I. Relevant policies
(1) Application conditions: It shall be implemented in accordance with the Notice on Relevant Issues Concerning Technical Qualification Assessment of Senior Health Technicians (J.R.F. [2002]1KLOC-0/). The application conditions for senior technical post qualifications in health research, traditional Chinese medicine, preventive medicine, pharmacy, nursing and medical technology shall be implemented with reference to the application conditions for senior technical post qualifications in clinical medicine.
The time of not serving in the corresponding professional and technical posts, the year of unqualified annual assessment, and the time of full-time postgraduate study cannot be counted as the time of performing duties. The performance time of in-service graduate students is based on the actual employment time of the unit.
(2) Regarding the requirements of the personnel who apply for the qualification of senior professional and technical positions in general medicine, according to the provisions of the Interim Measures for Printing and Distributing the Examination and Evaluation of Professional and Technical Qualifications of General Medicine in Beijing; Notice (Jing Wei Zi [2006] No.6).
(3) Regarding the requirements for rural health personnel to declare their qualifications for senior professional and technical posts, according to the Measures for the Evaluation of Qualifications for Senior Professional and Technical Posts of Rural Health Personnel in Beijing; Notice "(Jing Wei Zi [2006] No.9).
(IV) The requirements for social capital to hold health professionals in medical institutions to apply for advanced professional and technical qualifications shall be implemented in accordance with the Interim Measures of Beijing Municipality for Social Capital to hold professional title examinations for health professionals in medical institutions (J.F.F. [2013] No.25).
(V) Regarding the requirements for foreign language and computer titles of health professionals and technicians, according to the Notice on Relevant Issues Concerning the Adjustment of Beijing's Foreign Language and Computer Application Ability Title Examination Policy (J.R.S. [2065] No.438+06), according to the title evaluation orientation of outstanding performance, outstanding contribution and outstanding innovation ability, from 20171666. Professional title foreign language proficiency test and computer application ability test are not necessary conditions for applying for professional title evaluation, and the employer shall independently determine the employment conditions of foreign language and computer application ability according to the needs of professional and technical posts. From 20 17 10, the examination of Beijing ancient medical literature is not a necessary condition for the evaluation of professional titles, and the corresponding evaluation work is determined by the employer independently.
(VI) Regarding the requirements for city doctors to be promoted to deputy chief physician or chief physician, according to the requirements of the Notice on Issues Related to Urban Doctors Working at the Grassroots Level before Their Professional and Technical Positions are Promoted (No.37 [2003] of Jing Wei Zi) and the Supplementary Notice on Issues Related to Urban Doctors Working at the Grassroots Level before Their Professional and Technical Positions are Promoted (No.38 [2004] of Jing Wei Zi), He must work in grass-roots health units 1 year (that is, the deputy chief physician must work in grass-roots rural areas for 40 weeks or 200 working days, and the chief physician must work in grass-roots rural areas for 36 weeks or 180 working days) or work in grass-roots health units in 83 remote and semi-mountainous towns for 8 months.
According to the Implementation Plan of Counterpart Support for Community Health Services (Jing Wei Zi Yi [2007] No.45), since 2007, medical staff with intermediate or above titles in clinical departments of supporting hospitals must provide services for community health service centers (stations) for at least 15 days every year. Those who refuse to serve in community health service institutions without reason or fail to complete the annual 15-day community service task on time cannot be promoted to professional titles. Those who take the initiative to leave the community and successfully complete their tasks as required and are well received by community health service institutions and residents will be given priority in promoting their professional titles under the same conditions.
Once verified, the fraudulent units and individuals will be severely dealt with, and their declaration qualifications will be cancelled within 2 years, and the responsibilities of relevant leaders and staff will be investigated. The certification materials submitted by rural and community service applicants are as of August 3 1, 2065438.
(VII) Regarding the requirements of mastering the knowledge of infectious diseases prevention and control, according to the spirit of the 2005 Beijing Health Work Conference, all health workers in the capital should learn to master the knowledge of prevention and control of key infectious diseases, and each person should study for no less than 20 hours a year. In this year's professional qualification defense of senior professional and technical posts in health series, the professional defense review team will continue to assess the knowledge of infectious disease prevention and control of applicants, and take it as one of the necessary conditions for title promotion and post appointment. From 20 17, the certificate of infectious disease training can be downloaded and printed in Beijing Continuing Medical Education Management System, which will be reviewed and confirmed by the education authorities of each unit.
(8) To further reform and improve the job title evaluation of primary health technicians, provide basic public health services, undertake public health management, and classify and evaluate the comprehensive management, technical guidance and training of rural doctors in village clinics and community health service stations, focusing on the comprehensive services of diagnosis, treatment, nursing and rehabilitation of common and frequently-occurring diseases in combination with the actual health work at the grassroots level; For primary health professional and technical personnel with outstanding work performance, the exception application materials are not limited by academic qualifications and papers, mainly including special reports on diagnosis and treatment of common diseases (frequently-occurring diseases), medical record analysis data, work summary, reports on the promotion and use of new medical and health technologies, health education and health promotion, and health file management. , together with the "Recommendation Form of Beijing Professional Title Exception Declaration" (which can be downloaded from the website of the Municipal Human Resources and Social Security Bureau), submitted to the cadre and personnel department of the Municipal Health and Wellness Commission before the end of July.
Second, the relevant requirements

