With the joint efforts of experts from the National Dental Prevention and Control Steering Group and Advisory Group, 1989 was jointly signed by nine ministries and commissions, including the Ministry of Health, the National Patriotic Health Association, the State Education Commission, the Ministry of Culture, the Ministry of Radio, Film and Television, the All-China Federation of Trade Unions and the All-China Women's Federation, and it was determined that September 20th of each year was the "national love teeth day".
