With the rapid development of modern science and technology, knowledge and information technology are highly developed, and they have begun to replace traditional operations, enter jobs, accelerate the updating of knowledge, and the amount of knowledge has expanded rapidly. This puts forward requirements for the continuous improvement and renewal of employees' quality. Grass-roots trade unions should carry out the establishment practice with the vision of development and thinking, so that the quality composition of employees is always in a positive state of benign transformation, constantly advancing to advanced and high-level levels, accelerating the process of knowledge-based employees, maintaining the advanced position of developing productive forces and enhancing their self-maintenance ability. This is the most essential and practical safeguard of trade unions for the specific interests of workers.
(2) Identify the breakthrough point and explore the practice mode of "creating competition". The breakthrough point of exploration should be implemented in the development needs of enterprises, post work and employees themselves, and efforts should be made to create a diversified learning organization model from the aspects of strengthening employees' common aspirations, improving employees' learning ability, negotiating the contradiction of learning work, highly refining job skills, improving post technology content, promoting the intelligent combination of skills, and building a platform for applying what they have learned. Grass-roots trade unions should actively strive for the attention and support of party committees and administrative departments, unite the forces inside and outside the trade unions, and adopt various forms that the workers and the masses like to see and hear, so as to promote the activity of "striving for Excellence".

Grass-roots trade unions should always pay attention to the new situation, new problems and new trends in the development of learning organizations, solve various practical problems in time, make the establishment mechanism constantly improve in the dynamic, seek new development, and gradually form the main function of educating people and developing human resources.
(2) Choose a good perspective and actively assist enterprises and institutions to continuously strengthen vocational training for employees. In the work of workers' cultural and technical education, trade unions should not only play an active role, but also find a correct working angle and give full play to their unique role, instead of replacing administrative departments and other organizations in details.
