From the accredited tertiary hospitals, 100 national quality hospitals and 300 provincial quality hospitals were produced. Specific plans and selection criteria are being worked out. Hospitals in China are divided into three levels according to their functions:
First-class hospital
Primary hospitals that directly provide comprehensive services of medical treatment, prevention, rehabilitation and health care to communities are primary medical and health institutions. Its main function is to directly provide primary prevention for the population, manage frequently-occurring and common patients in the community, make correct referrals for difficult and severe cases, assist high-level hospitals to provide intermediate or post-hospital services, and rationally divert patients.
Secondary hospital
Regional hospitals that provide medical and health services across several communities are the technical centers of regional medical prevention. Its main function is to participate in guiding the monitoring of high-risk groups, accept first-class referrals, provide professional and technical guidance for first-class hospitals, and conduct teaching and scientific research to a certain extent.
Tertiary hospital
Hospitals that provide medical and health services across regions, provinces and cities and face the whole country are medical prevention technology centers with comprehensive medical treatment, teaching and scientific research capabilities. Its main function is to provide medical services for specialties (including special specialties), solve critical and difficult diseases, accept secondary referral, and provide professional technical guidance and personnel training for lower-level hospitals; Complete the teaching of cultivating all kinds of senior medical talents and undertake the tasks of scientific research projects at or above the provincial level; Participate in and guide primary and secondary prevention work.
The delineation, layout and setting of the first, second and third-class hospitals shall be decided by the health authorities in the local area (i.e. the administrative divisions of cities and counties) according to the unified planning of the medical and health service needs of the population. The level of hospitals should be relatively stable to maintain the integrity and reasonable operation of the three-level medical prevention system.
According to the comprehensive level of hospitals, hospitals in China can be divided into three levels and ten levels, that is, the first and second level hospitals are divided into A, B and C levels respectively. Tertiary hospitals are divided into specialties, A, B and C, etc. The standards and indicators of hospital classification should mainly include:

(2) the technical level of the hospital, that is, the technical level corresponding to the hospital level, puts forward the requirements and indicators according to the department in the standard;

(5) Hospital quality, including the requirements and indicators of diagnosis quality, treatment quality, nursing quality, work quality and comprehensive quality. The current hospital classification standard in China is mainly based on the third-class hospitals at all levels. The standard of tertiary hospitals is the standard that can meet the requirements of the country, hospital management and health in the next 3-5 years. Hospital accreditation committee is a professional organization that independently engages in hospital accreditation under the leadership of the health administrative department at the same level.
II. Levels and tasks
Hospital accreditation committees are divided into three levels: ministerial, provincial and prefecture (city) accreditation committees. The tasks of the review committees at all levels are:

The ministerial review committee is organized by the Ministry of Health, and is responsible for reviewing tertiary specialized hospitals, formulating and revising hospital classification management standards and implementation plans, and conducting necessary spot checks and rechecks on local litigation results at all levels.

Thirdly, the composition of the review committee.
The review committee is managed by an experienced hospital hired by the health administrative department at the same level. It is composed of many experts in medical education, clinic, medical technology, nursing and finance. Members must be honest, upright, fair, unselfish, healthy and able to participate in the evaluation work in person.
Four, the review committee's working system
The review committees at all levels shall formulate working rules and establish and improve the working system. Strictly abide by the national laws and regulations on building a clean government, and be diligent and thrifty. Hospital accreditation generally goes through five stages, namely, self-examination and declaration, qualification assessment, audit, conclusion and approval. In addition, if the hospital has different opinions on the evaluation conclusion, it can apply for a review.
1. Self-inspection and declaration. Hospitals at all levels first conduct self-examination according to the hospital classification management standards, and then fill out the Application for Hospital Accreditation in several copies and apply to the corresponding accreditation committee.
2. Qualification examination. According to the application form, the review committee shall conduct a preliminary review of the hospital's application in time to confirm the qualification to participate in the review.
3. Assessment and inspection. The hospital evaluation committee carries out the evaluation and inspection of the hospital by combining the usual spot check with regular evaluation. In the process of evaluation, the hospital should provide all kinds of real information and materials needed to the evaluation Committee.
4. Make a review conclusion. The evaluation committee shall make a conclusion on the level and grade of the evaluated hospital and submit a formal report to the health administrative department at the same level. To apply for a three-level first-class specialized hospital, it shall be reported to the provincial review committee for review by the three-level first-class specialized hospital, and then the provincial review committee shall decide whether to recommend to the Ministry review committee to participate in the review of the three-level first-class specialized hospital according to the review results.
If the hospital has different opinions on the evaluation conclusion, it can request a review from the evaluation Committee within months after receiving the formal notice of the evaluation conclusion. After being studied by the review committee and reported to the health administrative department at the same level to decide whether to review, the number of reviews shall be limited to 1 time.
