Regulations of Guangzhou Municipality on Prohibiting Kitchen Waste

Article 1 In order to form a social fashion and economic habit of cherishing food and opposing waste, and to stop food and beverage waste, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the prevention and suppression of food waste and related publicity, education, supervision and management activities within the administrative area of this Municipality. Article 3 Anti-catering waste adheres to the principle of strict economy and opposition to waste, and follows the principles of government guidance, departmental supervision, territorial management, industry self-discipline, unit responsibility, everyone's responsibility and social supervision. Article 4 The municipal and district people's governments shall strengthen the overall coordination of the work of kitchen waste within their respective administrative areas, guarantee the working funds, establish and improve the comprehensive management system and working mechanism of kitchen waste, and promote the work of kitchen waste.

The Town People's Government and the sub-district offices shall do a good job in the anti-kitchen waste related work within their respective jurisdictions according to law. Article 5 The competent commerce department is responsible for formulating policies and measures, guiding the development of economical catering enterprises, popularizing relevant national standards and local standards in the catering industry, promoting the chambers of commerce and associations in the catering industry to formulate and implement industry standards and self-discipline conventions for catering waste, coordinating and guiding the catering industry, and organizing the implementation of these Regulations.

The market supervision and management department shall be responsible for the supervision and management of catering service operators' anti-catering waste, establish a daily inspection mechanism, urge catering service operators to implement relevant responsibilities and obligations, and investigate and deal with acts of catering service operators in violation of the provisions of these regulations.

The Department of Culture, Radio, Film and Tourism is responsible for the supervision and management of anti-food waste in star-rated hotels, and guides relevant industry associations to formulate self-discipline conventions against food waste.

The education department is responsible for the supervision and management of anti-food waste in schools, guiding schools to incorporate anti-food waste into school management, establishing and improving the anti-food waste system, and urging schools to strengthen canteen management.

The competent department of Internet information is responsible for the supervision and management of the waste behavior of live catering on the network platform, and urges the network platform to strengthen the monitoring and audit of live catering content.

The health department should strengthen the publicity and education of reasonable diet, popularize the knowledge of healthy diet to the public, guide catering service operators and canteens to provide food that meets the requirements of dietary balance and health, and promote healthy and reasonable dietary consumption.

Development and reform, industry and information technology, agriculture and rural areas, urban management and comprehensive law enforcement departments shall, according to their respective functions and duties, do a good job in anti-kitchen waste related work. Article 6 The Office of the Committee for the Construction of Spiritual Civilization is responsible for organizing publicity, education and guidance against food and beverage waste, strengthening public welfare publicity such as saving food, civilized dining and eliminating waste, organizing the design of relevant publicity signs, and incorporating strict economy and opposition to food and beverage waste into the evaluation content of various mass spiritual civilization creation activities. Seventh trade unions, the Communist Youth League, women's federations and other mass organizations should carry out targeted publicity and education activities against food waste.

Residents' committees and villagers' committees shall incorporate anti-kitchen waste into community residents' conventions and village rules and regulations, and assist in the anti-kitchen waste work.

Enterprises, social organizations, etc. Anti-food waste should be included in management regulations and community codes. Guide members to consciously oppose food waste. Article 8 Chambers of commerce and associations in the catering industry shall formulate industry self-discipline conventions on strict economy and anti-waste, promote the popularization and implementation of catering industry standards, carry out training and guidance on anti-catering waste in the industry, popularize table manners and etiquette knowledge, incorporate anti-catering waste into the industry advanced selection index system, and guide catering enterprises to develop economical catering.

The Consumer Council should advocate frugal catering services and consumption patterns, guide catering service operators to fulfill their social responsibilities, innovate business methods, guide consumers to order food in moderation, have a civilized meal, and prevent food waste. Article 9 The first week of August every year is the publicity week against food and beverage waste in this Municipality.

The Office of the Municipal Spiritual Civilization Construction Committee, in conjunction with the departments of commerce, market supervision and management, culture, radio and television tourism, education, online information, health, development and reform, industry and information technology, agriculture and rural areas, urban management, comprehensive law enforcement, etc., organized and carried out publicity activities on the theme of opposing food waste, and incorporated opposition to food waste into World Food Day, National Food Safety Publicity Week and other activities to create an atmosphere of being ashamed of waste and proud of saving.

The news media should strengthen the propaganda and supervision of public opinion on food waste, publicize the experience and advanced models of food waste, and expose the behavior of food waste.

Schools and kindergartens at all levels should incorporate strict economy and opposition to waste into the ideological and moral education of students and children, strengthen publicity and education, organize relevant educational practice activities, and cultivate students' thoughts and behavior habits of thrift.

Encourage and support voluntary organizations and volunteers to carry out voluntary service activities that advocate food conservation and oppose food waste. Article 10 State organs, mass organizations, institutions and state-owned enterprises shall strictly implement the regulations on the management of meals for official activities, abide by the standards and requirements for official reception, meetings, training and business trips, put an end to the waste of meals for official activities, and lead the social civilization trend of saving meals.

Public officials, deputies to the National People's Congress, members of the Chinese People's Political Consultative Conference, advanced model figures and public figures should take the lead in advocating healthy, civilized and thrifty catering consumption concepts and methods, and play an exemplary role in combating catering waste.
