Evaluation and Management of "Work Plan for Monitoring and Evaluating Nutrition and Health Status of Rural Compulsory Education Students' Nutrition Improvement Plan (Trial)"

(1) Division of responsibilities. The Ministry of Health, together with the Ministry of Education, is responsible for the leadership and coordination of the monitoring work, setting up an expert group for monitoring and evaluating the nutrition and health status of students in rural compulsory education, formulating a monitoring and evaluation work plan, and organizing regular inspection, supervision and evaluation. The Institute of Nutrition and Food Safety of China Center for Disease Control and Prevention (hereinafter referred to as the Institute of Nutrition of China CDC) is responsible for providing technical support, formulating technical plans for monitoring and evaluation, training provincial key personnel, establishing a database, summarizing and analyzing national data, and completing the National Report on Monitoring and Evaluation of Nutrition Improvement of Rural Compulsory Education Students.

The provincial health administrative department in conjunction with the education administrative department is responsible for the organization and management of the monitoring work in this province. According to the requirements of the work plan, formulate the implementation plan of this province, carry out supervision, inspection and evaluation, and submit the monitoring and evaluation report to the leading group of the nutrition improvement plan for rural compulsory education students at the provincial level and the Ministry of Health. Provincial, prefecture-level CDC is responsible for the development of monitoring technology programs in this province and cities, providing technical guidance, quality control, supervision and on-site personnel training, reviewing and analyzing data, and writing technical reports.

The health administrative department at the county level shall, jointly with the education administrative department, organize disease prevention and control centers and monitoring schools according to the monitoring plan, specifically implement the nutrition monitoring and evaluation of local students, and form a monitoring report and submit it to the leading group of the nutrition improvement plan for rural compulsory education students at the county level and the superior competent department. County-level centers for disease control and prevention are responsible for implementing key monitoring, guiding schools to carry out routine monitoring, collecting input data, reporting monitoring results in time after comprehensive analysis, and standardizing monitoring data management. The monitoring school is composed of the principal and relevant personnel to cooperate with the monitoring task of the school.

(2) Data reporting and review. Establish a student nutrition monitoring data management system, and implement a routine monitoring data direct reporting system (canteen meals and students' absence due to illness are reported monthly, and other indicators are reported every April). The routine monitoring school will report the monitoring report to the county-level disease prevention and control center. Under the guidance and support of the municipal CDC, the county-level CDC collates and inputs data, reports basic monitoring data to the provincial CDC and the Nutrition Institute of China CDC before the 20th of each month and the end of April each year, and reports key monitoring information to the provincial CDC and the Nutrition Institute of China CDC before the end of June each year.

The provincial CDC is responsible for reviewing and reporting the monitoring information in time, and feeding it back to the monitoring county in time, and implementing the provincial final ruling responsibility system through direct reporting through the network. The Nutrition Institute of China CDC keeps abreast of the progress of direct reporting and organizes provinces to conduct centralized annual data review.

(3) Formation of the report. The provincial health administrative department is responsible for summarizing the local work situation, combining with the technical report submitted by the provincial center for disease control and prevention, forming an annual work report, which is submitted to the Ministry of Health and the provincial leading group for nutrition improvement plan for rural compulsory education students before the end of September each year. The Institute of Nutrition of China CDC summarized the work reports and monitoring data of various provinces to form a national monitoring and evaluation report, which was submitted to the Ministry of Health and the National Leading Group for Nutrition Improvement Plan for Rural Compulsory Education Students before mid-June 165438+ 10.

(4) data management. The monitoring data of rural students' nutrition improvement is a part of rural students' nutrition improvement work. Without the permission of the health administrative department, the specific implementation departments and individuals of monitoring work shall not publish or release monitoring information without authorization. The original data are filed and kept in the county-level disease prevention and control center for future reference. Implementing agencies at all levels should record the contents and progress of the project in detail and establish files. The contents include all documents and technical data related to the project, such as fund allocation and use, training, monitoring progress and monitoring results, organization and management, and technical supervision.

(5) Work team. Local health administrative departments at all levels designate special personnel to strengthen the management of monitoring work. Provincial, prefecture-level disease prevention and control institutions strengthen the construction of nutrition department, county-level health departments take the lead in organizing, education and other departments cooperate, * * * cooperate to form a monitoring team, closely combine the physical examination of students, students' physical health standards, semester exams and other work, and carry out various specific work.

(6) financial arrangements. In accordance with the relevant provisions of the detailed rules for the implementation of the nutrition improvement plan for rural compulsory education students, the funds for monitoring and evaluating the nutrition and health status of the nutrition improvement plan for rural compulsory education students at all levels shall be reasonably arranged to ensure that all the work is implemented.
