For example, insufficient funds for heating construction, single investment channel, serious shortage of heat source capacity, uncoordinated charging policies, and backward management system of heating enterprises have led to difficulties in the operation of heating enterprises and the decline of heating quality, which has seriously affected the healthy and rapid development of urban heating industry. In combination with this situation, the leaders of our company took the lead, and all the cadres and workers, Qi Xin and Qi Xin, made concerted efforts. Xianyang central heating project was approved by the State Planning Commission in document JYJ [1997] 1602. The heating network engineering department is built, operated and managed by Xianyang Thermal Power Company. 200 1 Shaanxi provincial planning commission approved the preliminary design of the heating network project in document [200 1]522, with a total investment of 90.5 million. The project scope is divided into two branches, the south branch and the north branch, with thermal power plant as the main heat source. At present, the south branch line is the main one, and the south branch line runs from the heat source to the government heat exchange station of Cross Stadium. The pipe network is laid to Wook Kim Road, Chaoyang Second Road, Renmin East Road, south of Dongfeng Road overpass, Minsheng Road, Yule Road, Weiyang East Road, Weiyang Middle Road and Xinxing South Road. The total length of heating pipe network is 330.85 kilometers, and the regional heating area is 2.22 million square meters. At present, it has invested a total of 78.5 million yuan, laid a pipe network 17.55 kilometers, built 35 heat exchange stations, increased the number of steam metering users to 39, and the heating area reached 6.5438+0.22 million square meters. The annual operating income increased to 7.4 million yuan, an increase of 27% over three years ago.
In order to ensure the normal and orderly operation of central heating in our company and ensure the supply of heat source, the leaders of our company boldly innovate and dare to think. On the one hand, they actively contacted Changqing Petrochemical Company and used the industrial waste heat of the company as a supplementary heat source for the south branch line. On the other hand, in 2003, the company rented two 20-ton/hour idle boilers in Xianyang Printing and Dyeing Factory, and invested in installing a 20-ton/hour boiler as an emergency peak-shaving heat source for the heat source supply in the east area. At present, the total heating capacity of our company is 60 tons/hour, which is three times higher than the original.
For a long time, urban central heating is a social welfare undertaking, which is undertaken by the government. However, heat users do not pay or pay less, which leads to an increase in investment and a heavy burden for heating enterprises. With the support of environmental protection policy, with the strengthening of urban infrastructure and the improvement of citizens' quality of life, the demand for heating is more and more urgent. However, influenced by the planned economic system, the traditional business model affects the development of the heating industry. To this end, in 2004, Xianyang Municipal Government issued the management measures for urban central heating in our city. Our company pursues victory by increasing manpower and material resources to carry out publicity, fundamentally changing the public's consciousness that "heat is welfare" and correctly understanding the truth that "heat is also a commodity, and whoever pays for it and how much it costs". In order to improve work efficiency, in recent years, the company started with standardization, implemented post operation responsibility system and incentive policy, defined responsibilities, divided regions, strengthened study and training, paid attention to the improvement of work ability and quality, highlighted the people-oriented concept, implemented the target and task assessment mechanism for all cadres and workers, changed from standardization to science, always adhered to the goal of "serving users", firmly established the concept that service is also productivity, and implemented quality services. In order to ensure the standardization of quality service, the company strictly requires all employees to achieve "three unifications", "four achievements", "five prohibitions", "six ones" and "seven prohibitions". In order to improve the heating quality, infrared remote transmission devices are installed for existing steam users, and the problems raised by users are solved in time to ensure the stable, safe and smooth operation of the heating pipe network. 2 1 set has been installed, and the timely repair rate has reached 100%, and the heat recovery rate has reached over 95%.
