Tourism: In terms of tourism, the Yellow River desert, the custom of returning home and the legacy of Xixia complement each other. The sites of the Great Wall of Qin, Han and Ming Dynasties, Qingtongxia Tourist Area, Niushoushan Temple Group, Tongxin Mosque and Luoshan are integrated with historical details and natural scenery, forming unique tourism resources in the development zone.
Transportation: The development zone enjoys an excellent geographical position and convenient transportation and communication. The development zone is 60 kilometers away from Yinchuan, the capital of Ningxia, and 40 kilometers away from the national air port Yinchuan Hedong Airport. At present, a three-dimensional transportation network with aviation, railway and highway as the mainstay has been formed. Dagu, Baolan and Zhongtai railways pass through the territory, extending in all directions, with a mileage of 3,985.6 kilometers, including expressway 15 1.9 kilometers, and the highway density is 25.7 kilometers/million square kilometers.
Communication: the post and telecommunications industry has developed rapidly, and all program-controlled telephones, mobile phones and wireless paging have been opened in the city, with a telephone penetration rate of 60%. The development zone senior high school, which started construction last year, is one of the five demonstration senior high schools in the autonomous region. It is also the key construction project of the autonomous region and development zone in 2003. The estimated investment of the project is 95.76 million yuan, with a design scale of 3,600 people and a total construction area of 60000m2. By the end of last year, the main building of 10 had been completed and put into use at the end of August this year. By then, high school enrollment will be large.
Adult education in vocational education has developed steadily. Governments at all levels should intensify overall planning and mobilize the enthusiasm of the whole society to set up vocational education. The education administrative department strengthens macro-control, pays close attention to the internal management of the school, and gives active guidance in enrollment, specialty setting and adjustment. Primary vocational education has been gradually expanded, and rural middle schools have implemented "3+ 1" and "3+2" school-running modes. Adult education has also made great progress, and the number of people participating in RTVU, self-taught exams and correspondence courses has steadily increased.
Healthy development of ethnic education. Among the primary and middle school students in the city, Hui students account for nearly one third, and the proportion of Hui students entering colleges and universities reaches or exceeds the proportion of Hui population. In terms of investment in ethnic education, the funds for running schools in some key Hui primary and secondary schools have been basically guaranteed, and the conditions for running schools have improved significantly. Huimin Middle School in Development Zone, Qinqu Middle School in Jinji Town of Litong District, Huimin Middle School in Tongxin County and Tongxin Primary School were included in the "Standardization Construction Project of 100 Huimin Primary and Secondary Schools" in the autonomous region. The construction of hardware facilities has been fully started, and the efficiency and quality of running a large number of Huimin primary and secondary schools have been continuously improved. The establishment of Vocational and Technical College in the Development Zone has filled the gap that there are no colleges and universities in the Development Zone. On February 9, 20001year, the people's government of the autonomous region agreed to merge the normal college, the vocational education center, the staff secondary school and the RTVU branch of the development zone to form the vocational and technical college of the development zone. At present, the college offers three-year higher vocational education, five-year higher vocational education and three-year adult amateur correspondence education, with 4987 students, including more than 2 100 full-time students. People in the development zone can attend their own universities without going far away, which will play a decisive role in the economic and social development of the development zone. There are 94 public medical institutions above the township level (including factories, mines and field workers' hospitals) in the development zone, with 3,094 health technicians, accounting for 84.3% of the total, 2,234 beds and 2.9 health technicians, with 2.03 beds per 1,000 people. Among the health technicians, there are 109 people with senior titles and 406 people with intermediate titles. In 2003, it was the first to carry out the pilot project of quantitative grading management of food hygiene supervision and promote the standardized management of food hygiene supervision.
