It is necessary to scientifically and accurately implement the unified national epidemic prevention and control policy and strictly implement the "nine prohibitions" requirements for epidemic prevention and control. This "nine noes" is: it is not allowed to arbitrarily expand the scope of travel restrictions from medium and high-risk areas to other areas; Restrictive measures such as forced repatriation and isolation are not allowed for people from low-risk areas; Do not arbitrarily extend the control time of medium and high risk areas; The scope of risk personnel who take isolation control measures shall not be expanded without authorization; Do not arbitrarily extend the isolation and health monitoring time of risk personnel.
Do not arbitrarily refuse to provide medical services for critically ill patients and patients who need regular diagnosis and treatment on the grounds of epidemic prevention and control; It is not allowed to take measures such as isolation for qualified college students who leave school and return home; Do not set up epidemic prevention checkpoints at will to restrict the passage of qualified passengers and trucks; It is not allowed to arbitrarily close the places that guarantee normal production and life in low-risk areas.
Avoid excessive prevention and control policies.
The joint prevention and control mechanism in the State Council has clarified the regulations on the use and management of health codes, operation guarantee and information security, requiring all localities to accurately assign codes to relevant personnel according to different epidemic risk levels, and not to "exceed the code". It is clearly required to strictly locate the function of health code, and the scope of application shall not be expanded without authorization. It is absolutely not allowed to assign codes to people because of factors other than epidemic prevention and control.
If the result of nucleic acid test exceeds 48 hours, "nucleic acid test+antigen test" should be adopted. If the antigen test result is negative, it shall be released immediately, and the vehicle traffic shall not be restricted on the grounds of waiting for the nucleic acid test result. Closed-loop management measures can be implemented from the epidemic prevention checkpoint to the destination, and the dynamic tracking mechanism of nucleic acid detection results can be implemented. At the same time, urge all localities to implement the national general requirements for mutual recognition of nucleic acid test results of truck drivers and not to repeat the test within the validity period.
