The conditions and requirements for selecting cadres and talents to aid Tibet are:

Good political quality;

Resolutely implement the party's ethnic and religious policies and safeguard the reunification of the motherland and national unity;

Have strong working ability and rich practical work experience;

Solid style, not afraid of hardship, willing to contribute; Good health.

Those who hold prefectural-level positions are generally under the age of 50; Those who hold positions below the county level are generally under the age of 45; Professional and technical cadres and talents are generally under the age of 50.

Tibetan aid cadres and talents who hold leading positions in the party and government generally work in Tibet for three years; Professional and technical cadres and talents can master flexibly according to the actual situation, generally for about one and a half years.

The basic salary, social insurance, housing accumulation fund and other welfare benefits of cadres aiding Tibet are basically the responsibility of the dispatched units or organizations. The recipient areas (including Xizang Autonomous Region, Huangnan Prefecture in Qinghai and Gannan Autonomous Prefecture in Gansu). ) give subsidies to Tibet. 1. The wages of cadres and talents aiding Tibet during their work in Tibet are paid by the original unit and they enjoy all the welfare benefits of the original unit. At the same time, cadres and talents who aid Tibet are paid by the recipient areas according to the salary standards (including subsidies) of local cadres and talents at the same level, and enjoy other treatment of staff stationed in Tibet.

2. Tibet, like local cadres, determines the basic salary and regional allowance according to the position and rank (the regional allowance is not lower than the rank salary).

3. The subsidy for aiding Tibet is equal to the sum of your salary and regional allowance in Tibetan areas minus the basic salary paid by your sending unit, which is what we usually call make-up work.

4. In other words, the basic salary given to you by your sending unit plus aid subsidies to Tibet is basically the same as that of cadres working in Tibetan areas.

5. In fact, different sending units will give some other treatment to Tibetan aid cadres according to the situation:

For example, monthly living allowance, one-time cold protection fee (calculated by working years) and special allowance when entering Tibet;

Monthly allowance for difficulties in family life (including nutrition fee);

While working in Tibet, the spouses of Tibetan aid cadres can enjoy family leave once a year, and the travel expenses of spouses and children can be reimbursed once a year in the sending unit; When children go to school, priority is given to admission within the scope of the enrollment policy.

The dispatched units generally handle one-time personal accident insurance for Tibetan aid cadres, and the insurance amount shall not be less than 500,000 yuan.

And reimbursement of living expenses such as accommodation, water and electricity, and transportation expenses to and from Tibetan areas in the mainland (of course, there are restrictions on the number of times).

Tibetan aid cadres and talents will take a vacation for 3 months after returning from their tasks, and arrange healthy rest during the vacation.
