chapter one

General rule

Article 1 The name of this group is china Youth Network Association, which is translated into China Youth Association for Network Development in English, abbreviated as Youth Network Association, and abbreviated as CYAND in English.

Article 2 The nature of the Youth Internet Association is: a national social organization voluntarily composed of organizations and outstanding individuals engaged in Internet work, youth work or other related work, and it is a non-profit social organization.

Article 3 The purpose of the Youth Network Association is to promote the construction of network civilization, promote the development of network industry, train outstanding network talents and serve the healthy growth of young people.

Article 4 The superior competent unit of the Youth Network Association is the Central Committee of the Communist Youth League. The Youth Network Association is registered in the Ministry of Civil Affairs and subject to its supervision and management.

Article 6 The business scope and main tasks of the Youth Network Association are:

(a) to publicize, popularize and popularize network technology and knowledge among teenagers, and to carry out various computer network training and competitions;

(two) to carry out theoretical research and technical exchange activities for teenagers' Internet, and promote the healthy development of teenagers' Internet service institutions;

(3) With the help of social forces, help teenagers correctly understand and use the Internet, and recommend healthy network products to teenagers;

(four) to play the role of a bridge and link between the Communist Youth League, organize exchanges and cooperation between members, and create a network environment conducive to the healthy growth of young people;

(five) to carry out international exchanges and cooperation, to promote the theory and application level of Internet for young people in China to be in line with the international leading level, and to promote exchanges between Chinese and foreign young people through the Internet;

(six) to represent and safeguard the legitimate rights and interests of members.

member

Article 7 The Youth Network Association shall implement the system of unit members and individual members.

Article 8 A member applying to join the Youth Network Association must meet the following conditions:

(a) to abide by the national constitution, laws and regulations, and to recognize and support the articles of association of the Youth Network Association;

(two) to join the Youth Network Association voluntarily and to support the work of the Youth Network Association;

(three) the members of the unit are enterprises, institutions or social organizations related to the Internet industry or youth undertakings approved by the people's governments at all levels, civil affairs departments and industrial and commercial administrative departments.

(four) individual members are well-known people who have certain expertise and contributions in the field of online information or youth work.

Article 9 The procedures for joining the club are as follows:

(1) submitting an application for membership;

(two) issued a membership card after approval by the secretariat of the association.

Article 10 Members shall enjoy the following rights:

(a) to enjoy the right to vote, to be elected and to be elected in the Youth Network Association;

(two) to participate in activities organized by the Youth Network Association;

(3) Give priority to the services provided by the Youth Network Association;

(four) to supervise the work of the Youth Network Association and make criticisms and suggestions;

(5) Freedom to join and quit voluntarily.

Article 11 Members shall perform the following obligations:

(1) Abide by the constitution of the Youth Network Association;

(two) to safeguard the legitimate rights and interests of youth network associations;

(3) Implementing the resolutions of the Youth Network Association;

(four) to complete the work assigned by the Youth Network Association;

(five) to pay membership fees in accordance with the provisions;

(six) to reflect the situation within the scope of investigation to the Youth Network Association and provide corresponding information.

Article 12 When a member withdraws from the meeting, he shall notify the Youth Network Association in writing and return his membership card.

A member of Junior Tennis Association 1 year who fails to pay the membership fee or participate in the activities of the association is deemed to have withdrawn automatically.

Thirteenth members who seriously violate the articles of association of the Youth Network Association shall be removed from the list after being voted by the Standing Council or the President's Meeting.

Create and delete organizations and principals.

Article 14 The highest authority of the Youth Network Association is the members' congress, and the members' representatives shall be decided by the secretariat of the Association after full discussion with each branch. The functions and powers of the members' congress are:

(a) to formulate and amend the articles of association of youth network;

(2) Electing and dismissing directors;

(3) Review the work report and financial report of the Council of Youth Network Association;

(4) Deciding to terminate the Youth Network Association;

(five) to decide on other major issues of the Youth Network Association.

Fifteenth members' congress is held every three years. A member representative meeting must be attended by more than two-thirds of the members' representatives, and the resolution of the meeting must be passed by more than half of the members' representatives present.

