In view of the current rebound of epidemic situation in surrounding areas, the risk of importing epidemic situation in Harbour Development Zone is extremely high. In order to resolutely block the transmission route of COVID-19 epidemic and cut off the chain of epidemic transmission, according to the relevant provisions of the national, provincial and municipal epidemic prevention and control work, the General Command of COVID-19 Epidemic Prevention and Control Work of Development Zone decided to strictly implement closed control management for the whole development zone. On this basis, according to the principle of "one should be checked, and no one should be left behind", all personnel in the whole region were tested for nucleic acid. The relevant matters are hereby notified as follows:
1. Blocking control and nucleic acid sampling time: Blocking control will start at 6: 00 on April 19, and the release time will be notified separately. During the lock-up period, all employees will be tested for nucleic acid from 6: 00 every day.
2. Scope of nucleic acid testing personnel: all residents in the development zone.
Third, matters needing attention
1. Residents shall, in principle, take samples at the nucleic acid sampling point in their current residence, and the test results will serve as an important basis for later admission control.
2. Residents should do personal protection, participate in full-time nucleic acid testing in an orderly manner as required, wear masks throughout the sampling process, keep a distance of more than 1 m from others, and do not talk or gather. After the sampling is completed, listen to the unified command of the on-site staff and return to the residence as soon as possible.
3. The staff will provide door-to-door sampling service for the elderly living alone, the disabled and the chronically ill, and ask other family members to contact the staff in time.
People who have been vaccinated with COVID-19 vaccine within 4.48 hours cannot take nucleic acid samples. Please explain the situation to the community workers, provide proof and make registration, and collect nucleic acids in time after 48 hours at home.
5. It is necessary to strictly implement the responsibilities of the territorial and outsourcing departments, and the staff will sink to the front line according to the established arrangements and fully participate in community epidemic prevention and control. It is hoped that volunteers will continue to follow the previous prevention and control work and report to the workplace before 6 o'clock to carry out prevention and control tasks.
6. Except for special circumstances such as nucleic acid detection and emergency, all personnel "can't get out, can't get in, can't get in", stay indoors, stay relatively still, and do a good job in family health monitoring. If you have fever, cough and other symptoms, please report to the local community in time and cooperate with the prevention and control measures such as nucleic acid detection.
7. All communities in the whole area are under closed management. In principle, only one entrance and exit is reserved in each residential area and village, and the bayonet is on duty 24 hours a day, with no less than 2 people on duty at the checkpoint. Urban operation security personnel, epidemic prevention personnel and public officials can enter and leave the community and village with a letter of introduction from the unit or a personal pass issued by the prevention and control headquarters.
8. Implement temporary traffic control for epidemic prevention and control. In addition to special vehicles such as medical ambulances, fire rescue vehicles, military and police vehicles, and vehicles with passes for epidemic prevention and control, people's livelihood security, and emergency materials transportation issued by relevant departments, other vehicles are prohibited from passing in principle.
9. Strictly deal with domestic garbage related to the epidemic. Set up medical garbage bins at each sampling point, and do a good job in garbage transportation, collection, disinfection and disposal.
10. Do a good job in basic living security. The Bureau of Commerce, the market supervision sub-bureau, the Development and Reform Bureau, the Agricultural Office and other departments should combine towns, streets and parks to co-ordinate the supply and distribution of basic living materials. Customers are not allowed to enter fresh fruit and vegetable shops and pharmacies in and around each community, and daily necessities and medicines are traded and distributed in a non-contact way.

12. During the global closure, all business premises in the region will be closed, except for urban operation supporting industries such as water, electricity, life support, communication and logistics. Employees of key enterprises, construction sites, fixed-point suppliers and other market entities eat and live in the unit, and are not allowed to go out at will, obey the unified arrangements of territorial or industrial authorities, and do a good job in nucleic acid sampling.
13. Those who refuse to cooperate, do not support nucleic acid detection, disturb the order, enter or leave the card without permission, or conceal the itinerary will be strictly investigated for legal responsibility according to law. Please ask the masses to understand each other, actively cooperate, do a good job in epidemic prevention and control, and build a barrier for epidemic prevention and control in the development zone.