All units should publicize the information of personnel who have applied for the qualification of senior health professional and technical positions (such as the average number of weeks of clinical work each year, the technical work and workload undertaken, medical ethics, papers, time and place to work in rural or community grassroots units, continuing education, etc.). ) for a period of 1 week, and the unit recommendation Committee will make recommendations after publicity. During the publicity period, if the masses report the applicant's fraud, the unit recommendation committee shall instruct the relevant departments or personnel to verify. Once verified, the applicant will be disqualified within 2 years.
(2) Professional and technical work performance requirements
Applicants should truthfully, comprehensively and carefully fill in the column of "Main Professional and Technical Work Achievements since assuming the present position" in the Application Form for Qualification Assessment of Senior Professional and Technical Positions, which should reflect their work achievements, professional ability, workload and innovation, including their professional work experience (average number of professional and technical work weeks per year) and professional work ability (clinical experience in prevention, diagnosis and treatment of common diseases, and experience in independently solving complex and difficult cases).
All applicants are required to fill in the Example Form of Hosting Emergency Rescue or Solving Difficult Cases and Key and Important Technical (Scientific Research) Problems since their current professional and technical positions (attachment 1), with 3 cases to be filled in when applying for sub-high school and 5 cases to be filled in when applying for regular high school. Applicants of community health service institutions can also fill in special reports on diagnosis and treatment of common diseases (frequently-occurring diseases), medical records analysis data, reports on the promotion and use of new medical and health technologies, health education and health promotion, health file management, public health services and other contents that are close to their own jobs and can reflect their professional and technical level.
Among them, those who apply for senior professional and technical positions in clinical medicine of western medicine and work in inpatient wards must also fill in the list of cases who have presided over emergency rescue, treated difficult diseases or performed surgery (guidance) since their current professional and technical positions (Annex 2, no more than 50 cases).
All units should strictly review the professional and technical work performance declared by the applicant, focus on assessing the clinical ability of the applicant, and take it as one of the main assessment indicators for recommending promotion. The Municipal Health Talent Evaluation Center will strengthen the review of materials, and the professional defense evaluation team will take the applicant's professional and technical work performance as the main basis for evaluation.
(3) Requirements for papers
According to the relevant regulations of Ministry of Human Resources and Social Security and the National Health and Wellness Committee, the promotion of deputy chief physician should be reported at least two papers (or works) of the first author published in professional journals or at academic conferences at or above the provincial level during the work of the attending physician; To be promoted to the position of chief physician, at least three papers (or works) of the first author must be published in professional journals at home and abroad or reported at the general meeting of national and international academic conferences (the papers of rural health professional and technical personnel shall be implemented according to document No.9 [2006] of Jing Wei Zi). The recommendation committee of each unit is responsible for examining the authenticity, scientificity, advancement and practicability of the papers submitted by the applicants. According to the Notice on Relevant Issues Concerning the Qualification Assessment of Senior Professionals in Health (J.R.F. [2002]10/No.), college graduates applying for senior professional titles must publish 3 or more professional academic papers in professional core journals. Based on the principle of diluting papers, relevant personnel are no longer required to publish papers in core journals from 20 17.
In order to implement the Guiding Opinions of the General Office of the State Council on Optimizing the Academic Environment (Guo Ban Fa [2065438+05] No.94), strengthen the construction of scientific ethics and style of study, and resist academic misconduct, this year, a duplicate checking link was added in the evaluation of professional titles, and the copy ratio of papers or related materials submitted by applicants was detected by Tsinghua University "China Knowledge Network Academic Misconduct Document Detection System" to further improve the supervision mechanism of academic ethics and style of study in medical and health institutions.

According to the Guiding Opinions of the General Office of the State Council on the Comprehensive Reform of Urban Public Hospitals (Guo Ban Fa [2065438+05] No.38), the supernumerary staff of public medical and health institutions in our city can apply for the senior title of health series after research with the Municipal Human Resources and Social Security Bureau. When the relevant units recommend the promotion of non-staff personnel, they should consider the recommendation criteria of non-staff personnel as a whole. The relevant units should take the total number of supernumerary professional and technical personnel as the base and the proportion of professional and technical positions as the standard, calculate the reporting index of supernumerary personnel of the unit, and report it to the competent department of professional titles for approval, and the reporting index of supernumerary personnel shall not be misappropriated. Medical and health institutions with fewer supernumerary personnel and tight reporting indicators for supernumerary personnel can be reported to the District Human Resources and Social Security Bureau by the competent department in a timely manner. The district health and wellness committees should take the initiative to communicate, coordinate and closely cooperate with the district human resources and social security bureau, and contact the Municipal Health and Wellness Committee for feedback when problems are found in the work.
(six) a declaration on the establishment of medical institutions by social capital.
Social capital holds medical institutions to apply for the professional and technical qualifications of senior and deputy senior health technicians, which must be audited by the talent service institutions where the units and personnel files are located, approved by the human resources and social security departments and health administrative departments in the district where the medical institutions are located, issued a power of attorney, and reported to the Municipal Health and Wellness Committee for review, and can be temporarily exempted from rural and community services. During the defense review, an objective evaluation will be made according to the scale and specialty characteristics of the hospital, focusing on its ability to solve practical clinical problems and professional and technical level.

In order to innovate diversified evaluation methods and break the chronic disease of "one size fits all" in professional title evaluation papers, "masterpiece" replaces "thesis title" as an important content of defense evaluation. The applicant logs on to the website of Beijing Health Talent Evaluation Center (www.bjwsrc.cn) for online declaration (the content provided online must be accurate and detailed, and consistent with the submitted paper materials), and the personnel department of each unit shall carefully review the applicant's information and submit it to the Municipal Health Talent Evaluation Center within the specified time (see the relevant notice of the Municipal Health Talent Evaluation Center for details).
(9) Work discipline and requirements
All units should strengthen the examination of the application materials for professional titles and report the materials as required.