Article 16 The Council is the executive body of the member congress, leading the Youth Network Association to carry out its daily work when the member congress is not in session, and being responsible to the member congress. The term of office of directors is three years. Due to special circumstances, it is necessary to advance or postpone the general election, which shall be voted by the Standing Council, reported to the competent business unit for review and approved by the Ministry of Civil Affairs. The longest extension of the term of office shall not exceed one year.

Article 17 The functions and powers of the Council are:

(a) to implement the resolutions of the members' congress;

(two) to elect and recall the president, vice president and secretary general;

(three) to prepare for the convening of the members' congress;

(four) to report the work and financial situation to the members' congress;

(five) decided to recruit new members and recall members;

(6) Deciding to establish offices, branches, representative offices and entities;

(seven) to decide the appointment and removal of the Deputy Secretary General and the principal responsible persons of various institutions;

(eight) to lead the youth network association to formulate plans and carry out work;

(nine) to formulate the internal management system of the youth network association;

(10) To decide on other major matters.

Article 18 The Council shall be convened as required. In case of special circumstances, it may be convened by means of communication. At the meeting of the Board of Directors, more than two thirds of the directors shall attend, and the resolutions of the meeting shall be adopted by more than two thirds of the directors present.

Article 19 The Youth Network shall have a standing council. The Standing Council is elected by the Council, exercises the functions and powers of the Council when the Council is not in session, leads the Youth Network Association to carry out its daily work, and is responsible to the Council.

Article 20 The Standing Council shall be convened as required. In case of special circumstances, it may be convened by means of communication. The meeting of the Standing Council shall be attended by more than 2/3 of the executive directors, and the resolutions of the meeting shall be adopted by more than 2/3 of the executive directors present at the meeting.

Article 21 The Youth Network Association shall set up a meeting of presidents, with the president, vice president, secretary-general and deputy secretary-general as members, who shall exercise the functions and powers of the Standing Committee when the Standing Committee is not in session, lead the Youth Network Association to carry out its daily work and be responsible to the Standing Committee. The chairman's meeting shall be held irregularly as required.

Article 22 When the members' congress, the Council and the Standing Council are not in session, the secretariat of the Association may report to the meeting of presidents and supplement the directors, executive directors, vice presidents and deputy secretaries-general of the Association.

Article 23 The Youth Network Association has 1 honorary president; The president has1; Set up several vice presidents as needed; There are 1 secretaries-general; Hire multiple consultants as needed.

Article 24 The president, vice president and secretary general of the Youth Network Association must meet the following conditions:

(a) support the leadership of the party and support the party's basic line;

(2) It has a certain social influence in the field of network or youth work;

(3) Being in good health and able to stick to normal work;

(4) Not deprived of political rights or subjected to other criminal punishments;

(5) Having full capacity for civil conduct.

Article 25 The term of office of the president, vice-president and secretary-general of the Youth Network Association is three years. If it is necessary to extend the term of office due to special circumstances, it must be voted by the chairman's meeting, reported to the Central Committee of the Communist Youth League for review and approved by the Ministry of Civil Affairs.

Article 26 The Secretary-General of the Junior Tennis Association shall be the legal representative of the Association, and the legal representative of the Junior Tennis Association shall not concurrently serve as the legal representative of other associations.

Article 27 The president of the Youth Network Association shall exercise the following functions and powers:

(a) to convene and preside over the meeting of the Council, the Standing Council and the President;

(two) to check the implementation of the resolutions adopted by the members' congress, the Council and the Standing Council;

(3) Other functions and powers entrusted by the Council.

The vice president of the Youth Network Association assists the president in his work.

Article 28 The Secretary General of the Youth Network Association shall exercise the following functions and powers:

(a) to preside over the daily work of the Youth Network Association Office and organize the implementation of the annual plan;

(2) Signing relevant important documents on behalf of the Youth Network Association;

(3) Coordinating the work of branches, representative offices and entities;

(4) Handle other daily affairs.

The Deputy Secretary-General assists the Secretary-General in his work.

Principles of asset management and use

Twenty-ninth sources of funds for the Youth Network Association mainly include:

(1) Membership dues paid by members;

(two) government funding and social sponsorship and donation;

(3) interest on funds;

(4) Income from activities or services provided within the approved business scope;

(5) Other proper financing methods.

Article 31 The funds of the Youth Network Association shall be used for the business scope stipulated in the articles of association and the development of various undertakings of the Youth Network Association.
