Notice of the People's Government of Yunnan Province on printing and distributing the measures for the administration of microfinance poverty alleviation in Yunnan Province

Article 1 In order to further standardize and improve the management of microfinance poverty alleviation, make good use of microfinance poverty alleviation funds, and continuously improve the effect of microfinance poverty alleviation, according to the relevant provisions of the Detailed Rules for the Management of Microfinance Poverty Alleviation Loans of Yunnan Branch of Agricultural Bank of China (Trial), combined with the actual situation of microfinance poverty alleviation in our province, the Measures for the Management of Microfinance Poverty Alleviation in Yunnan Province (hereinafter referred to as the Measures) were revised and improved. Article 2 Micro-credit poverty alleviation means that banks, financial institutions and social forces provide small amounts of paid and interest-bearing credit funds to poor farmers, and implement the principle of "paid use, small short-term, zero repayment of the whole loan, joint guarantee by the group and rolling development" to guide and help poor farmers achieve sustainable development. At the same time, it will run through the whole process of solving the problem of relative poverty. Article 3 Micro-credit poverty alleviation is an effective comprehensive poverty alleviation measure, focusing on poor villages and targeting poor households. The financial system, poverty alleviation, finance, women's federations, youth federations and other departments should cooperate closely to promote the healthy, orderly and rapid development of microfinance in our province. Fourth provinces, prefectures and counties set up micro-credit poverty alleviation leading groups and working institutions in the poverty alleviation and development leading groups at the same level. Agricultural banks at the provincial, prefecture, city and county levels should set up institutions to manage microfinance poverty alleviation loans and ensure institutional coordination. Fifth Provincial Microfinance Office is located in the Poverty Alleviation Office, responsible for the organization and implementation of microfinance poverty alleviation in the province. Its main responsibilities are:

1. On behalf of the provincial leading group for poverty alleviation and development, formulate the overall planning and implementation plan of microfinance poverty alleviation in the province, and formulate relevant rules and regulations and management measures for microfinance poverty alleviation;

2. Make overall plans, determine the scale, allocate funds, monitor and audit, organize research on microfinance poverty alleviation policies, summarize and exchange experiences, and strengthen personnel training;

3 macro guidance, supervision and inspection of all localities and relevant departments to implement the central and provincial policies on microfinance, microfinance business and the implementation of various rules and regulations. Sixth local, state and municipal microfinance offices are mainly responsible for:

1. Daizhou Leading Group for Poverty Alleviation and Development prepares the work plan and annual plan of microfinance in the whole region, and formulates specific implementation opinions of microfinance poverty alleviation in the whole region in accordance with the relevant provisions of the Provincial Microfinance Office;

2. Guide the micro-credit business in counties and townships;

3. Train county and township microfinance business personnel, do a good job in statistical monitoring, and organize microfinance policy research;

4. Strengthen contact and cooperation with the Agricultural Bank of China to ensure that the microfinance poverty alleviation loans of the Agricultural Bank of China are in place in full and on time;

5. Cooperate with relevant departments to strengthen the inspection, audit and supervision of county and township microfinance poverty alleviation funds. Seventh county microfinance office is mainly responsible for:

1. On behalf of the leading group for poverty alleviation and development at the county level, work out the poverty alleviation work plan and annual plan for microfinance;

2. Review and inspect the microfinance poverty alleviation projects and do a good job in statistical monitoring;

3. Strengthen the contact and cooperation with the Agricultural Bank to ensure that the credit funds of the Agricultural Bank are safely, timely and fully distributed to the masses;

4 management of township (town) microfinance workstation, do a good job in training, organize supporting services;

5. Cooperate with relevant departments to strengthen the inspection and audit of micro-credit funds in townships (towns). Eighth township (town) microfinance workstation is mainly responsible for:

1. On behalf of the township (town) people's government, prepare the township (town) microfinance poverty alleviation work plan and annual plan;

2. Select the poverty alleviation targets, do a good job in setting up files and establishing cards, establish and manage the work of each center and the joint guarantee team, establish and improve the post responsibility system of workstation stationmaster, accountant, cashier and loan officer, and establish and improve the post responsibilities and post responsibilities of the center director and team leader;

3. Help poor households choose projects and provide pre-,mid-and post-natal services around the projects;

4. Insist on holding a central meeting once a month, ensure the institutionalization and normalization of the central meeting, assist the Agricultural Bank of China to do a good job in lending, and conscientiously and responsibly do a good job in credit fund management, recovery and re-lending in accordance with the Agricultural Bank of China's "micro-credit" poverty alleviation loan entrusted collection custody agreement. Article 9 The duties of the director of the center are:

1. Organize team members to choose development projects and apply for poverty alleviation funds;

2. Hold a central meeting once a month to exchange production experience, transmit market information, carry out technical training, implement joint guarantee responsibility and publicize poverty alleviation policies;

3. Assist the loan officer to do a good job in lending, collecting and recovering loans. Article 10 The responsibilities of the team leader are:

1. members of the supervision team shall attend the central meeting and implement the rules and regulations;

2. Organize team members to discuss, select and implement production projects, determine the loan amount, rationally use loans, and implement joint and several guarantee responsibilities;

3. Unite and help each other, and urge the team members to repay the interest and pay the group money on schedule;

4. Assist the workstation staff to carry out the construction of community spiritual civilization and participate in the formulation of community development planning. Article 11 The Agricultural Bank of China is an institution that manages micro-credit poverty alleviation loans. Its main responsibilities are:

1. Under the overall arrangement of the provincial leading group for poverty alleviation and development, the annual microfinance poverty alleviation loan plan was issued;

2. Responsible for the microfinance poverty alleviation loan business of China Agricultural Bank;

3 in accordance with the relevant provisions of the Agricultural Bank of China, formulate detailed rules and measures for the implementation of the management of microfinance poverty alleviation loans, and conduct regular supervision and inspection;

4 to undertake the training of poverty alleviation credit business personnel in all parts of the province, prefectures, cities and counties;

5. Regularly check the accounts of poor microfinance households around the country, state, city and county, and cooperate with relevant provincial departments to audit and supervise the funds of poor microfinance households around the country, state, city and county.
