Patriotic health work includes health education and health promotion, urban and rural environmental sanitation, drinking water safety, vector control, tobacco control, health creation, health creation and so on. Article 3 Patriotic health work shall follow the principles of government leadership, departmental responsibility, territorial management, scientific governance, participation of the whole people and social supervision. Article 4 The people's governments of cities and counties (cities, districts) shall perform the following duties:
(a) unified leadership of the patriotic health work in this area;
(two) to formulate patriotic health development goals and establish a patriotic health target responsibility system;
(three) patriotic health daily work funds and special funds included in the fiscal budget at the corresponding level;
(four) to organize various health creation and health creation activities;
(five) other patriotic health duties as prescribed by laws and regulations.
Township (town) people's governments and sub-district offices are responsible for organizing patriotic health daily work within the scope of their duties.
Villagers' committees and residents' committees shall assist township (town) people's governments and sub-district offices to carry out patriotic health work and organize local units and individuals to participate in patriotic health activities. The fifth municipal public health administrative department is responsible for the patriotic health work in the city, and organize the implementation of these regulations.
County (city, district) health authorities are responsible for patriotic health work within their respective responsibilities.
Development and reform, education, public security, judicial administration, finance, natural resources and planning, transportation, housing and urban and rural construction, water conservancy, agriculture and rural areas, culture, tourism and sports, market supervision and management, civil affairs, commerce, ecological environment, comprehensive law enforcement of urban management, emergency management and other departments shall, according to their respective functions and duties, do a good job in patriotic health-related work. Article 6 patriotic health campaign committee (hereinafter referred to as Aiweihui) established by the people's governments of cities and counties (cities, districts) is the deliberation and coordination body of the people's governments at the same level to co-ordinate patriotic health work and perform the following duties:
(a) the implementation of laws and regulations on patriotic health work;
(two) to formulate plans and plans for patriotic health work;
(3) Organizing, mobilizing, coordinating and guiding patriotic health work, and supervising and inspecting patriotic health work;
(4) Organizing patriotic health propaganda and national health education;
(5) Organizing other work related to patriotic health. Seventh April each year for the patriotic health month, the last day of each month for the patriotic health day. The city should concentrate on publicizing patriotic health knowledge and organizing patriotic health activities. Eighth encourage and support social forces to invest in health infrastructure, health education and health promotion, disease vector prevention and control, rural water improvement and toilet improvement; Encourage and support institutions of higher learning, scientific research institutions and enterprises to carry out patriotic health scientific research and popularize advanced technology; Encourage and support voluntary service organizations and volunteers to participate in patriotic health work.
Citizens should consciously safeguard the hygiene of public places, develop good hygiene habits, maintain personal and family hygiene, and actively participate in the patriotic health work of their own units and villagers' committees and community neighborhood committees. Article 9 The people's governments of cities and counties (cities, districts) shall reward units and individuals that have made remarkable contributions to patriotic health work. Chapter II Health Education and Health Promotion Article 10 Municipal and county (city, district) people's governments shall formulate and implement health education and health promotion work plans, strengthen the construction of health education and health promotion talents and networks, and organize the whole society to carry out health education and health promotion activities.
City and county (city, district) health authorities shall carry out technical guidance, training, monitoring and evaluation of health education and health promotion.
Medical and health institutions should carry out technical training and knowledge dissemination on the prevention and treatment of infectious diseases, chronic non-communicable diseases and pathological sex addiction behaviors. Eleventh newspapers, radio, television, news websites and other media should set up health education columns, publish public health advertisements and carry out health knowledge publicity and education. During the epidemic of infectious diseases or public health emergencies, information should be released in time, relevant health education should be done well, and disease prevention and control work should be effectively carried out. Twelfth city and county (city, district) education departments should incorporate health education into the teaching content.
Primary and secondary schools and kindergartens should carry out health education activities to cultivate students' healthy behavior habits and lifestyles. Thirteenth state organs, enterprises and institutions, social organizations, villagers' committees, residents' committees and other units or organizations should actively carry out health education and health promotion activities, create a healthy social atmosphere, and advocate a healthy lifestyle.
Enterprises should carry out targeted health education and training for management and operation personnel to reduce and control the occurrence of occupational injuries, occupational diseases and related diseases.
Stations, shopping malls, squares, parks, bazaars, hotels and other public places should set up health education billboards to carry out health knowledge propaganda.
