article ninth of these measures;
(3) Selling non-iodized salt in the edible salt market;
(four) the food processing and catering industry with salt as raw material does not use iodized salt;
(five) the sale and use of industrial salt as edible salt;
(6) Forging the producer mark of edible salt in small packages.
