Chapter I General Provisions Article 1 In order to ensure the smooth implementation of the project construction in the national animal epidemic-free zone, promote the healthy development of foreign trade in animal husbandry and livestock and poultry products, and safeguard people's health, these measures are formulated in accordance with relevant national laws and regulations and in combination with the actual situation of our city. Article 2 The term "animals" as mentioned in these Measures refers to domestic animals, poultry and other wild animals caught and artificially raised according to law.

The term "animal products" as mentioned in these Measures refers to the skins, hairs, semen, embryos, eggs and unprocessed carcasses, fats, organs, fresh milk, blood, hairs, bones, horns, heads and hooves of animals.

The term "prescribed animal diseases" as mentioned in these Measures refers to a class of animal diseases controlled by the state, such as foot-and-mouth disease, swine fever, Newcastle disease and avian influenza. When the state adjusts the types of animal diseases specified, it shall be implemented according to the new state regulations.

The term "demonstration area with no specified animal epidemic disease" as mentioned in these Measures refers to a specific area where the animal epidemic disease specified in the preceding paragraph has not occurred within the specified time limit, and at the same time, the circulation of animals and animal products, animal-derived feed, animal genetic materials, animal epidemic disease materials and veterinary drugs (veterinary biological products) has been effectively controlled and recognized by the state. Article 3 The administrative areas of this Municipality are all demonstration areas with no specified animal epidemic areas.

Pingshan District, Xihu District, Mingshan District, Nanfen District and Benxi Manchu Autonomous County are the monitoring areas of the demonstration area; Huanren Manchu Autonomous County is the buffer zone of the demonstration area.

Units and individuals engaged in animal breeding, slaughtering and transportation, the production, management, transportation, storage, processing and use of animal products, the production and management of veterinary drugs, feeds and feed additives, and the construction and management of demonstration areas without provisions for animal epidemic areas shall abide by these measures. Article 4 The unified leadership of the government shall be implemented in the project construction of demonstration areas in areas with no specified animal epidemic diseases.

The Municipal Rural Economic Development Bureau is the competent department in charge of project construction and animal husbandry and veterinary administration in the demonstration area of animal epidemic areas without regulations in this administrative area.

City and county animal epidemic prevention agencies, supervising agencies for animal epidemic prevention, animal quarantine agencies and municipal supervising agencies for veterinary drug feed shall implement animal epidemic prevention, epidemic prevention supervision, quarantine and supervision and management of veterinary drug feed within their respective jurisdictions according to law.

Industry and commerce, public security, transportation, health, commerce, finance and other departments shall, within the scope of their respective functions and duties, coordinate in the management of demonstration areas with no specified animal epidemic areas. Article 5 The municipal and county (district) governments shall be responsible for the planning and coordination of project construction within their respective jurisdictions, and the funds needed for animal disease control shall be included in the local financial budget; When a major animal epidemic occurs and prevails, organize relevant departments to investigate the epidemic source and epidemic situation, and cull and deal with animals and animals with the specified animal epidemic situation in accordance with the relevant provisions of the state and province. Article 6 The principles of unified planning, phased implementation, divisional management and governance according to law shall be applied to the construction and management of demonstration areas in animal-free areas.

Animal epidemic prevention agencies, supervising agencies for animal epidemic prevention, animal quarantine agencies and supervising agencies for veterinary drugs and feeds shall not engage in business activities such as animal epidemic prevention, epidemic prevention supervision, quarantine and supervision of veterinary drugs and feeds. Chapter II Animal Epidemic Prevention Article 7 Large-scale and standardized feeding of animals is encouraged.

Units and individuals engaged in animal breeding and management shall cooperate with animal epidemic prevention agencies for immunization, disinfection and epidemic monitoring, and use immunization marks in accordance with state regulations. Article 8 Anyone who engages in animal breeding, slaughtering, production, processing, storage and operation of animal products must meet the requirements for animal epidemic prevention stipulated by the state, apply for a certificate of animal epidemic prevention, and accept the supervision and inspection of the supervising agency for animal epidemic prevention. Article 9 Animals raised and operated must be subject to epidemic prevention, quarantine and inspection, and breeding and operating units and individuals shall pay the fees for epidemic prevention, quarantine and inspection in accordance with state regulations.

The breeding livestock and poultry that have passed the quarantine inspection by the municipal animal husbandry and veterinary administrative department shall issue a breeding livestock and poultry certificate; Dairy animals have passed the inspection by the municipal supervising agency for animal epidemic prevention and issued health certificates. Animals that have not passed the epidemic prevention, quarantine and inspection shall not be used for breeding and milk use.

Units and individuals purchasing raw milk must check the health certificates of dairy animals when purchasing raw milk. Fresh milk without a health certificate is not allowed to be purchased. Tenth strictly control the introduction of livestock and poultry from outside the demonstration area.

The introduction of livestock and poultry from outside the demonstration area must apply to the municipal animal husbandry and veterinary administrative department, and can only be introduced after approval.

Imported species of livestock and poultry must report and inspect to the supervising agency for animal epidemic prevention within 24 hours after entering the demonstration area, and can only be raised after passing the quarantine inspection. Eleventh strictly control the entry of commercial livestock and poultry and their products into the demonstration area.

Commercial livestock and poultry and their products entering the demonstration area shall apply to the animal husbandry and veterinary administrative department of the city or county, and can be purchased only after approval.

Within 24 hours after the purchased commercial livestock and poultry and their products enter the demonstration area, they must apply to the city and county supervising agencies for animal epidemic prevention for inspection. After on-site inspection and inspection, the purchased livestock and poultry can be clinically observed and confirmed to be healthy before being raised; Livestock and poultry products are sampled and tested in batches, and can be processed or sold only after they are qualified.

Commercial livestock and poultry and their products shall, in accordance with the provisions of the state, carry with them valid certificates issued by the supervising agencies for animal epidemic prevention in the place of origin and accept the supervision and inspection of the local supervising agencies for animal epidemic prevention.
