Vulnerable groups should have the following three basic characteristics: the causes of vulnerable groups are restricted by various factors, which may be objective or natural, such as social system arrangement, low health level, congenital or acquired disability and so on. It may also be subjective or artificial, such as gender discrimination against women and social discrimination against urban migrant workers.
Poverty is the same dilemma faced by vulnerable groups in economic interests. Although the concept of "vulnerable groups" cannot be completely equivalent to the concept of "poor population", it is at least highly overlapping.
On the social and political level, they are often in a weak position, mainly manifested in their low ability to express and pursue their own interests and lack of resources. Although there may be many people, their voices are very weak, and it is difficult for them to express their interests in society. When it comes to their interests, they often rely on the government and mass media to speak for them.
