The city encourages cruise taxi passenger transport to be large-scale, intensive and corporatized, and builds a business model in which operators and drivers share business risks and distribute benefits reasonably. Article 5 The municipal traffic administrative department shall be responsible for the management of the cruise taxi passenger transport industry in this Municipality, and organize the implementation of these Regulations.
The municipal traffic administrative department shall make use of the Internet and other technologies to co-ordinate the construction of a unified platform for the operation, supervision and service of cruise taxis in the city, innovate the operation and supervision methods, reduce management costs and improve service levels.
The traffic administrative departments of Huadu District, Panyu District, Nansha District, Conghua District and Zengcheng District shall be responsible for the management of the cruise taxi passenger transport industry within their respective administrative areas in accordance with the authority prescribed in these Regulations.
The administrative departments of price, human resources and social security, market supervision and management, finance, emergency management, ecological environment, urban management, urban and rural planning, urban and rural construction, industry and information technology, and the public security organs shall, in accordance with the provisions of relevant laws and regulations, coordinate the implementation of these Regulations within their respective functions and duties. Article 6 The municipal traffic administrative department shall, according to the urban and rural planning, economic and social development and public travel demand, and according to the functional orientation of cruise taxis, formulate the development plan of cruise taxi passenger transport industry, which shall be implemented after being approved by the Municipal People's Government. Article 7 The Municipal People's Government shall establish a regulation mechanism for the total capacity of cruise taxis in the whole city, scientifically determine the conditions for putting in the capacity, and reasonably put in the capacity index of cruise taxis.
The municipal traffic administrative department shall establish a dynamic monitoring mechanism for cruise taxi passenger transport in the whole city, and evaluate and analyze the market supply and demand, urban and rural traffic conditions, road resource carrying capacity, cruise taxi industry operation, meter and pricing equipment data every year; Meet the delivery capacity conditions, it shall promptly submit to the Municipal People's government delivery capacity indicators. Eighth cruise taxi prices in accordance with the relevant provisions of the government pricing or government guidance, cruise taxi call service and other value-added services to implement market-adjusted prices.
The competent pricing department shall establish a reasonable formation mechanism and a dynamic adjustment mechanism for the cruise taxi fare, comprehensively consider the operating costs of cruise taxis, income levels of residents and drivers, traffic conditions, service quality, consumer price index and other factors, improve pricing rules, and improve the linkage method between freight rate and fuel price.

Article 9 This Municipality's cruise taxi passenger transport industry association shall strengthen industry self-discipline and carry out the following activities in accordance with its articles of association:
(a) the formulation of industry self-discipline norms and contract model text;
(2) Advocating, educating and urging tour taxi operators and drivers to abide by relevant laws, regulations and industry norms;
(three) to reflect the reasonable demands of the industry to the government and relevant departments, and do a good job in communication and coordination between taxi operators and drivers, the government and its relevant departments;
(four) to mediate the contradictions and disputes between tour taxi operators and between tour taxi operators and drivers;
(five) to carry out business training and provide industry information and other services for members;
(six) to guide the tour taxi operators to formulate reasonable pricing rules for value-added services with market-adjusted prices;
(seven) other activities stipulated by laws, regulations and articles of association.
Cruise taxi passenger transport industry association should rely on the municipal public credit information management system, strengthen the recording and application of information such as illegal behavior, dishonesty behavior, complaints and reports, passenger service evaluation of cruise taxi operators and drivers, urge the industry to accept social supervision, and improve the service quality of the industry. Chapter II Business License Article 10 The plan for launching the capacity index of cruise taxis in this city shall be compiled by the municipal traffic administrative department according to the development plan of cruise taxi passenger transport industry and the dynamic monitoring and evaluation of cruise taxi passenger transport, and shall be implemented after being approved by the Municipal People's Government. The transportation capacity index delivery plan of Huadu District, Panyu District, Nansha District, Conghua District and Zengcheng District is proposed by the local traffic administrative department to the municipal traffic administrative department and incorporated into the city's cruise taxi transportation capacity index delivery plan.
The launch plan of cruise taxi capacity index in this Municipality shall include the number, duration, operation mode and operation area of the cruise taxi capacity index to be launched, and define the launch plan of barrier-free cruise taxi capacity index.
The municipal traffic administrative department shall listen to the public's opinions through hearings, symposiums, questionnaires or online comments when preparing the plan for the delivery of cruise taxi capacity indicators in this city.
