Because many tourist areas in Tibet belong to the borders of China or areas that are not fully open, China citizens (including compatriots from Hong Kong and Macao) must apply for border passes to enter this area, otherwise they don't need to enter. For valid passport holders who have applied for exit visas (that is, walking passports), border passes may be exempted. It is easier to go to the police station where the household registration is located with your personal ID card. Some police stations may not have done it and will not handle it. You can go to the liaison office of Tibet Tourism Bureau to issue a travel certificate first, which can save some trouble.

The specific handling method is: write a certificate in the unit stating that you went to a certain (as many as you need to write) border place for tourism reasons, prove that you are a person of the unit and stamp it, and then go to the police station where the account is located to handle it. It can be handled in Tibet, but it is very troublesome, complicated and expensive. Because the policy stipulates that it must be handled in the country of origin, it may not be possible to handle it in Tibet. It is recommended to properly handle it at the place of origin, which is convenient and quick, and does not charge any fees. To be on the safe side, it is best to go to the county seat in the name column of the border area, such as: go to Mount Everest and write "Dingri County"; Go to Medog and write "Medog County"; If you go to Shenshan (Gangren Boqin) and Shenghu (Mabian Yongcuo), fill in "Ariza Dapulan County".
To Tibet where border passes are required:
Xigaze area: Zhongba County, Saga County, nyalam county (Zhangmu), Dingri County, Kangma County, Yadong County, Gamba County, Ding Jie County and Jilong County;
Shannan region: Cuona County, Zi Long County, Luozha County and Langkazi County;
Linzhi area: Milin County, Langxian County, Chayu County and Medog County;
Ali area: Pulan County, Zada County, Ritu County and Gaer County.
Confirmation letter for entering Tibet:
Foreign guests traveling in Tibet must be organized, that is, they must have a reception unit and a definite travel itinerary, and go to the office of Tibet Tourism Bureau to handle the "Confirmation Letter of Entering Tibet". With this confirmation letter, they can go to the airline to buy tickets to Tibet and check in. Overseas Chinese, Taiwan compatriots and foreign guests need to apply for the Confirmation of Entry into Tibet, and Hong Kong and Macao compatriots can travel in Tibet like domestic guests with valid home visit cards, without having to apply for the Confirmation of Entry into Tibet. Foreign guests, overseas Chinese and Taiwan compatriots may go to the office of Tibet Tourism Bureau or entrust a travel agency with their valid passports (photocopies), visas (photocopies) and personal work certificates. Generally, you can go through the formalities within one week, and it will be expedited for 2-3 days.
Id card:
From March 2002 1, 2065438, anyone who enters Tibet must bring his/her ID card before entering Tibet. However, regardless of booking train tickets, air tickets, etc., ID cards can be said to be necessary for domestic travel.
Hospital health certificate:
Health certificate is not a "necessity" for traveling in Tibet. The Tibet Tourism Bureau does have requirements for the physical condition of tourists who enter Tibet by train through the Qinghai-Tibet Railway, but it does not require them to carry the "health certificate" issued by medical institutions, but to fill in the corresponding "health registration form" before boarding the train, which may be issued before passengers purchase tickets. However, in view of the geographical and climatic conditions in Tibet, it is best to go to the relevant medical units for a series of health checks before traveling in Tibet; At the same time, it is suggested that patients with obvious heart, lung, brain, liver and kidney diseases and severe anemia or hypertension should not blindly enter the plateau area, especially when they are unwell.

Mountaineering permit:
All organizations and individuals who want to explore and climb mountains in Tibet need to submit an application report to the Xizang Autonomous Region Mountaineering Association, which should include the name of the mountain to be climbed, the climbing time, the climbing route, the number of people and the access route. After the application report is approved, go through the following procedures:
1) within three months, pay the registration fee for the mountain peak according to the prescribed standards, and the application report passed by those who fail to pay within the time limit will automatically become invalid;
2) Before the official implementation of the mountaineering plan, confirm the mountaineering schedule and all service items to the Xizang Autonomous Region Mountaineering Association. According to the service items and schedule, the Association proposes the budget amount to mountaineering groups or individuals, and all budget expenses should be remitted to the Association account three months before the mountaineering team arrives in Tibet.
3) All organizations and individuals who are allowed to explore and climb mountains in Tibet must inform the Xizang Autonomous Region Mountaineering Association of the name, gender, nationality, occupation, age and passport number of the climbers three months before entering Tibet, so as to apply for entry visas.
4) Any organization or individual who is allowed to enter Tibet for mountaineering expedition should apply for mountaineering expedition at the same time or separately if it needs to conduct scientific investigation and shoot videos and movies related to mountaineering, but the examination and approval procedures must be completed before entering Tibet.
5) Any organization or individual who is allowed to enter Tibet for mountaineering expedition, such as using walkie-talkies, radios, satellite phones and other communication equipment during mountaineering, must put forward the use plan in advance, and notify the Xizang Autonomous Region Mountaineering Association of the model, power and brand of the communication equipment, and the association will go through the examination and approval procedures on its behalf. Without approval, they are not allowed to bring communication equipment into Tibet.
