3 management institutions and responsibilities
3. 1 Management Organization
The Ministry of Personnel and Labor is the centralized management department of occupational disease prevention and control in the factory, the safety production department is responsible for the supervision and management of occupational disease prevention and control, and the infirmary is responsible for the establishment and custody of employees' occupational health services and occupational health monitoring files.
3.2 Responsibility
Formulate occupational disease prevention and control plans; Establish and improve the occupational health management system and operating procedures; Establish and improve occupational health files and employee health monitoring files; Establish and improve the monitoring and evaluation system of occupational hazards in the workplace; Establish and improve the emergency plan for occupational hazard accidents: organize and coordinate relevant departments to complete all the work of occupational disease prevention and management in our factory.
4 Work contents, requirements and procedures
4. 1 Management content
4. 1. 1 The personnel and labor department organizes employees of the whole factory to learn the Law on the Prevention and Control of Occupational Diseases, and provides professional education and training for employees exposed to toxic and harmful substances.
4. 1.2 Take effective occupational disease prevention facilities and distribute effective labor protection articles and appliances on time.
4. 1.3 According to the occupational disease prevention work of the state and China Power Investment Corporation; The relevant provisions on labor protection for toxic and hazardous operations and employees engaged in toxic and hazardous operations shall be determined by the Safety Production Department and the Personnel and Labor Department.
4. 1.4 The safety production department shall regularly monitor the workplace, determine the toxic and harmful workplace and the preventive and emergency measures, and announce them to the employees.
4. 1.5 the medical department should be equipped with part-time occupational health doctors and nurses to strengthen the protection and management of occupational health during labor. According to the requirements, organize health examination for personnel exposed to toxic and harmful jobs, and establish and keep occupational health monitoring files for employees.
4. 1.6 Responsible for the diagnosis of occupational diseases and the report of confirmed occupational disease patients.
4.2 Management requirements
4.2. 1 Personnel exposed to toxic and harmful substances shall receive professional training before taking up their posts.
4.2.2 Personnel exposed to toxic and harmful substances shall undergo health examination before taking up their posts and leaving their posts, and on-the-job personnel shall undergo health examination once a year.
4.2.3 Toxic and harmful workplaces shall be monitored at least once a year.
4.2.4 The Safety Production Department shall establish monitoring files of workplace hazards.

5.2 This system is assessed in accordance with the relevant parts of the Economic Responsibility System Assessment Management Standard.
6 supplementary provisions

