Promulgated by China Food and Drug Administration (Measures for the Administration of Food Business License). {Measures} are divided into general principles, application and acceptance, examination and decision, license management, alteration, extension, replacement and cancellation, supervision and inspection, and legal liability. The {Measures} were revised by order of China Food and Drug Administration {Decision of China Food and Drug Administration on Amending Some Rules}. Procedures for licensing:
1. Obtain relevant business licenses.
2. If you need to apply for a health certificate and knowledge training certificate, you can generally go to a hospital or a local epidemic prevention station. It is easy to go in the morning. In many places, you can only go in the morning. It is best to bring a copy of business license, official seal and ID card. Some places require a business license.
3. After going to the hospital for physical examination, the health certificate and knowledge training certificate will usually come out in 2-3 working days. The State Administration for Industry and Commerce will soon promulgate the Measures for the Administration of Food Circulation Permit, which comprehensively stipulates the application, acceptance, examination, issuance, alteration, cancellation and license management of food circulation permit. The industrial and commercial authorities will perform the duties of access management of food circulation subjects in accordance with the law, and provide high-quality and efficient services for the registration of food operators.
Units and individuals applying for food business license shall go to the industrial and commercial window to receive and fill out the {Application for Food Hygiene License}, and provide the following materials:
1, food business license application;
2, the legal representative, the owner or the person in charge of the identity certificate;
3, the production and operation site plan;
4, food practitioners health examination and training certificate;
5, new construction, renovation and expansion projects of preventive health audit materials;
6. Laws, regulations, rules or health administrative departments.

Article 12 stipulates that to apply for a food business license, the following materials shall be submitted to the local food and drug supervision and administration department at or above the county level where the applicant is located: (1) an application for a food business license;
(two) a copy of the business license or other qualification documents;
(three) the layout of major equipment and facilities, operating procedures and other documents that are suitable for food business;
(four) food safety self-inspection, health management of employees, incoming inspection records, food safety accident handling and other rules and regulations to ensure food safety.
