If COVID-19 is positive, can I get a health certificate?

Can't do it. At present, patients with or carrying influenza A and B viruses and COVID-19 cannot apply for health certificates. Persons suffering from digestive tract infectious diseases such as dysentery, typhoid fever and viral hepatitis, active tuberculosis, suppurative or exudative skin diseases and other diseases that hinder food hygiene shall not apply for health certificates.