6.2 This system shall be implemented as of the date of promulgation.
Occupational disease prevention and control management system
In order to prevent, control and eliminate occupational hazards and protect workers' health, according to the Law on the Prevention and Control of Occupational Diseases implemented by the state on May 1 2002. This management system is specially formulated:
I. Types of occupational diseases:
1. At present, there are 9 categories of occupational diseases published in China: occupational poisoning, pneumoconiosis, physical factors, occupational infectious diseases, occupational skin diseases, occupational eye diseases, occupational otorhinolaryngology diseases, occupational tumors and other occupational diseases.
Two. Main occupational diseases related to the construction industry:
1, occupational poisoning: due to poor ventilation in the construction site and other reasons, such as basement construction, effective protective measures are not taken, which can cause a large amount of toxic substances to accumulate in the local environment and cause acute poisoning. If the painter is exposed to toxic and harmful substances for a long time, if he does not pay attention to protection, or improper protection. It can cause chronic benzene poisoning, such as leukopenia, and further inhibit the hematopoietic function of bone marrow, leading to aplastic anemia and leukemia.
2. Pneumoconiosis: Workers exposed to dust, such as masons, welders, carpenters and ash workers. If you don't pay attention to personal protection and work in a dusty environment for a long time, it can cause upper respiratory tract infection, chronic bronchitis, emphysema or bronchial asthma, and even lead to pneumoconiosis in severe cases.
3. Occupational otopathy: High-decibel noise such as pile drivers, concrete mixers and vibrators on the construction site, working under such environmental factors for a long time, can cause hearing loss, and in severe cases, can lead to deafness.
4. Occupational eye disease: If the welder doesn't wear an eye mask and doesn't pay attention to eye protection during operation and construction, it may lead to electro-optic eyes, which will make the eyes red, swollen and painful and unable to see clearly.
5. Cardiovascular disease: Because most construction workers work at high altitude, they are highly focused for a long time, which is easy to cause mental stress and can lead to hypertension and coronary heart disease. Long-term exposure to adverse environmental factors, such as noise and vibration, will also lead to an increase in the incidence of hypertension and coronary heart disease.
6. Bone marrow and soft tissue injuries: Because construction workers are mostly heavy manual workers, they are mainly caused by trauma, lifting or loading, poor posture and other factors. Such as acute lumbar sprain, chronic lumbago, lumbar muscle strain, ligament injury, lumbar disc herniation and so on.
7. High-temperature heatstroke: Due to high-temperature outdoor work in summer, the sun is in direct sunlight, there are no protective measures, or improper protection, and the working hours are unscientific. Construction workers are prone to heatstroke. Another example is the construction in the basement in summer. Because the local environment is hot and humid, or the ventilation equipment is poor, no effective cooling measures are taken, which will also lead to heatstroke of the construction workers.
Third, preventive measures.
1. The project department shall include the cost of occupational disease prevention in the project budget of the construction project, and the occupational disease prevention facilities shall be built, put into production and use at the same time as the project to play a protective role.
(l) The Engineering Management Department is the competent department of occupational health management, equipped with part-time occupational health professionals, and the project manager is responsible for the prevention and control of occupational diseases.
(2) Formulate occupational disease prevention and control plans and implementation plans.
(3) Establish and improve the occupational health management system.
(4) Establish and improve occupational health records and workers' health records.
(5) Establish and improve occupational hazard accidents and emergency rescue plans.
2. Organize relevant personnel to carry out occupational health education according to regulations, especially painters, welders, dust workers, aerial workers and other special types of work, organize regular occupational health examinations and establish occupational health files. If it is found that it is not suitable for the original job, it should be transferred from the original job and undergo medical observation when necessary.
3, the construction site should be set up in a prominent position bulletin board, published occupational disease prevention and control rules and regulations, operating procedures, occupational disease accident emergency rescue measures and workplace occupational disease hazard factors test results.
4, the construction site should give priority to the use of new technologies, new processes and new materials conducive to the prevention and treatment of occupational diseases and the protection of workers' health, and gradually replace the technologies, processes and materials with serious occupational hazards.
5. The Project Department shall inform employees of the real situation of occupational hazards when concluding labor contracts with employees.
6, the project department shall not arrange workers with occupational contraindications to engage in taboo work.
7. Workers who have not undergone occupational health examination shall not be arranged to engage in the work of contacting occupational hazards.
8, the construction site must take effective occupational disease protection measures, and provide personal protective equipment for workers. Occupational disease protection articles must meet the requirements of occupational disease prevention and control, and those that do not meet the requirements shall not be used.
9. The intensity or concentration of occupational hazard factors on the construction site shall not exceed the national occupational health standards. For toxic and harmful construction sites where acute occupational diseases may occur, workers must be equipped with certain protective articles, alarm devices, on-site first-aid drugs, washing equipment, emergency evacuation routes and necessary safe-haven areas.
10. Occupational disease protection equipment, emergency rescue facilities and personal occupational disease protection articles shall be regularly maintained and overhauled, and their performance and effects shall be regularly tested to ensure that they are in normal condition, and shall not be dismantled or stopped without authorization.

12, if it is found that the occupational hazards on the construction site do not meet the national occupational health standards and health requirements, corresponding control measures shall be taken immediately. After treatment, the occupational hazard factors meet the national occupational health standards and health requirements before the construction operation can be resumed.
13. Construction workers who have suffered or may suffer occupational hazards shall be treated in time, and health examination and medical observation shall be carried out.
