Sports administrative departments at all levels shall be responsible for the assessment, qualification certification, grade certificate issuance and daily management of social sports instructors within their respective administrative areas in accordance with the provisions of the technical grade system for social sports instructors. Personnel who guide social sports activities in various sports fitness stations, hospitals and other places shall have the corresponding qualifications of social sports instructors. State organs, enterprises and institutions shall organize various forms of physical fitness activities to create conditions for holding mass sports competitions. Sixth schools should carry out various forms of sports activities suitable for students' characteristics, and conscientiously implement the standard-reaching activities and the grading system for athletes stipulated in the Measures for the Implementation of National Physical Training Standards. Hold school-wide sports with track and field events as the main events for more than 1 hour every academic year.
Institutions of higher learning and other qualified schools should establish school sports teams and carry out extracurricular sports training and sports competitions.
Schools should strengthen the monitoring of students' physical health, conduct regular physical examinations, analyze their physical conditions and provide guidance for improving their physical conditions. Article 7 Sports organizations at all levels shall follow the principles of openness, equality and merit selection in selecting athletes, hiring coaches, selecting referees and forming sports teams. Educate athletes, coaches and referees in patriotism, collectivism and socialism, as well as in law-abiding and professional ethics.
The training and management of sports teams should be strict, scientific and civilized. Eighth encourage and support qualified enterprises, institutions, social organizations and citizens to form and jointly run sports teams, and carry out training to cultivate outstanding sports reserve talents.
Encourage the establishment of various sports clubs, and the sports administrative departments at all levels shall supervise and guide the clubs according to law. Article 9 Sports competitions arranged by the state to be held in this province shall be managed according to the authorization of the state.
The provincial comprehensive sports meeting is held every four years and is managed by the provincial sports administrative department and the local people's government that undertakes the sports meeting.
Cities and counties should also hold comprehensive sports meetings on a regular basis, which are jointly managed by the sports administrative department at the corresponding level and the local people's government that specifically undertakes the sports meetings. Article 10 Give full play to the role of sports federations at all levels in contacting and uniting individual sports associations, athletes and sports workers. Thirteenth competitive sports should be managed according to law, fair competition, improve the level and ensure safety. Organizers of sports competitions, athletes, coaches and referees shall abide by sports ethics, and shall not practise fraud or practise favoritism. Athletes must strictly abide by the rules of the game, coaches must teach in a civilized way, and referees must judge fairly according to the rules of judgment. Prohibited drugs and methods are strictly prohibited in sports. Fourteenth outstanding athletes and retired outstanding athletes enjoy the relevant preferential conditions for admission and further study stipulated by the state. Local people's governments at all levels shall properly arrange retired athletes who have made outstanding contributions to the province as determined by the provincial people's government. Fifteenth sports, market supervision and management, patent, copyright and other departments at all levels shall, in accordance with the relevant provisions of the state, protect the names, emblems, flags and mascots of major sports competitions held within their respective administrative areas. Sixteenth sports administrative departments at or above the county level shall be responsible for the guidance, supervision and management of business activities with fitness, competition and other sports activities as the content. Other relevant administrative departments shall, within their respective functions and powers, manage and supervise sports business activities. Seventeenth specific sports activities, determined by the provincial people's government in accordance with the relevant provisions of the state.
