Regulations of Jinzhong Municipality on Dog Breeding Management

Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the relevant laws and regulations and in the light of the actual situation of this Municipality in order to strengthen the management of dog breeding, standardize dog breeding behavior, maintain social public order, improve urban and rural environmental sanitation, and ensure public health and personal safety. Article 2 These Regulations shall apply to dog-raising behavior and related management activities within the administrative area of this Municipality.

These regulations do not apply to the management activities of raising dogs in the army, police, search and rescue dogs, zoos, teaching and scientific research institutions and other units because of specific work needs. Article 3 The dog-raising management in this Municipality shall follow the principles of self-discipline of dog owners, supervision by government departments, participation of grass-roots organizations and public supervision. Article 4 This Municipality shall implement district dog-raising management in accordance with key management areas and general management areas.

Key management areas refer to the urban built-up areas within the administrative area of this Municipality and the areas where the people's governments of counties (cities, districts) determine the implementation of urbanization management. The specific scope shall be delineated and adjusted by the people's governments of cities and counties (cities, districts) and announced to the public. General management area refers to the area outside the key management area. Article 5 The people's governments of cities and counties (cities, districts) shall strengthen the organization and leadership of dog management, establish a coordination mechanism for dog management, and incorporate the funds required for dog management into the fiscal budget at the same level. Article 6 The public security organ is the competent department in charge of dog management, responsible for dog registration and annual inspection, stray dog capture, dog disturbing and wounding incident handling, dog detention and inspection.

The urban management department is responsible for the supervision and management of the influence of raising dogs on the city appearance and environmental sanitation in public places, and cooperates with the public security organs to do a good job in raising dogs.

The agricultural and rural departments are responsible for the identification of rabies in dogs, the issuance of immune markers, the monitoring of epidemic situation and the guidance of harmless treatment of dead dogs.

The person in charge of the health department is responsible for the supervision and management of rabies vaccine supply and vaccination, diagnosis and treatment of human rabies, health education and epidemic monitoring.

Housing and urban-rural construction departments are responsible for urging property service enterprises to do a good job in discouraging and reporting illegal dog-raising behavior within the management area.

The market supervision and management department is responsible for the supervision and management of related dog business activities.

Finance, development and reform, planning, natural resources, ecological environment and other departments shall, in accordance with their respective responsibilities, do a good job in dog management.

The public security organ shall establish and improve the dog management electronic files and related information management system, and realize information sharing with relevant departments such as urban management, agriculture and rural areas, health, housing and urban and rural construction. Seventh township (town) people's government, street offices should cooperate with the public security organs and other departments to do a good job in dog management within their respective jurisdictions.

Village (neighborhood) committees, owners' committees, property service enterprises and other property management units shall assist relevant departments to do a good job in dog management, guide and urge dog owners to abide by the dog-raising code of conduct, and report to the public security organs in a timely manner when unregistered dogs are found in this area. Eighth city and county (city, district) people's governments and relevant departments shall carry out publicity and education on dog raising according to law, civilized dog raising and rabies prevention and control.

Radio, television, newspapers, internet and other media should strengthen the publicity of dog management laws and regulations and rabies prevention and control, and guide civilized dog raising. Ninth units and individuals are encouraged to discourage, report and complain about illegal dog-raising behavior.

Public security organs, urban management, agriculture and rural areas and other departments shall publish the telephone number of reporting complaints, and shall register and handle them in time after accepting them. Chapter II Immunization and Registration Article 10 The dog immunization and registration system shall be implemented in key management areas, and the dog immunization system shall be implemented in general management areas.

It is forbidden to keep dogs that have not been immunized.

Without registration, no unit or individual may raise dogs in key management areas. Article 11 It is forbidden to keep strong dogs and large dogs (except guide dogs and disabled dogs) in key management areas. The specific catalogue of the prohibition of keeping strong dogs and large dogs shall be jointly determined by the public security organs of the Municipal People's Government and the agricultural and rural departments, and announced to the public. Article 12 Dog owners shall immunize dogs against rabies within three months after their birth/within 0/5 days of kloc-or within 30 days before the expiration of the immunization period, and obtain immunization certificates and immunization labels.

In key management areas, dog owners shall, within 20 days after obtaining the immunization certificate, take the dog to the place designated by the public security organ for dog registration.

In the general management area, dog owners should wear immune signs for dogs. Thirteenth public security organs and agricultural and rural departments should provide convenient services for dog registration and dog immunization. Fourteenth registered dogs will be charged a one-time management fee of 500 yuan, and an annual inspection fee of 100 yuan will be charged every year from next year.

If a neutered dog is kept, the annual inspection fee will be halved from the second year after the dog is neutered. The management fee and annual inspection fee are exempted for the blind to raise guide dogs and the disabled to raise disabled dogs.

Those who adopt stray dogs are exempt from management fees and annual inspection fees. Fifteenth individuals applying for dog registration shall meet the following conditions:

(1) Having full capacity for civil conduct;

(2) Having an independent and fixed residence;

(3) There is no record of abandoning dogs for more than two times;

(4) Other conditions stipulated by laws and regulations. Sixteenth individuals applying for dog registration shall provide the following materials:

(1) Identity certificates such as resident identity cards, household registration books or residence permits;

(2) proof of residence such as real estate license or lease certificate;

(three) the dog immunization certificate issued by the agricultural and rural departments.
